Three charged with

financing terrorist activity


Norway's Police Security Agency (PST) has charged three persons with financing terrorist activities overseas. More arrests have been made in Sweden as well.

The three suspects were arrested at various addresses in Oslo and have been formally charged, reported the police unit PST (Politiets sikkerhetstjeneste) on Thursday.

PST wrote in a press statement that the agency will seek remand custody for at least one if not all the suspects.

PST wouldn't immediately release any details about the three persons charged, or what led to their arrests. VG Nett reported that the three are originally from Somalia.

Swedish Security Service also arrested three persons Thursday morning and charged them with financing terrorism as well. A Swedish security police spokesman confirmed the arrests in both Norway and Sweden were part of a coordinated action, reports Swedish news bureau TT.

"Three people have been taken into custody," said Maria Martinsson, a spokeswoman for the Swedish Security Service. "They are suspected of preparing terrorist activity and of financing terrorism." She said the three men were detained at various addresses in the Stockholm area. All are reportedly Swedish citizens.

The normally secretive Jørn Holme, chief of the PST, has recently been on a press offensive of sorts, claiming in newspaper Aftenposten that terrorists have actively tried to recruit young Norwegian Muslims and that money was suspected of being sent out of the country to finance terrorist attacks overseas.

Holme also spoke of "older, manipulative Islamic extremists" who were trying to motivate young Muslims into taking part in jihad in foreign countries.

Holme called the situation "more complex" than earlier, and said it therefore was necessary for PST to warn of the activity and make Norwegians aware of it.

"We need to counter this activity in the community," he said. "We rely on the cooperation of all those who have information about what's happening in extremist Islamic circles."

Norway's newest government minister is a Labour Party loyalist who's been a close confidante of Prime Minister Jens Stoltenberg for several years. Anniken Huitfeldt, a professional politician who now has a seat in parliament, will take charge of issues involving children and equality.

Anniken Huitfeldt has been part of the Labour Party faithful most of her adult life. Now her political career has led to her appointment as the government minister in charge of children's and equality issues.

Huitfeldt, age 38, earlier headed the Labour Party's youth organization AUF and has been working for the party most of her adult life.

She takes over a post (Barne- og likestillingsminister) vacated by Manuela Ramin-Osmundsen, who had little political experience and only served a few months before being forced to resign in a controversy involving her hiring of a new children's ombudsman.

Some argue that Stoltenberg took a chance in appointing Ramin-Osmundsen, and now is turning to a trusted party colleague to take over the ministerial post that has a high profile in Norway's social welfare state.

Huitfeldt, who has three young children of her own, has been known as an outspoken liberal who most recently has headed the party's internal network that champions women's issues. That network earlier gave its support to Huitfeldt, and she'd been considered the hottest candidate for the job.

Huitfeldt reportedly declined earlier opportunities to become a government minister, to be able to spend more time with her own children. Now she's apparently ready to take on the demanding job, where one of her first duties will be to appoint a new children's ombudsman.

Huitfeldt was formally named to the ministerial post in Friday's weekly Council of State at the Royal Palace.

Tuhuma za ufisadi zinazowakabili baadhi ya vigogo wa serikali nchini, zimemuingiza kwenye ulingo Rais Jakaya Kikwete na kumuweka katika wakati mgumu wa kupambana nao, uchunguzi wetu umebaini...

Habari kutoka vyanzo mbalimbali zimesema kuwa, kuingizwa kwa rais ulingoni kunatokana na ukweli wa kuwepo kwa misuguano ya chini kwa chini baina ya serikali yake na kundi la mafisadi wenye lengo la kuficha uovu walioutenda.

Imeelezwa kuwa, wakati nia ya serikali ni kujisafisha, wahusika wa ufisadi wakiwemo waliojichotea mamilioni ya pesa kutoka Benki Kuu ya Tanzania BoT na wale wa Kampuni hewa ya Umeme ya Richmond wametengeneza mtandao wa kujihami na nguvu za dola.

Vyanzo vyetu vya habari vilisema hivi karibuni kuwa, umoja wa mafisadi umekuwa ukikutana kwa siri kupanga mikakati ya namna ya kuzima soo, huku taarifa zikikariri kuwepo kwa njama za kuwaingiza kwenye tuhuma za ufisadi za BoT na Richmond viongozi wengine wa ngazi za juu serikalini.

Imedaiwa kuwa, lengo la kufanya hivyo ni kuichafua zaidi serikali ili kuondoa ujasiri kwa wakerekewa wa mageuzi wanaoshabikia ‘walioitafuna’ nchi watiwe kitanzini.

“Mbinu zilizopo ni kuwapakazia viongozi wengine (hakufafanua kama na Rais Kikwete atakuwemo) ili ionekane kama watashughulikiwa basi na vigogo wengine waliopo madarakani nao waonekane walishiriki kwa namna moja au nyingine, yote ni kutaka kuonesha kuwa waliokosea si wao peke yao,” kilidai chanzo chetu.

Aidha, habari za kuaminika zilizolifikia Amani zilidai kuwa, mafisadi walifanya mkutano wao wa siri Juma lililopita ndani ya chumba namba 103 katika hoteli moja maarufu iliyopo katikati ya Jiji la Dar es Salaam ambapo walipanga mikakati mizito ya kujihami na mkono wa serikali.

Ilidokezwa kuwa, moja kati ya mikakati hiyo ni pamoja na kuendelea kumziba mdomo na kumzuia aliyekuwa Gavana wa BoT Daudi Ballali asirejee nchini kwa hofu ya kukamatwa na kuvujisha siri zitakazowasumbua katika kukabili kesi au tuhuma za ufisadi.

Ballali anahusishwa na upotevu wa shilingi bilioni 133 kutoka katika Akaunti ya Madeni ya Nje ‘EPA’ kwa kipindi alichokuwa madarakani kabla hajatimuliwa kazi na Rais Kikwete.

Kufuatia mchezo huo mchafu unaochezwa na mafisadi, wachunguzi wa mambo ya kisiasa walisema kuwa, Rais Kikwete anakabiliwa na mambo mazito ya kiuongozi ili kuweza kutimiza azma yake ya kujenga serikali safi isiyokuwa na viongozi wenye mirija ya ki-unyonyaji.

Imeelezwa na wachunguzi hao kwamba, kauli za watuhumiwa zinazotolewa hadharani hazioneshi moyo wa kweli wa kuwajibika kwa makosa yao, jambo ambalo linaashiria kuwepo kwa makundi ya ‘hawa wabaya na hawa wazuri’ ndani ya chama tawala na serikali yake.

Tangu sakata la ufisadi liibuke hapa nchini, mengi yamesemwa kuhusiana na watuhumiwa walioifikisha nchi mahali pabaya ambapo siku za hivi karibuni Waziri Mkuu, Mizengo Pinda alikaririwa na vyombo vya habari akisema atakula sahani moja na mafisadi.

Lowassa aonya kuna

WAZIRI Mkuu aliyejiuzulu, Edward Lowassa, amekitahadharisha Chama Cha Mapinduzi (CCM) kuwa ndani yake na serikalini kuna wafitini wanaotaka kupotosha ajenda ya maendeleo kwa kupiga kelele za ufisadi.

Akizungumza katika mkutano wa hadhara katika eneo la Mto wa Mbu jimboni Monduli, Lowassa alisema CCM ina watu ndani yake ambao hawakitakii mema chama hicho. “Naomba nieleweke katika hili. Sisemi tusipambane na ufisadi, tusishughulikie wanaoiba mali ya umma… tupambane nao, ila wapo wenzetu ndani ya chama na serikali watakaojaribu kututoa kwenye hoja yetu.

