Tukio hilo la aina yale lilitokea katika nyumba ya kulala wageni inayojulikana kwa jina la Business iliyopo Tabata Bima jijini Dar es Salaam baada ya mtego uliowashirikisha waandishi wetu, binti husika pamoja na maafisa wa TAKUKURU.

Kwa mujibu wa binti huyo aliyefanikisha zoezi hilo, wiki chache zilizopita alifika katika Ofisi za Shule ya St. Mary's Tabata jijini Dar es Salaam kwa lengo la kutafuta kazi ya kulea watoto yatima, lakini kigogo huyo alidai rushwa ya ngono ili ampatie ajira ya ulinzi ambayo alidai iko ndani ya uwezo wake.

“Mimi nilikwenda St. Mary kusaka ajira ya kuwalea watoto yatima, lakini nilipoongea na mlinzi getini alinitaka nikaongee na bosi wake, Justus Joseph Mrefu suala langu ambapo aliniambia kama kweli nataka kazi basi atanipa ya ulinzi kama nitakubali kufanya naye mapenzi.

“Nilifedheheshwa sana na maneno yake hivyo nikakubali kinafiki kisha tukapeana namba za simu, lakini nilipotoka hapo niliwasiliana na waandishi wa habari kwa lengo la kumfunza adabu mzee huyo,” alisema dada huyo.

Waandishi wetu walipopewa taarifa hizo walifanya mawasiliano na Maafisa wa Takukuru na kupanga mtego kabambe kwa kushirikiana na binti aliyeombwa rushwa hiyo.

Wanahabari wetu kwa kushirikiana na Maafisa wa TAKUKURU waliungana na binti huyo ambaye walimtaka awasiliane na Mrefu kuwa wakutane jioni ya Jumatatu wiki hii katika Gesti ya Business ili akamilishe sharti la kumpa mapenzi ili apate ajira.

Baada ya mawasiliano hayo, Mrefu alifika katika gesti waliyokubaliana na kuchukua chumba kilichokuwa kimeandikwa Tembo tayari kwa kwenda kupumzika na kimwana huyo.

Wakiwa chumbani, binti aliwasiliana na waandishi pamoja na Maafisa wa TAKUKURU mara baada ya jamaa kuvua nguo zake zote tayari kwa kuanza ‘shughuli’ ambapo chumba hicho kilivamiwa na kumkuta Mrefu kama anavyoonekana pichani.

Kufuatia tukio hilo, Mrefu alifikishwa katika Kituo cha Polisi Msimbazi, Kariakoo jijini Dar es Salam ambapo habari za uhakika kutoka kituoni hapo zinadai kuwa, mtuhumiwa huyo atafikishwa mahakamani mapema iwezekanavyo akikabiliwa na shtaka la kuomba rushwa ya ngono.

NO joke. Former president Benjamin Mkapa is in hot soup. His dirty linens are scattered everywhere for every eye to see!??

When some of us wrote agitating that Mkapa be prosecuted, his whiz kids and sympathizers, especially his party, Chama Cha Mapinduzi, despised us as being jealous and myopic.??

This kit and caboodle of swindlers has been issuing threats that if we bring the former head of state to book, our country will cascade into witch-hunting! Shall we foolishly white wash matters pertaining to the rights of our people really?

Are we going to be the first? Big nope.?? Now the heat is on.

Member of Parliament for Vunjo (CCM), Aloyce Kimaro, decided to take the bull by its horns. Fortunately Kimaro is a CCM member per se and MP.?? What does this mean really? Corruption does not pay.?? If you ask me the above question whether in bed or in bibs, I shall reply proudly and loudly, yap. The time is very right to do so urgently.??

We used to laugh at Zambians when they were prosecuting their corrupt rulers-cum-looters. Now look!

The same shame-cum-imbroglio is amidst us testing our tenacity and accountability.??

There are those who say Mkapa should not be disturbed simply because he is on retirement, while others go a mile ahead contending that he enjoys immunity But again, this badly construed and abusively used immunity does not provide or cover Kiwira, Mkapa’s wife, son, in-laws and friends, because they were not presidents. So in a simple logical parlance, these can be persecuted without breaking any law. Kiwira was not part of Mkapa’s presidency and Mkapa was not even the minister responsible for business.’

After all, we elected Mkapa to rule our country not to ruin and loot it. This is why we would like to see Mkapa behind the bars should he be found guilty.?? Accountability and rule of law Mkapa used to sing day in day out, require us to do so for the good of our country. That will save our sickened economy!?? Lets face it point blank.