“Tusimamie Ilani ya uchaguzi kwa mshikamano. Tukiyumba katika hili na tusipofanya hivyo, mwaka 2010 tutakuwa na maswali mengi sana na wapinzani wetu tutawapa fursa,” alisema.

Alisema wakati wa kampeni mwaka 2005, chama kiliwaahidi watu maisha bora na kuonya kuwa ahadi hiyo isipotekelezwa, hatari kubwa inakinyemelea chama; “Tuwajue wasiotutakia mema mapema tusikitengenezee chama bomu mbele ya safari,” alisema Lowassa.

Lowassa aliyepokewa na waendesha baiskeli eneo la Kigongoni, lililopo wastani wa kilomita tatu kutoka Mto wa Mbu, alihutubia wakazi wa eneo hilo na kupewa magunia mawili ya mchele, ndizi na mkanda wenye sime.

Aliwambia wananchi hao kuwa yeye bado ana nguvu zake, akili na uwezo, na akafafanua kilichotokea kuhusiana na kashfa ya Richmond hadi kujiuzulu katika alichoeleza kuwa ni uwajibikaji wa pamoja.

Baadhi ya wananchi waliozungumza na mwandishi wa habari hizi, walisema ufafanuzi alioutoa Lowassa ni kiashirio na maelezo tosha kuwa hakushiriki katika kashfa hiyo.

Mwananchi aliyejitambulisha kama Peter Longidai, alisema: “Juzi aliwataja kina (Dk. Ibrahim) Msabaha, (Johnson) Mwanyika na (Grey) Mgonja. Si na wao wanayo midomo? Kama alihusika si waseme? Yeye kasema wao wanajua kila kitu, mbona wako kimya sasa? Ukweli unazidi kufahamika,” alisema.

ASILIMIA 47 ya wazazi wa kiume waliowasilisha sampuli za vinasaba (DNA), kwa ajili ya kufanyiwa utafiti katika Maabara ya Mkemia Mkuu wa Serikali (GCLA), wamethibitika kubambikiwa watoto.

Kati ya mwaka 2006 na 2007, GCLA ilichunguza sampuli 209 za vinasaba na kubaini kuwa, asilimia 47 ya vinasaba hivyo havina uhusiano wowote kati ya wazazi (baba) na watoto.

Kwa upande mwingine, asilimia 53 ya sampuli hizo 209, zilithibitisha kuwa wazazi wenye sampuli hizo ni halali baada ya uchunguzi huo kufanyika kwenye mtambo wa DNA.Takwimu hizo zilitolewa jijini Dar es Salaam jana na Mkemia Mkuu wa Serikali, Dk. Ernest Mashimba, wakati akizungumza na MTANZANIA ofisi kwake.

“DNA ni chembechembe asili za urithi ambazo zinabeba taarifa zote kama za maumbile na tabia ambazo zipo katika kila kiumbe…kila kiumbe kikiwa na DNA zisizofanana.

“Matumizi ya uchunguzi wa DNA yapo mengi mojawapo yakiwa ni ya utambuzi wa mtoto na mzazi (parentage) ambapo katika hili tulipokea sampuli 209 mwaka juzi na mwaka jana kwa ajili ya kuchunguza uhalali wa uzazi,” alisema Dk. Mashimba.

Alisema sampuli walizozipokea kwa ajili ya uchunguzi huo zilikuwa ni damu, majimaji ya uume na uke, ngozi, nywele, mate, kamasi, jasho, kucha, mkojo na kinyesi.

Kwa mujibu wa Mashimba, kati ya mwaka 2005 hadi 2006 kesi 250 za utambuzi wa uhalali wa mzazi kwa mtoto zilipokewa GCLA.

Alisema baada ya uchunguzi kufanyika, asilimia 40 ya kesi hizo zilithibitisha kuwa wenye sampuli hizo ni baba halali huku asilimia 60 zikithibitisha kuwa si baba halali.

Aidha, alisema mwaka 2004 jijini Dar es Salaam, uchunguzi wa DNA uliweza kuthibitisha kwamba baba alilea mtoto kwa miaka 15 akidhania ni wake kumbe alikuwa si wake.

“Mtu huyo alilea mtoto kwa muda wa miaka 15 akidhani ni wake mpaka kesi hiyo ilipokuja kwetu ndipo vipimo vya DNA vilipobainisha kwamba hakuwa wake,” alisema Dk. Mashimba.

Alisema mwaka 2006 vipimo vya DNA vilitatua kesi mbili za kubadilishwa watoto (swapping) katika hospitali ya Bugando iliyopo Mkoa wa Mwanza na hospitali ya Muhimbili iliyopo jijini Dar es Salaam.

Alisema gharama za vipimo vya DNA kwa mtu mmoja ni Sh 100,000 na vinafanyika jijini Dar es Salaam tu.“Gharama za vipimo vya DNA ni Sh 100,000 ambayo ni nafuu sana ukilinganisha na nchi nyingine za Ulaya kwa sababu kule hawatozi kwa mtu bali hutoza kwa kesi nzima,” alisema Dk. Mashimba.

Alisema kesi zinazowafikia ni za watu wa ngazi tofauti ambao ni wenye kipato cha chini, matajiri na wengine ni wasomi.

Aidha, alisema maabara iliyopo Mkoa wa Mwanza na Arusha hazina mitambo hiyo ila zinafanya kazi nyingine za kuchunguza chakula, maji, dawa na vipodozi.

Alisema wanatarajia kufungua maabara nyingine katika Mkoa wa Mbeya ili kufanya huduma za kimaabara ziwe zinapatikana kwa urahisi.

MWANAFUNZI wa kidato cha pili katika Shule ya Sekondari ya Ukukwe wilayani Rungwe ambaye ni albino, amepotea akidaiwa kutekwa na watu wasiojulikana.

Henry Mwakajila (18), alikumbwa na masahibu hayo Februari 5, mwaka huu wakati akirejea nyumbani kwao kutoka kwenye masomo ya jioni na wanafunzi wenzake.

Babu wa kijana huyo, Mzee Mbweleweta alisema siku hiyo ya tukio, alipelekewa taarifa na mjomba wa kijana huyo aliyekuwa akiishi naye ambaye alikuwa akitaka kujua kama Henry alilala kwa babu huyo kutokana na kutorejea nyumbani.

Alisema baadaye walipofuatilia kwa ndugu, jamaa na marafiki mbalimbali bila kumpata, ndipo walipotoa taarifa kwa uongozi wa Serikali ya Kijiji ambao uliitisha mkutano na kufuatilia, ambako waliokota kofia na kalamu ya Henry ambavyo vilikutwa vikiwa vimeanguka umbali tofauti njiani kwenye shamba la mahindi.

Katibu wa Kitongoji cha Masebe, Lucy Kipesile, alisema katika kufuatilia tukio hilo la kupotea kwa mwanafunzi huyo, walibaini kuwapo kwa mibururo ardhini kwenye majani pamoja na mahindi kulala chini hali iliyoonyesha kwamba kijana huyo alikuwa akivutwa kwa nguvu na watu waliomteka.

Alisema kuanzia hapo wanakijiji walifuatilia mibururo ambayo iliishia katika mto Kipoke. Pia walifuatilia kilomita kadhaa kandokando ya mto huo na mito mingine midogo, vichaka, misitu bila ya mafanikio ya kuona dalili za kuwapo kwa mwili wa kijana huyo kutokana na hisia kuwa huenda alikuwa ameuawa.

Baadhi ya wakazi wa Kitongoji cha Masebe, wanalihusisha tukio hilo na imani za kishirikina, wakiamini kuwa kijana huyo alichukuliwa kwenda kunyofolewa viungo vya mwili kwa ajili ya kutengenezea dawa za kupata utajiri wa haraka kama inavyotokea katika Mkoa wa Mwanza.