Mkapa abused and misused the office of president and the country as a whole. Refer to how we suffer from the anathema of hiked power tariffs simply because Mkapa and his cronies brought a bogus company in which they had their vested personal interests as opposed to all codes of conduct.??

My major questions today are, what precedent are we setting for current and future heads of state if we let Mkapa get away with it?

I am not intending to get a dig in his family. But do his wife, son and friends as well deserve and enjoy immunity? ??

Apart from being unpardonable, sacrilegious things Mkapa did cannot be treated just like common managerial slip-ups. Not at all. They are serious offences involving sabotaging the nation.??Hither is where slapping Mkapa on the face so as to send clear signals to all those contemplating to commit the same, is sine qua non.

Silence is gold. But this is relative. There are issues that do not need silence. Mkapa has arrogantly and shamelessly maintained silence! Phew! Why shouldn’t he be presumed guilty because of his silence?

I know Mkapa very well. He is an orator, tough and argumentative. If what is being said about him were mere lies and jealousy as he would put it, he would have not maintained such unreasonable silence.??

The urgent and right thing for Kikwete to do is to distance himself and let Mkapa face the music as reciprocation for abuse of power.

I strongly urge Kikwete to back off from Mkapa.?? On the same footing, even the parliament should strike off the much touted immunity that Mkapa has so as to let the judicial process take its course.??

As for Mama Mkapa, their son Nicholas, daughter-in law, Foster, former minister and associate, Daniel Yona and others must be brought to book as soon as possible.?? Better with the nation that lives on the spirit of the law than the one that fears to do justice just because it fears some bigwigs.??

Tanzanians have proved to be tough when it comes to corruption. It has caused them a lot of miseries. They are not mincing words. They are saying it loudly: We want Mkapa and his company before the court. They want their Kiwira back. They want their country back as well. They, too, would like Kikwete to expediently and transparently set records straight on this.

Should he stay put to see to it that his predecessor is not brought to book, he’’ll be sending mixing signals that he aims at what Mkapa committed. Will he allow such wrong perception of himself just to spare his predecessor? Time is there to rightly tell. What a baptismal by fire and a test to his seriousness and cleanliness!??

To cut a story short, let the nation stand together in the war against corruption. Let us face whoever takes part in corruption regardless of his status. Indeed, the time is very ripe for Mkapa to come clean on the allegations. Failure to do this, he should be brought to book even today.? The wisdom of today is ’truth is incontrovertible. Panic may resent it, ignorance may deride it, malice may distort it but there it is Winston Churchill.?

Let us face the moment of truth as far as Mkapa’s legacy and deeds are concerned.?

BRITAIN has urged the Tanzanian government to bring criminal charges against suspects implicated in high-level corruption scandals.

According to the British High Commissioner to the country, Philip Parham, while the resignation of politicians named in corruption allegations is a welcome gesture, the government ought to go further and formally prosecute all suspects guilty of wrongdoing.

Speaking in an exclusive interview with THISDAY in Dar es Salaam yesterday, Parham said the recent resignations of senior cabinet ministers over corruption allegations would go a long away towards enhancing the confidence of development partners and members of the public in the government of the day.

’’t is always a very good sign when senior public officials take responsibility for their actions...this will improve people’s confidence in their government and also that of the donor community,’’ said the British envoy.

Asked if he was satisfied with the government’s handling of the corruption allegations and whether or not more action should be taken against the politicians after their resignations, he said: ’’We are told that investigations are still going on, so I can’t comment on individual cases.’’

He added: ’’Generally, I’d call for legal action to be taken if the allegations are proved right and the people involved are found guilty.’’

Ambassador Parham has in the past been quite candid about allegations of high-level corruption in the country, and has publicly called for serious follow-ups by investigators on what he described as ’big stories’ on suspected grand corruption appearing in the local media, to establish the facts behind them.

Tanzania is one of the biggest recipients of British aid money, receiving about 300bn/- from the UK during financial year 2007/08 alone for development purposes.

The UK has also been the origin of substantial foreign direct investment in the country, with investments worth about $1.1bn (1.4trn/-) being made in almost all sectors of the domestic economy.

Parham’s latest remarks come on the back of a growing catalogue of corruption allegations facing several prominent politicians and senior government officials in the country.

The latest such scandal saw the resignation of former infrastructure development minister Andrew Chenge, after being linked to the dubious 28 million pounds sterling (approx. 70bn/-) military radar deal.