Kwa upande wake, Chifu wa eneo hilo, Ruben Mwakang’ata alisema yeye na Chifu mwenzake Mwankenja katika mambo yao ya kimila wamegundua kuwa kijana huyo ametekwa kufanyiwa mambo ya ushirikina na kwamba hata hivyo wanadai kuwa kijana huyo bado hajauawa.

Alisema wao wanaendelea kufanya mambo ya kimila kuweza kuwatambua watu waliomteka kijana huyo na mahali alipofichwa waweze kumuokoa akiwa hai. Hata hivyo wameelezea kusikitishwa kwao na kutothaminiwa na kutambuliwa mchango wao na Serikali hasa kwenye matukio makubwa kama hilo.

Akizungumzia tukio hilo, Mkuu wa Wilaya ya Rungwe, Mariam Lugaila alisema watu wenye ulemavu wa ngozi, (Albino) ni sawa na watu wengine hivyo wana haki ya kuishi na kulindwa kama ilivyo kwa wananchi wengine na kwamba imani kuwa viungo vyao vinafaa kutengenezea dawa ili kupata utajiri ni imani potofu na zinapaswa kupigwa vita kwa nguvu zote.

Akijibu malalamiko ya Machifu kudai kutothaminiwa na Serikali, Lugaila alisema Serikali inathamini na kutambua mchango wa Wazee wa Mila, lakini haiamini ushirikina hivyo ametoa wito kwa kila mtu kwa imani yake ashiriki katika kumtafuta kijana huyo akiwa hai au amekufa.

Naye Kiongozi wa Maalbino wa Mkoa wa Mbeya, Gwantwa Mwalyaje alisema wamepokea kwa masikitiko makubwa taarifa za kupotea kwa kijana huyo na wanaamini ametekwa na watu wenye lengo la kupata utajiri, hivyo ameiomba Serikali kufuatilia kwa kina tukio hilo na kuwalinda albino.

WANAUME wametakiwa kujihadhari na wanawake wanaofanyakazi ya kujiuza baada ya kuibuka mtindo wa kupaka matiti dawa za kulevya na kuwalewesha wateja wao na kisha kuwaibia.

Kutokana na kuibuka kwa mtindo huo umewaliza wanaume wengi wanaofuata huduma kwa wanawake na kujikuta wakiibiwa kila kitu baada ya kulewa na kupitiwa na usingizi mzito.

Imefahamika kuwa changudoa hao hupaka dawa za kulevya kwenye matiti na kwamba mwanaume akinyonya matiti hayo hulewa na kujikuta akiamka asubuhi akiwa ameibiwa kila kitu.

Akithibitisha kutokea kwa matukio hayo Mkuu wa Upelelezi na Makosa ya Jinai mkoani Morogoro, Ahmed Msangi amesema kuwa wanaume wengi wamekuwa wakiibiwa kwa mtindo huo na kuogopa kutoa taarifa.

Amesema uchunguzi uliofanyika umebaini kuwa wanaume wanaofuata huduma ya mapenzi kwa changudoa hao hufanyiwa vitendo hivyo.

Msangi amesema wanaume hao wamekuwa wakiogopa kutoa taarifa kwa kuogopa kuharibu ndoa zao.

Amesema mpango wa kuwakamata changudoa hao utaweza kufanikiwa endapo wanaume wanaofanyiwa vitendo hivyo watatoa ushirikiano kwa polisi.

"Ili changudoa hao waweze kukamatwa ni vizuri wanaume wanaofanyiwa vitendo hivyo wakatoa taarifa polisi badala ya kuona aibu, " amesema.

Waziri huyo wa zamani, alihoji uhalali na msimamo wa Jaji Joseph Warioba kumtetea Lowassa, kwamba hakupewa nafasi ya kusikilizwa na kumtaka aache kuzungumza vitu huku akisahau rekodi yake.

Kiula alifafanua kwamba, haielewi mantiki ya Jaji Warioba kusema Lowassa alinyimwa haki ya kusikilizwa wakati hata yeye (Warioba) alishindwa kumtendea haki (Kiula) katika Ripoti yake Kuhusu Mianya ya Rushwa ya mwaka 1996, ambayo ilisababisha kufunguliwa kesi ya rushwa ya Sh3.2 bilioni dhidi ya Kiula bila ya (yeye Kiula) kupewa haki ya kusikilizwa.

Alisema Mkurugenzi Mkuu wa Taasisi ya Kuzuia na Kupambana na Rushwa (Takukuru) Edward Hosea na wasaidizi wake, wanapaswa kung'oka kwani wanamuweka Rais Jakaya Kikwete pabaya.

"Hivi ukimkuta baba yako kakaa vibaya, utamuangalia, utamwambia au utakimbia usiendelee kumwona, sasa Rais Kikwete kakaa vibaya, Hosea na wenzake wanazidi kumwangalia badala ya kuondoka," alisisitiza Kiula.

Aliongeza kwamba, Hosea amepoteza sifa za kuwa mkuu wa Takukuru na kuongeza kwamba taasisi hiyo inahitaji mtu ambaye si wa kujipendekeza na mwenye msimamo na kusisitiza:, "Hosea anapaswa kwenda na maji".

Alisema maadili ya uongozi katika nchi yameporomoka na kuhoji uhalali wa Rais mstaafu Benjamin Mkapa kufanya biashara Ikulu huku akikopa dola 500,000 kutoka NBC LTD bila dhamana, lakini yeye (Kiula) alishatakiwa kwa mkopo wa Sh12milioni tena wenye dhamana kwa madai ya kuibia nchi.

Huku Kiula akieleza hilo, Baraza la Vijana ya Chama cha Demokrasia na Maendeleo (Chadema), limemuonya Lowassa kutoendelea kujifananisha na Mwinyi kwani kufanya hivyo ni kumchafua Rais huyo mstaafu.

"Lowassa akumbuke kuwa Mwinyi hakujiuzulu kwa tuhuma za ufisadi au matumizi mabaya ya madaraka aliyofanya yeye katika nafasi yake bali watumishi katika eneo lingine kabisa ingawa walikuwa chini yake, Mwnyi hakujiuzulu kwa shinikizo kama Lowassa," ilisema taarifa ya Baraza hilo.Habari hii Ramadhan Semtawa na Festo Polea.

Vyanzo vya ndani kutoka serikalini vimeeleza kwamba nyaraka hizo za kusafiria za wakurugenzi na baadhi ya wanahisa wa kampuni 22 ambazo zililipwa mabilioni ya shilingi kwa njia za kifisadi na BoT zimechukuliwa na mamlaka husika kama sehemu ya uchunguzi unaoendelea kuhusiana na kashfa hiyo.

Mbali ya kuwanyang’anya pasipoti, vinara kadhaa wa wizi huo wamezuiwa kabisa kusafiri nje ya nchi hata kwa njia zisizo rasmi, kwani inahofiwa kwamba baadhi wanaweza kufanya hila na kutoroka.

Kwa niaba ya uchunguzi uliofanywa wakurugenzi kadhaa wa kampuni hizo wamelazimika kusaini mkataba wa makubaliano na serikali, unaowabana kisheria kurejesha fedha zote walizolipwa kifisadi na benki hiyo katika kipindi maalum

Chanzo cha ndani kimetanabahisha kwamba baadhi ya watuhumiwa hao wamesharejesha mabilioni ya shilingi serikalini ambayo yaliibwa kutoka katika chumbo hicho kikuu cha fedha.

“Mpaka sasa, mabilioni kadhaa ya shilingi yamesharejeshwa serikalini kutoka kwa wahusika waliojichotea kupitia akaunti ya madeni ya nje ya Benki Kuu (EPA)”, kilisema chanzo hicho.

Baadhi ya wanahisa na wakurugenzi wa kampuni ambazo zilinufaika na fedha hizo kutoka BoT ni pamoja na mfanyabiashara maarufu Jayantkumar Chandubhai Patel, maarufu zaidi kama Jeetu Patel, ambaye ni mmiliki wa kampuni tisa kati ya 22 ambazo zimetajwa kwenye kashfa hiyo kubwa

Kampuni zinazomilikiwa na Jeetu Patel Navycut Tobacco (T) Limited, Ndovu Soaps Limited, Bina Resorts Limited, Bencon International limited, Maltan Mining company limited, Bora Hotels & Apartments Limited, Venus Hotels Limited BV & Associates company limited

Watu wawili ambao sio maarufu sana, John Kyomuhendo na Francis William, wametajwa kwamba ndio wanahisa wa kampuni tata ya Kagoda Agriculture Limited, ambayo ililipwa kitita cha dola za Marekani milioni 30.8 (takriban 40/-) kutoka kwenye akaunti ya EPA

Vyanzo vinasema wapelelezi wa serikali tayari wameshawabaini wahusika halisi wa malipo yaliyofanywa kwa kampuni ya Kagoda, ambapo mmojawapo ni mfanyabisahara marufu lakini akiwa anajihusisha kwa siri katika biashara haramu.

Uchunguzi uliofanywa na gazeti dada la THISDAY umegundua kwamba Kyomuhendo na William walikuwa ni chambo tu waliotumiwa na wafanyabiashara hao maarufu ili kuficha uwepo wao. Wakili mashuhuri jijini Dar es Salaam, Beredy Sospeter Maregesi, amedajwa katika kampuni mbili ambazo zimetajwa katika kashfa ya BoT Maregesi Law Chambers na G&T International Limited.

Mfanyabiashara mmoja maarufu wa Dar es Salaam, Johnson Mutachukurwa Lukaza, ambaye anamiliki kampuni ya ujenzi wa majumba na biashara nyinginezo, ametajwa kama ndiye mwanahisa mkuu wa kampuni ya KERNEL Limited, kampuni nyingine ambayo imetajwa kwenye orodha ya kashfa hiyo. Ndugu wa Johnson, Mwesugwa Rutakyamilwa Lukaza, pia ametajwa kwenye nyaraka za kampuni hiyo kama mwanahisa.

Mtu mwingine anayetajwa kwenye kashfa hiyo ya BoT ni Elisifa Ngowi ambaye anaelezwa kwamba ni Ofisa Usalama wa Taifa Mwandamizi jina la Ngowi limo kwenye rekodi za kampuni mbili zilizojinufaisha na fedha za EPA- Clayton Marketing Limited.

Wanahisa wa Excellent services Ltd, ambayo ilisajiliwa mwaka 1992, ni Ngowi, Emily Samanya, Peter Sabas, Lecis Msiko na Massimo Feneli.

Charies Isaack Kissa anatajwa kwamba ni mmiliki wa kampuni ya Kiloloma and Brothers Limited, wakati ambapo kampuni nyingine iliyonufaika na fesha hizo ni Money Planners & Consultants Limited, ambayo inawataja Paul Tobias Nyingo na Fundi Hayesh Kitunga kama ndio wamiliki wake.

Pia katika orodha hiyo ya ufisadi ya EPA kuna kampuni nyingine mbili Njake Enterprises Limited (iliyosajiliwa mwaka 1984) na Njake Hotels and Tours Limited (iliyosajiliwa mwaka 2003). Wamiliki wa Njake Enterprises Ltd walioorodheshwa ni Japhet Laiyandimilema, Anna Japhet Leman na Laiyandumi Njake Lema wa mkoani Kilimanjaro.

Kwa upande mwingine Japhet Laiyandumi Lea, Anna Japhet Lema, Abel Japhet Lema, Derick Japhet Lema na Bernard Japhet Lema wametajwa kwamba ndio wamiliki wa Njake Hotels and Tours Ltd ya Arusha.

Kampuni nyingine inayotajwa kwenye EPA ni Changanyikeni Residential Complex Limited ya Dar es Salaam ambayo wamiliki wake ni Jose van Der Merwe (yawezekana ni raia wa Afrika Kusini), Samson Mapunda na Charles Mabina.

Mibale Farm pia ilinufaika na fedha hizo ambapo inatajwa kwamba Kizza selemani na Farijala Hussein ndio wamiliki wake.

Rais Jakaya Kikwet mwezi uliopita aliagiza Mwanasheria Mkuu wa Serikali, Johnston Mwanyika, kuongoza timu ya kuchunguza wahusika wote katika kashfa hiyo ya EPA.

Rais pia alimteua Mkuu wa jeshi la Polisi, Saidi Mwema, na Mkurugenzi wa Taasisi ya Kuzuia na kupambana na Rushwa Tanzania (Takukuru), Dk. Edward Hoseah kushirikana na Mwanasheria Mkuu kuchunguza ufisadi huo na kukamilisha kazi kwa miezi sita. Mamlaka zinazohusika zinasema kwamba kurejeshwa kwa fesha ya BoT zilizoibwa ndiyo kipaumbele cha kwamba katika kuchunguzi huo, huku kukiwa na uwezekano mkubwa wa kufikishwa kortini kwa wahusika wenigne muhimu baada ya kukamilika kwa uchunguzi huo.

Mahali alipo kwa sasa gavana wa zamani wa BoT, Dk. Daudi Ballali, ambaye alifukuzwa kazi kutokana na kashfa hiyo kufichuliwa na kampuni moja ya ukaguzi wa hesabu, bado kuna utata. Tayari Marekani imemnyang’anya viza yake ya kibalozi.

Countries all over Europe have been jumping on the bandwagon that started rolling when German authorities bought information from a former bank employee about secret accounts in the tiny country of Liechtenstein.

German tax authorities quickly found hundreds of German citizens who had stashed away money in foreign accounts at LGT Bank in Liechtenstein. Included among them was the otherwise respected boss of Deutsche Post, who's now charged with having evaded around EUR 1 million in taxes. He has resigned, confessed and is cooperating with the authorities.

Now other countries are asking Germany to share any information they may have that could reveal whether any of their citizens are listed as holding accounts in Liechtenstein. The Netherlands and Sweden have requested information. Now Norway will do the same.

The Norwegian tax authority (Skattedirektoratet) "will take contact with German tax authorities with the intention of obtaining more information," Lise Halvorsen, information director at Skatteetatet told business news service E24.

She cited the authorities' mandate to "protect the tax fundamentals" of the country as reason for the probe.

More than 90 Germans have so far confessed to having undeclared funds in Liechtenstein, and have agreed to repay nearly EUR 28 million in back taxes.

Obama campaign accuses Clinton

Barack Obama's campaign accused rival Hillary Clinton's campaign of engaging in the "most shameful, offensive fear-mongering we've seen from either party" in the presidential election for reportedly circulating a photo of the Illinois senator wearing traditional African clothes.

The photo of Obama dressed as a Somali elder during a visit to Wajir, Kenya in 2006 appeared Monday morning on the Drudge Report website under the headline, "Clinton staffers circulate 'dressed' Obama."

Obama's campaign manager, David Plouffe, responded swiftly and harshly to the Clinton campaign's apparent decision to circulate the photo. For months, Obama, the son of black man from Kenya and a white woman from Kansas, has been dogged by false Internet-fueled rumors that he is a Muslim.

"On the very day that Senator Clinton is giving a speech about restoring respect for America in the world, her campaign has engaged in the most shameful, offensive fear-mongering we've seen from either party in this election," Plouffe said in a statement.