Investigators from Britain’s Serious Fraud Office (SFO) are alleged to have traced suspicious payments of more than $1m to Chenge’s offshore bank accounts, made at the same time the much-criticised 2002 deal was approved by the third phase government of former president Benjamin Mkapa.

At the time of the radar deal negotiations and conclusion, Chenge was serving as the country’s attorney general, and is understood to have handed out crucial legal advice in favour of the transaction.

Apart from Chenge, other recent political casualties of corruption scandals are ex-prime minister Edward Lowassa and two other senior cabinet ministers, Nazir Karamagi and Dr Ibrahim Msabaha, who all resigned back in February after being implicated in the Richmond power generation fiasco.

There have been numerous calls from members of the public and political opposition leaders for a full-scale official investigation of they and other high-profile local personalities linked to such corruption allegations.

There are also growing public fears that such individual suspects may not be made to face any criminal charges once they have resigned from whatever high-profile posts they may be holding.

The state-run Prevention and Combating of Corruption Bureau (PCCB) has frequently come under strong criticism for failing to make any real progress in the fight against high-level corruption in the country.

Oslo police are on a hunt for a band of six polish men who they say have been traveling around Norway and Scandinavia on a thieving raid.

Oslo police have started a campaign against pickpockets, and they are out on the streets telling people about it.

The police have the names of the men, who are 26 to 38 years old, and have been showing photos of the six men at their afternoon meetings, writes Aftenposten.no.

The police hope to apprehend them on the open street, so that they can be immediately sentenced and sent out of the country.

The six suspects are believed to be behind at least 33 serious robberies in the counties of Vestfold, Asker, Baerum and in Oslo.

"These are extremely professional pickpockets... they have specialized in stealing wallets and are very good at abusing cards," said Bjørn Åge Hansen, station chief at the Central Police Station.

But importantly, they are not just pickpockets, points out Hansen. They commit all types of crimes.

And the six men who are being sought are not the only ones under police focus right now.

Although the police say it has mostly been Polish "bands" covering the pickpocket market, Romanians are another major group behind these crimes, they add.

They base their assessment on their own observations and the few statistics they have.

So far this year, the police have only managed to catch 48 people committing pickpocket crimes. Of these, 19 were from Poland, 14 were from Norway, and 8 from Romania. The rest were of various nationalities.

The Polish and Romanians have an entirely different method of stealing than the Norwegians do, say the police, while the Polish are in a professional class by themselves.

"These are people who travel around in groups of four to six people, together with friends or family. They come to Norway with one goal, and that is to commit crimes," said Hansen.

The bands target the largest cities in Norway: Oslo, Bergen, Stavanger and Trondheim.

Hansen emphasizes that he doesn’t want to stigmatize certain ethnic groups. "This is actually tragic, because we have a large group of average Polish and Romanians here in Oslo. These thieves are ruining things horribly for their countrymen who work here," he said.

More heads expected to roll as radar agent seeks to avoid prosecution

CONTROVERSIAL radar agent Shailesh Vithlani is said to have cut a deal with British investigators to avoid criminal prosecution by spilling the beans on senior Tanzanian government officials who received illegal kickbacks to approve the dubious 2002 transaction.

THISDAY can now reveal that the fugitive businessman, wanted for multiple charges of perjury and lying to an investigating officer in Tanzania, has now offered to cooperate with UK detectives in exchange for his freedom.

According to well-informed sources, Vithlani - who initially denied receiving an illegal $12m (approx. 15bn/-) commission from the radar manufacturer BAE Systems has notified investigators from Britain’s Serious Fraud Office (SFO) that he is now willing to admit his guilt, in part to avoid criminal prosecution.

’’It appears the SFO people have accepted Vithlani’s offer to cut a deal, and he has since been fully cooperating with the ongoing investigation,’’ the sources confirmed to THISDAY.

The agent of the 28 million pounds sterling (approx. 70bn/-) radar deal is believed to have used the illegal commission from BAE Systems to bribe a number of top Tanzanian politicians and senior officials in the third phase government of ex-president Benjamin Mkapa, and get them to approve the deal.

The sources say Vithlani, who grew up in Tanzania but holds a British passport, has agreed to break his silence on the deal in return for an amnesty from criminal prosecution and the possibility of serving a jail sentence.

It is understood that thanks to Vithlani’s cooperation, SFO investigators were recently able to discover the offshore bank accounts belonging to former attorney general and cabinet minister Andrew Chenge.

There are allegations that at least $1m of the funds traced to Chenge’s offshore bank accounts in Jersey, Britain originated from BAE Systems, the company that supplied the military radar system to the Tanzanian government through the controversial agent.

Although there is an international arrest warrant out for Vithlani, he is reported to be living quite comfortably in Switzerland while continuing to cooperate with the British investigators over the radar deal.

’’The investigators are keen to get more information from him on illegal conduct by BAE Systems in connection with the transaction including possible outright corruption,’’ the sources told THISDAY.

They added: ’’If Vithlani does go ahead and reveal all he knows about the radar transaction and all those who were involved in it, we could very well witness more high-profile casualties in government.’’

Chenge was recently forced to resign as infrastructure development minister after being implicated in the radar deal, which was concluded during his tenure as the country’s attorney general.

He was effectively the first ’casualty’ of the ongoing investigation.

However, it is understood that with Vithlani’s help, investigators are now expecting to expose the involvement in this particular corruption scandal of other prominent government officials from the Mkapa era.

According to THISDAY findings, the team of British and American lawyers hired by Chenge to defend him against the radar corruption allegations have already gone to some length to apportion blame on other government departments.

Maintaining that their client was not involved in the deal, the lawyers have hinted in writing that the then ministry for communications and transport and ministry for defence and national service were the chief promoters of the deal.

Imebaini pia kuwa mpaka wa Tanzania na Kenya katika mikoa ya Kilimanjaro na Arusha una zaidi ya njia 470 za vichochoro zinazotumika kupitishia wahamiaji haramu kutoka eneo la Pembe ya Afrika.

Taarifa iliyotolewa Dar es Salaam jana na Wizara ya Mambo ya Ndani ya Nchi, imeikariri Tume hiyo ikisema wahamiaji hao ambao wengi hupita Tanzania wakienda kusini mwa Afrika, huwalipa mawakala hao kuanzia Dola za Marekani 95 hadi 2,000 (takribani Sh 96,000 hadi milioni mbili). Tume hiyo ya utafiti jana iliwasilisha ripoti yake kwa Waziri wa Mambo ya Ndani, Lawrence Masha.

Idadi ya wahamiaji haramu wanaokamatwa nchini imekuwa imeongezeka hivyo kuilazimu serikali kufanya utafiti wa kina kukabiliana nayo. Hadi kufikia Machi mwaka huu, wahamiaji haramu 1,279 kutoka Ethiopia na Somalia, walikuwa katika magereza mbalimbali baada ya kukamatwa na kuhukumiwa.

Akizungumza katika kikao hicho cha makabidhiano, Waziri Masha alisema serikali itaipitia ripoti hiyo kwa kina kwa ajili ya kutekeleza mapendekezo yaliyotolewa ili kukabiliana na tatizo hilo.

Miongoni mwa mapendekezo hayo ni kuimarisha vituo vya mipakani kwa kushirikiana na wadau mbalimbali kuviwezesha kudhibiti wahamiaji haramu wanaopita katika maeneo ya vituo hivyo.

Pendekezo jingine ni kuweka mikakati ya kuwezesha kudhibiti mtandao wa mawakala wanaojihusisha na biashara hiyo ya kuwasafirisha na kuwahifadhi wahamiaji hao haramu.

Wajumbe wa kamati hiyo iliyofanya utafiti walitoka idara mbalimbali za Wizara ya Mambo ya Ndani. Wengine walitoka Shirika la Umoja wa Mataifa la Kuhudumia Wakimbizi (UNHCR), Shirika la Kimataifa la Uhamiaji (IOM), Shirika la Kimataifa la Msalaba Mwekundu (ICRC) na Chama cha Msalaba Mwekundu Tanzania.



Norway to host

Contact Group for Somalia

Norway will host a meeting of the International Contact Group for Somalia (ICG) on 30 April. This is at a time when violence in Somalia is flaring up and drought is exacerbating the already difficult humanitarian situation in the country.

“I am deeply concerned about the latest wave of violence in Mogadishu and the suffering this is causing the civilian population, who are already badly hit,” said Raymond Johansen, State Secretary in the Ministry of Foreign Affairs.

“The humanitarian situation is precarious and the lack of rain is worsening the situation further. At the same time there is a glint of hope in the fact that both the transitional government and the leaders of the opposition have now agreed to take part in direct talks. It is vital that the political dialogue is translated into better conditions for the population – with regard to both security and the general humanitarian situation,” said Mr Johansen.