"This is part of a disturbing pattern that led her county chairs to resign in Iowa, her campaign chairman to resign in New Hampshire, and it's exactly the kind of divisive politics that turns away Americans of all parties and diminishes respect for America in the world," Plouffe said.

The Clinton campaign did not deny circulating the photo but suggested Team Obama should be ashamed for describing the photo as divisive.

"If Barack Obama's campaign wants to suggest that a photo of him wearing traditional Somali clothing is divisive, they should be ashamed," Clinton's campaign manager, Maggie Williams, replied. "Hillary Clinton has worn the traditional clothing of countries she has visited and had those photos published widely."

"This is nothing more than an obvious and transparent attempt to distract from the serious issues confronting our country today and to attempt to create the very divisions they claim to decry," Williams said.

Clinton aides said there are more than 700 staffers who work for the campaign and they could neither confirm nor deny whether anyone from the staff sent out the photo.

"If the point here that someone on our staff was making is that the press covers us differently than they cover Sen. Obama, then we don't aruge with that," said Mo Elleithee, a Clinton spokesman.

Clinton aides have complained for months that the media is much harder on the former first lady than Obama. The Drudge Report story that accompanied the photo quoted an email from a Clinton campaign staffer saying, "Wouldn't we be seeing this (photo) on the cover of every magazine if it were (Clinton)?"

General Scott Gration, an Obama supporter who accompanied the senator on the trip in which the picture was snapped, said the senator agreed to put on the local garb to show respect to the community.

"Sen. Obama was given an outfit and as the guest that he was, a great guest, he took this outfit and they encouraged him to try some of it on," Gration said.

"We try on Christmas gifts, sometimes that we may not want to keep, but we try them on as being a grateful recipient. Sen. Obama did what any leader should do: accepted the gift, accepted the hospitality, accept that token of friendship and he did it in a way that showed respect and helped build the bridges that he does so well."

Susan Rice, a former Clinton aide who now serves as a foreign policy adviser to Obama, said the decision to distribute the phot was "designed to be divisive, to divide us as Americans but also to divide us from the rest of the world and suggest that the customs and cultures of other parts of the world are worthy of ridicule or condemnation.

Rice said she's traveled to Africa with both Clintons and remembers seeing the former President wear traditional clothes.

"It's a very unfortunate message to send, not one that in my experience the President or Mrs. Clinton themselves have embraced," Rice said

Train trouble in Oslo

All train traffic between Oslo's central station and Lysaker, west of the capital, was standing still Monday afternoon, after more signal trouble at the main Skøyen station.

Train commuters had to switch over to bus service when the railroad suffered more equipment trouble on Monday.

Railway NSB, which continually suffers from railroad Jernbaneverket's inability to keep its infrastructure in working order, was scrambling once again to find alternative transport for its passengers.

The signal trouble was blamed on a fire that broke out in three large cables at Skøyen Station. It knocked out the signal system that directs trains through the station.

"We're working as fast as we can, but this will hit commuters and we're sorry," Ellen Svendsvoll, information chief in Jernbaneverket, told Aftenposten.no.

Nor could Svendsvoll guarantee that the problem would be fixed in time for the Tuesday morning commute. She noted that the signal system at Skøyen is nearly 30 years old, and that the station is one of the most heavily trafficked in the Oslo area.

NSB was trying to provide bus service to stranded passengers, but delays were expected. Around 40,000 persons were affected.

"We have heard that problems can last overnight," said Preben Colstrup, information chief in NSB. "But by then, we’ll have had enough time to get enough busses in service."

Akizungumza na mwandishi wa Mwananchi jana, Meneja wa Shirika la Umeme Zanzibar, Juma Isihaka Bakari alisema tatizo linatokana kuungua kwa nyanya za umeme zilizopita chini ya ardhi katika ya Mkele na Malindi hadi Mlandege.

Alisema mafundi wao wamefanya kazi tangu juzi usiku na mchana wakichimba maeneo hayo kutafuta hitilafu ilipo, lakini mpaka sasa hawafanikiwa.

Kutokana na hali hiyo maeneo mengi ya mji wa Zanzibar maduka makubwa yanayohitaji umeme kwa kiasi kikubwa yamefungwa

Katika baadhi ya maeneo yenye maduka ya samaki kama Darajani samaki wameoza na kuna harufu na kusababisha mazingira ya maeneo hayo kutokalika kutokana na harufu ya uvundo wa samaki.

Baadhi ya mahoteli ambayo hayana jenereta kama ya Bwawani ambayo ni ya serikali hakuna jenereta na hivyo baadhi ya wageni hotelini wameanza kuhamia mahali pengine kwenye unafuu.

Hospitali nyngi ya mjini hapa hazina jenereta hivyo kusababisha usumbufu mkubwa kwa wagonjwa, hususani ambao walitarajiwa kufanyiwa opasuaji.

Baadhi ya wafanyabiashara waliozungumza na mwandishi wa Mwananchi wameilalamikia hali hiyo na kulilaani Shirika la Umeme la Zanzibar kwa kuwaingiza katika hasara na kikubwa wakilalamikia kutokuwapo taarifa za uhakika.

Ibrahim Masudi ambaye ni mfanyabiashara wa duka kubwa Quality Super Market, alisema kwa sasa hapati wateja wengi kutokana joto na gizo hivyo kumfanya alifunga.

Mfanyabiashara mwingine wa samaki wa sokoni Zanzibar anayejishughulisha na uuzaji wa kamba na samaki wengine, Said Rashid alisema wamepata hasara kubwa kutokana na samaki kuoza.

"Yaani tunashangazwa sana na kitendo cha shirika la umeme kukata umeme, kwani kimetusababishia hasara kubwa," alisema Rashid.

A SPECTRE is haunting Tanzania, the spectre of a leadership code; from the head of state to village leaders, varsity dons to street hawkers, parliamentarians and born again priests - all cry for the setting up of a code of conduct for anyone wishing for leadership, those running for elective office or serving in the public sector. All are basically agreed that it is this code which will guarantee the good leadership that the country requires for development; it is the missing link in the country’s battle against poverty. Donors are startled; many are inclined to agree.

If a leadership code is what the country needs for development, one may ask, precisely what brought it into devastating poverty in the first place, if not that same ’leadership code’? How could Tanzania develop when its head of state banned enterprise for anyone who wasn’t Arab or Indian - thus not looking for any sort of public office or employment in the public sector - for all but five years of his 24 years in office? Is there anything as surprising as the fact that learned people don’t realize that a leadership code is the last thing that development needs?

Listening to breakdown elements of how such a code would be conducted or what it entails, there is just shock and amazement at how careless so many Tanzanian intellectuals seem to be about enterprise, jobs, economic growth and incomes. A don says there is little chance that most bars operating in residential areas would be licensed, but they are properties of leaders so they are licensed; that it is leaders who build kiosks all over the place - they weren’t demolished because they belong to leaders, etc. All the old operations will now start again, as the more are caught the better.

The picture one gets is one of total paralysis and mental dependence on government or public sector activity, which ignores the fact that it is only when everyone tries to uplift their own lot, that the net effect of this is that economies generally get uplifted. The dons and ’members of civil society’ are crying out that all but Arabs and Indians should have no role in conducting trade, or a few Africans now operating as traders. The others should work in public offices, or serving as political leaders.

Checking figures of where Tanzania stands in development as a whole, despite efforts to give the most glowing picture possible, the real image is astonishing. Tanzania compares with Afghanistan in the level of girls in secondary school as all eligible girls, at five per cent, and quite simply the lowest in the world. There is no doubt that traditions of strict licensing of schools, stopping hiring of teachers from across the border, tied to lack of ownership of land privately or ability to purchase land (rather than obtain right of occupancy), constant intervention in relation to use of plots of land by public authorities and third parties without the least commercial interest in a plot of land, etc have all done their bit to take us there. And with a leadership code it gets even worse.

Instead of pursuing a policy where all possible enterprise is nurtured, the way President Benjamin Mkapa sought to foster, and remove crying anomalies like protecting sugar factories and selling sugar at 1,000/- while it still was available at half that price if the doors were open, we do the opposite. And while we are yet to realize the benefits of opening the doors and obtain cheap commodities from outside, commodities are beginning to become more expensive, shutting out this door of lessening the cost of living. Now we shall have to get investments to be located right here so as to cheapen commodities; that means plenty of trouble.

The noise made about the Richmond affair was for instance not worth all this outpouring of sentiment and ink, for it easily was consequential upon a faulty policy line upon the start of the fourth phase government. The report read out by Dr Harrison Mwakyembe seemed to suggest that rising costs of electricity arise from faulty contracts - which seems to include all there is in the Tanesco investment line up, namely Richmond, IPTL, Songas, Kiwira etc. The wisdom in the legislature is to investigate these deals and hold all those responsible - but how many ministers are there to dismiss? Was it not more intelligent to say Tanesco ought to have been privatized so as to eliminate the temptation to act as middleman?

And the benefits of Tanesco privatization aren’t just in eliminating the ’Richard of Monduli’ phenomenon from appearing, albeit with an email address labelled Houston, Texas but obtaining the necessary capital to revamp infrastructure without excessive rise in costs, or relying on loans. This sort of wisdom is elementary all over the world, and the plentiful availability of capital constitutes globalization - such that the United States enters into problems for making plentiful use of the capital that flows there - and we could have taken a portion of that, as a supposedly communist China does, so massively. But our less clever communists here hate capital like the plague, and we equal Afghanistan in girls’ education.

Were it that the University of Dar es Salaam taught something serious about capital and not the parroting on ’people, land, good policies and good leadership’ it is likely someone would have understood why we need major investors to purchase Tanesco, the railway corporation, the airline etc. But we hate capital and our mental outlook on globalization, as the late Seithy Chachage used to emphasize, should never betray the hero, Kinjeketile Ngware and his closest medicinemen associates. With that kind of outlook it is hard to see how Tanzania breaks into modernization.

Close to 14 years after the death of ex-premier Edward Moringe Sokoine a sort of spirit of the ’poor people’s hero’ is taking over the reins of state, as current rulers know the popularity one gets when he descends heavily on the rich and powerful. But the fact that Mwalimu Nyerere intervened and stopped the ’anti-sabotage campaign’ is more or less lost - or that from that time Mwalimu allowed economic reform to start, and with his vacating the presidency in 1985, it was intensified. Meanwhile the University of Dar es Salaam, stuck with Kinjeketile Ngware, the need to use Kiswahili and other backward outlooks, has never understood that a policy combating trade and investment is sure recipe for disaster.

Thus, with the establishment’s incapacity to explain the BoT saga, and especially given the juicy precedent of Richmond probe and results, so many appetites have been whetted to take ’the revolution’ farther into everyday life. Suddenly a million sources of enterprising activities, that is, those serving in the public sector or involved in politics, should be closed out. The state, via taxes and foreign aid, shall make up for this loss in individual effort, risk taking, loan cultivation and management...!

MKUU wa Mkoa wa Dar es Salaam, Abbas Kandoro, amewataka wakazi wa Dar es Salaam kujitokeza kwa wingi kumpokea Rais wa Uturuki, Abdullah Gül, anayewasili nchini leo kwa ziara ya kiserikali.

Taarifa kutoka kwa Mkuu huyo wa Mkoa ilisema Rais huyo na ujumbe wake watawasili nchini saa 11:00 jioni na kupokewa na mwenyeji wake Rais Jakaya Kikwete katika Uwanja wa Ndege wa Julius Nyerere. Kandoro alisema baada ya mapokezi hayo, Rais huyo atakagua gwaride na vikundi mbalimbali vya ngoma vilivyoandaliwa uwanjani hapo na kupigiwa mizinga 21.

Hivyo aliwataka wakazi wote wa Mkoa wa Dar es Salaam kujitokeza kwa wingi kumlaki mgeni huyo ili kuonyesha ishara ya upendo kwa viongozi wa kitaifa na kimataifa. “Napenda kuchukua fursa hii kutoa mwito kwa viongozi na wananchi wote wa Dar es Salaam kujitokeza kwa wingi kumlaki mgeni wetu huyu pale uwanjani ili kuonyesha ishara ya upendo tulio nao kwa viongozi wetu wa Kitaifa na Kimataifa,” ilisema sehemu ya taarifa hiyo.


Alisema msafara wa Rais huyo utaelekea katika Hoteli ya Kilimanjaro Kempinski kupitia barabara za Nyerere, Mandela, Buguruni, Uhuru, Mnazi Mmoja, Railway na Sokoine.

JUMATANO, Februari 20, Tanzania Daima Jumapili ilifanya mahojiano na aliyekuwa Waziri wa Nishati na Madini, Nazir Mustafa Karamagi, kuhusu mustakabali wake kisiasa baada ya kujiuzulu wadhifa wa uwaziri na jinsi alivyoipokea Ripoti ya Kamati Teule ya Bunge, iliyochunguza mchakato wa zabuni ya uzalishaji umeme wa dharura ulioipa ushindi Richmond Development Company LLC ya Huston, Texas, Marekani. Yafutayo ni mahoajino baina ya Mwandishi Wetu Charles Mullinda na Karamagi.

SWALI: Kisiasa, una mipango gani baada ya kujiuzulu wadhifa uliokuwa nao wa uwaziri?

JIBU: Nguvu kubwa sasa naielekeza jimboni kwangu, kuna mambo mengi yananisuburi huko. Nilipokuwa waziri nilikuwa na nafasi ndogo ya kuyashughulikia, majukumu yalikuwa mengi. Lakini kwa sasa ninayo nafasi ya kutosha ya kuwafanyia wapiga kura wangu kile nilichowaahidi katika kipindi hiki cha miaka miwili hivi iliyobakia.

Na hapa niseme hivi, najua ulitaka kusikia hilo, na wengi wanataka kusikia. Kwamba mimi katika uchaguzi wa mwaka 2005, sikugombea uwaziri, niligombea ubunge, niliposhinda ndipo Rais Jakaya Kikwete akaona ninaweza kumsaidia katika serikali, akaniteua.

Lakini wapo wengi tu katika chama chetu wanaoweza kuwa mawaziri. Mimi nimetoa mchango wangu mpaka nilipofikia, nimewaachia wenzangu nao waendelee, sina kinyongo kabisa, uwaziri ni mambo ya kupita tu, ulikuja kama ulivyoondoka.

SWALI: Uliipokeaje Ripoti ya Kamati Teule ya Bunge iliyokuwa chini ya uenyekiti wa Dk. Harrison Mwakyembe kuhusu Richmond na una maoni gani kuhusu ripoti hiyo?

JIBU: Katika baadhi ya maeneo niliipokea vizuri. Lakini katika maeneo mengine niliipokea vibaya, hasa maeneo yaliyolenga kutafuta watu. Walipotosha sana. Walipotosha hali halisi ilivyokuwa.

Nianze na jinsi nilivyoipokea kiujumla. Kamati ilikuwa inatafuta kitu kilichotokea, ilikuwa na mamlaka kisheria katika kutekeleza majukumu yake na ilijengewa uwezo wa kutopokea maneno ya umbea kwa sababu ilikuwa inawaapisha wahojiwa. Walikuwa wakitoa maelezo yao chini ya kiapo.