The ICG will discuss the political process, the security situation and the humanitarian conditions in the country, which have been shaped by 17 years of chaos and civil war. Norway has chaired the ICG together with the US since the Group was established in 2006. The chairmanship will be passed on to the UN at the Oslo meeting. However, Norway will continue its committed efforts for Somalia, as a member of the ICG and in other ways.

“We will play a leading role in supporting the UN’s efforts in Somalia,” said Mr Johansen. “The situation in the country is extremely serious, and it is important that the international community is united in its support for the UN.

Norway will give more than NOK 250 million to Somalia in 2008, three-quarters of which will be in the form of humanitarian assistance. In order to increase awareness of the humanitarian crisis, Norway will lead a meeting with key humanitarian actors the day before the ICG meeting.

The two competitors for the "century's major fighter jet contract" were supposed to have put in their final bids on Monday, but by well into the afternoon, no news about a winner was leaking out.

American Lockheed Martin is locked against Sweden's Saab to produce the 48 new fighter jets that Norway needs.

After the European consortium pulled out of the bidding late last year, protesting against what they saw as an unfair playing field, the two candidates were left as the "last men standing".

Now is the day of confrontation, or resolution—perhaps both, but nobody is giving a peep about ho it will end.

Norwegian defence minister Strøm-Erichsen said: We have to choose between apples and pears," but she was completely mum on the price offers.

The two producers were equally tightlipped about how much it will cost to replace the aging F-16 jets.

Well, maybe not so tightlipped. "All I can say is that our offer is about NOK 20 billion (USD 4bn), said Lockheed Martin’s representative, vice-president Tom Burbage.

The costs don’t include operations and maintenance of the 48 fighter jets.

Meanwhile, Reuters reported that Sweden formally entered the contest for the multi-billion-dollar contract to supply the fighter jets to Norway on Monday, submitting a binding offer to sell 48 Saab-built SAABb.ST Gripen planes to its Nordic neighbour.

Sweden's Defence Material Administration, which handed in the bid documents on behalf of the Swedish government, said in a statement that the offer met all requirements specified by Norway and included a pledge by Sweden to operate the same version of the fighter as that offered to Norway.

The counties would thus be able to share development costs as well as any future modifications of the aircraft.

NATO member Norway intends to replace its ageing fleet of F-16s and has short-listed the Gripen and US F-35 "Joint Strike Fighter", developed by Lockheed Martin LMT.N. It had set a deadline of April 28 for bids.

Saab said in a separate statement it had submitted a response to an Indian Ministry of Defence request for proposals to supply combat aircraft to the Indian Air Force, offering to sell an updated version of the Gripen.

India plans to buy 126 multi-role fighter jets in a deal potentially worth as much USD10bn.

Contenders for the contract include the likes of Lockheed and Boeing BA.N, as well as manufacturers of Russia's MiG-35, France's Dassault Rafale and the pan-European Eurofighter.

A new report by the justice minister, Knut Storberget, shows that 99.2 percent of all serious robberies on the streets of Oslo are never solved.

And the wave of robberies is increasing rapidly. Yesterday 33 people were the victims of serious crimes in Oslo. In the first three months of 2008, serious robberies in public places have increased by 10 percent.

Many city officials blame the increase in crime on begging and prostitution by people from other lands, mostly Eastern Europe.

A ban on begging in the streets was lifted in 2005.

But while the criminals go free, the politicians and police argue about what can be done. City Council head Erling Lae has sent a letter to the justice minister asking that "pågående" (insistent, or aggressive) begging and prostitution be forbidden.

"Beggers with Eastern European ethnic backgrounds represent a far more aggressive and insistent begging behavior than we have previously been accustomed to. There are also strong indications that they are behind much of the criminality in the form of pickpockets, break-ins, and shop robberies," wrote Lae.

Judge of the High Court: Whether or not it crossed the road is a matter for the officials to declare at their own time. They have the power to order a re-check and verification as to whether it crossed the road before they can make the declaration.


Zimbabwe Electoral Commission: We are not in a position to say whether or not the chicken crossed the road. There are some people who have complained that it probably wasn't a chicken at all and others saying it was being pushed or dragged against its will. We are currently considering whether to do a re-check before we can officially declare if the chicken crossed the road. We will take as long as we want to be fully certain that it was a chicken that crossed the road.