Sasa kamati iliposema kwamba imeumwa sikio, yaani mtu anatoa maelezo yake chini ya kiapo, hayo ndiyo yanayokubalika kisheria, baadaye mtu akiwa nje ya kiapo anaiuma sikio kamati, maneno ya umbea na kamati inayaweka katika ripoti yake, ni jambo la kushangaza na kusikitisha sana.

Kuruhusu umbea kuingia katika ripoti ya kamati kuliharibu maana nzima ya ripoti hiyo, ambayo katika baadhi ya maeneo ni nzuri. Walikuwa na uwezo wa kuwaita mashahidi mara ya pili kuwahoji, na wapo waliowaita mara ya pili.

Kwa hawa waliokuwa wakitoa maelezo ya kuuma sikio, ya umbea, kamati ilipaswa kuwaita mara ya pili na kuwaapisha kisha kuwataka watoe maelezo hayo chini ya kiapo ili uwe ushahidi rasmi. Hapo wangekuwa wamethibitisha habari hizo za kuumwa sikio.

Ingekuwa hivyo, ripoti nzima ingekuwa na nguvu kama walivyosema kwamba, walilazimika kuyachomeka maneno yale kulingana na uzito wa suala lenyewe.

Uliza mtu yeyote makini. Katika hili, atakwambia wanakamati walifurahia kuingiza umbea katika ripoti yao. Kwa sababu ni kama mtu anasimama mbele ya umati wa watu na kusema jamani tumeumwa sikio mtu fulani ni mwizi, lakini hatuna ushahidi. Hapo unakuwa umechafua jina la mtu huyo kwa tetesi, sasa ikidhihirika kuwa si mwizi, yule aliyekuuma sikio hakukwambia ukweli, unafanyaje wakati umeshamchafua mtu mbele ya jamii?

Hiyo ni kwa ujumla. Sasa kwa upande wangu binafsi, ripoti hiyo imenichafua kwa makusudi, jambo hili ni baya kabisa, lakini Watanzania wanapaswa kuelewa ukweli. Na siyasemi haya kwa sababu ninataka uwaziri, hapana kabisa, nimekwishatoka huko, nina kazi zangu, ninayasema kwa faida ya umma ili uelewe kuwa kulikuwa na mchezo mchafu uliopangwa makusudi na kundi la watu fulani kwa ajili ya kutuchafua.

Mimi nilihamishiwa Wizara ya Nishati na Madini, Oktoba 19, 2006. Hiyo ilikuwa ni siku sita baada ya Bodi ya Wakurugenzi ya TANESCO kuiandikia barua serikali kuhusu hali halisi ya tatizo la umeme nchini, udhaifu wa Richmond na walichokuwa wakipendekeza kifanyike.

Barua hiyo hii hapa (anaionyesha), waliandika Oktoba 13, 2006 wakieleza mambo mengi, baadhi ni kwamba baada ya wiki moja au mbili umeme ungekatika kabisa kutokana na maji kukauka katika mabwawa yanayozalisha umeme.

Iliichambua pia Kampuni ya Richmond jinsi walivyoshindwa kutekeleza mkataba wao. Utapeli wao, jinsi walivyokuwa wakidanganya kuhusu uletaji wa mitambo wakati kumbe ilikuwa haipo. Walishauri kuwa muda huo haukuwa wakati wa malumbano na Richmond, bali kukabiliana na tatizo lililokuwa likiikabili nchi.

Hivyo, mimi sikuhusika kabisa na mkataba wa Richmond, sikuwa katika wizara hiyo wakati unasainiwa, nilipoingia pale nilichokuta mezani ni ile barua ya Tanesco iliyokuwa imesainiwa na Mwenyekiti wa Bodi, Balozi Kazaura. Taifa lilikuwa katika tishio la kukumbwa na giza, nikawa katika shinikizo la kufanya kazi kufa na kupona hali hiyo isitokee, nikaanza kufanyia kazi mapendekezo ya barua ile.

Katika ushauri wao, walishauri kwamba, kwa sababu tayari Richmond ni tatizo, ilishathibitika kuwa haiwezi tena kuzalisha umeme katika kipindi kilichopangwa wakati taifa lilikuwa mbioni kukumbwa na giza. Walipendekeza kununuliwa kwa mashine za kuzalisha umeme wa megawati 40 kwa mikoa ya Kanda ya Ziwa iliyokuwa hatarini zaidi na wakaiomba serikali isaidie kutoa fungu la fedha kwa ajili ya kununulia mafuta ya kuendesha mitambo hiyo.

Pia walipendekeza kununuliwa kwa mashine ya kuzalisha umeme wa megawati 30 kwa Mkoa wa Dar es Salaam.

Mimi pamoja na wenzangu pale wizarani, tukaona walichoongea ni cha kweli, hivyo tukaanza kazi. Sasa hapo sijui nilishabikia vipi mimi Richmond kupewa zabuni ile!! Ninachoweza kusema kwa kauli yangu thabiti ni kwamba sikuhusika kushabikia Richmond wala kushinikiza ipewe kitu chochote, ushahidi ni barua hii (anaionyesha tena). Hapa nilisingiziwa kabisa na kamati ile, lengo lilikuwa kuchafua, na kweli wamenichafua!

Lakini ajabu zaidi, wakati kamati inasema mimi nilishinikiza TANESCO, walichotumia wao katika ripoti yao ni barua iliyoandikwa na Meneja wa Net Group Solution ambao tayari walikuwa mbioni kuondoka baada ya serikali kukataa kuwaongezea mkataba.

Hawa walikuwa wanaweza kuandika jambo lolote la ajabu kwa sababu ya kunyimwa kuongezewa mkataba kwa ajili tu ya kupotosha ukweli.

Lakini barua hii ya Tanesco ambayo mimi na wenzangu pale wizarani tuliifanyia kazi, hawakuitumia kabisa katika ripoti yao. Barua ambayo nilimtumia Spika Samuel Sitta, inaeleza jinsi wizara ilivyokuwa ikifanyia kazi mapendekezo ya Tanesco.

Na hata wakati Richmond ilipoandika kuomba kukabidhi shughuli zake kwa Dowans. Kweli nilikuwa nje, lakini nilipopata tu habari hizo nilimpigia simu Mwenyekiti wa Bodi, Balozi Kazaura, nikamtaka ajiridhishe kwanza na Richmond yenyewe na kama mkataba unaruhusu jambo kama hilo.

Katika ripoti yao wameeleza hivyo. Sasa kama kweli nilishabikia ningetoa maelekezo hayo? Nasisitiza, ni ripoti yenye baadhi ya mambo ya kuumba kwa ajili ya kutuchafua.

SWALI: Kwa wadhifa uliokuwa nao, ulikuwa ukiwasiliana na rais. Je, mliwahi kumwambia ukweli kuhusu Richmond?

JIBU: Alikuwa na taarifa, lakini kuna wasaidizi wake, sisi tuliokuwa tukishughulikia jambo hili, hivyo aliamini kabisa kuwa tutapigana kufa na kupona kuinusuru nchi na tatizo hilo na ndivyo tulivyofanya.

Suala la utapeli wa Richmond serikali ililijua, tulijua kuwa ni matapeli ndio maana tukawa tunawatilia shaka katika kila hatua waliyokuwa wakijaribu kufanya wakati mimi nikiwa pale wizarani. Tungeweza kuvunja mkataba nao, lakini wanasheria walishauri kuwa watatusumbua, tutaanza kupelekana mahakamani na wanaweza kuzuia kufanyika jitihada nyingine za kupata umeme, kwa sababu tulikuwa na mkataba nao.

Hapo tukaamua kuwaacha kwanza huku tukiwa tumezuia malipo yao, tukaanza jitihada za kupata njia mbadala ya kupata umeme. Nashukuru Mungu wakati kazi hiyo ikiendelea mvua zilianza kunyesha, hali ikabadilika.

Hata kuunda kamati teule, mimi naamini kuwa rais aliamini itafanya kazi ya kweli na kutoa ripoti ya kweli. Rais anaziamini taasisi zilizopo zinazoongoza dola, yaani bunge, mahakama na serikali. Huo ndio msingi wa rais kuiachia kamati ifanye kazi kwa uhuru.

Kinyume chake, watendaji katika taasisi hizi tunatumia nafasi ya kuaminiwa na kiongozi mkuu wa nchi kuchafuana, kumalizana kisiasa. Na kama alivyosema rais, wakati akimzungumzia Lowassa kuwa historia itamuhukumu. Ni kweli kwa sababu kilichozungumzwa na kamati ni tofauti kabisa na ukweli halisi, hivyo ipo siku ukweli utakuwa bayana na historia itahukumu.

SWALI: Kwa maneno yako, una maana wanaCCM mnachafuana, una mawazo gani kuhusu kuendelea kuwa mwanaCCM kulingana na hali ilivyo?

JIBU: Chama ni taasisi, si kundi la watu au mtu, au vitendo vyao. Mtu au kundi la watu hawawezi kuniondoa CCM kwa vitendo vyao visivyokubalika, ili mradi nimeshajua chimbuko la watu hao. Ningeweza kufikiria kuachana na chama kama kingebadili katiba yake.

Sina tatizo na CCM. Nina matatizo na baadhi ya watu ambao wameamua kunichafua mimi na baadhi ya wanaCCM wenzangu. Watu ambao kwa makusudi wameamua kutosema ukweli kwa malengo yao.

Hawa wataleta matatizo ndani ya chama na serikali. Lakini mimi bado ni mwanaCCM, ni mbunge, nitapambana na waliokusudia kunimaliza kisiasa, kuna vikao ndani ya chama ambako nimepanga kwenda kusema kila kitu. Sitaacha kufanya kazi zangu za kisiasa, sitawaangusha wapiga kura wangu, wasiwe na hofu. Na mwaka 2010 nikiona mchango wangu bado unahitajika kwa wapiga kura wangu, kama bado watakuwa wananihitaji, nitagombea tena.

SWALI: Unatajwa kuwa mmiliki wa Kampuni ya TICTS inayoshughulika na upakiaji na upakuaji wa makontena bandarini. Kampuni hii inadaiwa kuongezewa mkataba wa miaka 15 kinyume cha taratibu kwa msaada wa Rais mstaafu Benjamin Mkapa. Unalizungumziaje hili?

JIBU: Kweli ninahusika katika TICTS, sio siri, na ni kweli iliongezewa mkataba wa miaka 15. Lakini si kinyemela, taratibu zote zilifuatwa, ndiyo maana sina wasiwasi. Kila kitu kipo.

Nieleze kirefu hapa ili twende pamoja. Kwanza wakati TICTS inaomba kuongezewa mkataba, sikuwa na uhusiano wowote na Mkapa. Naomba ieleweke hivyo, kwamba hakushiriki kwa namna yoyote kuweka mkono wake katika hili. Sisi wenyewe tuliomba kwa sababu zilizo wazi kabisa za kibiashara.

Mwaka 2000, TICTS iliingia mkataba na serikali kupitia Tume ya Kurekebisha Mashirika ya Umma (PSRC) wa kupakua na kupakia makontena katika bandari ya Dar es Salaam.

Wakati huo, kwa mwaka bandari ya Dar es Salaam ilikuwa inapokea wastani wa kontena 100,000, lakini uwezo wake ulikuwa kupokea kontena 250,000 kwa mwaka.

Tuliingia mkataba huo baada ya wataalamu wa bandari kufanya tathmini na kuona kuwa kama atapatikana mwekezaji wa kufanya kazi hiyo katika muda wa kipindi cha miaka 10, kulingana na hali ya vifaa ilivyokuwa bandarini, hatahitaji kuwekeza mtaji mkubwa sana, mtaji wake usingezidi dola za Marekani milioni 2.5.

Tulifanya kazi hiyo kuanzia mwaka 2000 hadi 2004, idadi ya upakuaji kontena ikawa imeongezeka kutoka 100,000 hadi 214,000 kwa mwaka, lilikuwa ni ongezeko kubwa.

Tukaiandikia serikali kuieleza jinsi kontena zilivyoongezeka na kwamba uwezo wa bandari wa kupakua kontena 250,000 kwa mwaka ulikuwa unakaribia kupitwa.

Tuliieleza serikali kuwa kwa sababu bandari ya Dar es Salaam ilikuwa ya kwanza Afrika, kama tunataka iendelee kuwa ya kwanza, basi kulikuwa na kila sababu ya kuanza kufikiria mpango wa kupanua bandari hiyo na pia kuweka mashine za kupakua kontena kulingana na mzigo uliokuwa ukiingia.

Tulieleza wazi kuwa uwekezaji uliokuwa ukihitajika bandarini hapo ni mkubwa, hivyo kulihitajika eneo kubwa zaidi na muda zaidi ili uendane na gharama za uwekezaji unaohitajika.

Ilipofika Aprili 2005, tayari kiwango cha uingiaji kontena kilishazidi, kilishafikia kontena 270,000 na serikali ilikuwa bado kimya. Kelele zilianza baada ya msongamano kuwa mkubwa, lakini serikali bado haikutoa maamuzi.

Serikali ilitoa maamuzi Agosti 2005, ikaitaka PSRC ianze majadiliano na TICTS ya jinsi ya kuongeza mkataba kulingana na mahitaji ya uwekezaji yalivyokuwa. Hivyo ndivyo ilivyokuwa, majadiliano yalifanyika mkataba ukaongezwa sasa tunafanyia kazi yale tuliyokubaliana.

Sasa wanaosema mkataba ukatishwe hawajui wanasema nini, lakini mimi naamini serikali iko makini kwa sababu kila kitu kiko bayana. Na kila siku idadi ya kontena zinazoingia inazidi kuongezeka, sasa zinafikia 350,000 kwa mwaka na tunategemea zitaongezeka zaidi hadi 400,000 hivi karibuni.

SWALI: Kuna taarifa kwamba umeamua kuingia katika biashara ya vyombo vya habari kwa lengo la kupambana na mahasimu wako kisiasa, unazizungumziaje taarifa hizi?

JIBU: Mimi ni mfanyabiashara, nikiona biashara nzuri siwezi kuacha kuifanya.

George Bush came to Tanzania for an official visit, while there, he was discussing with Kikwete whilst sitting on a balcony, and suddenly there was a blackout.

George Bush was not amused and reprimanded Kikwete:

"With all the aid we are giving you, how come you still have power cuts? This is a big shame!"

Kikwete was ashamed and angry, but couldn't say anything. He just kept fuming throughout the rest of the conference.

Six months later, Kikwete went to Washington to see Bush... After their discussion, at night they went to the White House balcony to have some drinks and to chat in a relaxed manner.

Whilst they were there, Kikwete looked around the City [It was night] and was surprised to see an area that was dark:

“You see? You came and insulted me on our power system, see your own now? You people also have electricity shortage here in Washington! Shame on you!”

Then George Bush frowned, looked at the area very well and called one aide to ask him where that area was. The aide whispered in Bush's ear, and Bush burst into laughter. He was laughing so hard that he began to roll on the ground, with tears coming out of his eyes.

Kikwete was puzzled, he asked Bush:

“Are you okay?”

Bush finally managed to stand up and pointed to the dark
area and said, between heavy laughter:

That's the Tanzanian Embassy”