THE Dar es Salaam City Council has expressed alarm at unsanctioned changes to street names in the central business district being casually done by some residents without the knowledge or approval of relevant authorities.

There is increasing evidence of traditional street name signposts being pulled down and replaced with new sign posts displaying decidedly strange names all over the city and its suburbs.

One famous street name in the city was even changed to a new foreign name representing a Hindu religious leader.

Reacting to the situation, DCC Director Bakari Kingobi warned that it was against the city’s by-laws for anybody to change street names without authoritative approval.

And according to Kingobi, the Dar es Salaam City Council is the sole authority when it comes to naming streets in the metropolis.

’’It therefore goes without saying that anybody who unilaterally changes street names without our approval, is breaking the law,’’ he told THISDAY in an interview.

He said punitive measures will be taken against any person or institution found to have changed street names without following proper procedures.

’’I am surprised to hear about such cases I do not know how they came about,’’ he said.

A survey by THISDAY has brought up several such cases, perhaps most notably the famous Kisutu Street in the city centre, which is predominantly inhabited by members of the Asian community.

The original sign post showing ’Kisutu Street’ has been removed, and replaced with another sign post depicting the seemingly-adopted Indian name of ’PRAMUKH SWAMI’.

It has been verified that this is the name of a Hindu religious leader. According to Kingobi, the name change was effected apparently without the knowledge of the city council.

The survey shows that Kisutu is just one of many streets in the city whose Kiswahili names have been changed in favour of discernible Indian names.

Reiterating that it was prohibited for people to change street names on their own, Kingobi noted that doing so would amongst other things confuse Tanzanians and tourists relying on maps to move around the sprawling city.

Meanwhile, apart from tackling the problem of changing street names, the city director said authorities were keen on improving the dilapidated sewage and drainage systems.

’’We cannot rehabilitate all infrastructure destroyed by rains at once, because we don’t have the funds. But sooner or later, after finishing repairs on city roads, we will start working on the sewerage systems,’’ he said.

He conceded that the city’s drainage system was outdated and in need of major rehabilitation.

JIJI la Dar es Salaam, jana lilizizima kwa hofu baada ya mtoto wa kiume anayekadiriwa kuwa na umri wa miaka 12, kukamatwa akila kichwa cha mtoto wa kike mwenye umri kati ya miaka mitatu na minne.

Tukio hilo la kushitusha lilitokea jana asubuhi, majira ya saa 2.45 baada ya askari mgambo anayelinda lango kubwa la Chuo Kikuu cha Sayansi na Tiba Muhimbili (MUHAS) kumsimamisha na kumuhoji mtoto huyo aliyetambuliwa kwa jina la Ramandani Mussa alipokatisha katika lango hilo.

Mtoto huyo, ni yule aliyeripotiwa kuanguka kwenye Kanisa la Mikocheni Assemblies of God, Dar es Salaam linaloendeshwa na Mchungaji, Dk. Gertrude Rwakatare kabla ya kuelezwa kwamba ni tukio lenye sura ya uongo.

Alipofika getini, alisimamishwa na askari mgambo, Fulgence Michael Simfukwe, baada ya kumtilia shaka wakati akipita katika lango hilo.

“Sababu za kuanza kumuhoji ni kwamba, nilidhani ni mtoto mtukutu ambaye pengine amempora mtu na kuamua kukatisha njia pale getini, lakini akanijibu kwamba amebeba zawadi na kwamba anampelekea shangazi yake anayefanya kazi IPPM.

“Nikamuuliza kwanini asimsubiri nyumbani, yeye akang’ang’ania kutaka kupita, nikawa na wasiwasi. Baadaye nikamwambia afungue mfuko tuone hiyo zawadi.

“Alikataa, na alipokubali nikaona ametoa kichwa na kuanza kula sehemu ya shingo huku akinifuata, nilishtuka nikarudi nyuma na kumfuata mfyeka majani, nikampora fyekeo na kumpiga, akaanguka na kukiachia kichwa,” alisimulia Simfukwe kabla ya watu kuanza kujaa na kumshangaa mtoto huyo.

Alisema taarifa za mtoto huyo kula kichwa cha mtoto mwenzake zilisambaa haraka na kumfikia daktari aliyekuwa akimtibu alipolazwa katika hospitali hiyo kwa uchunguzi wa akili yake baada ya kuanguka katika paa la kanisa linaloongozwa na Mchungaji Rwakatare.

“Daktari aliyekuwa akimtibu alifika kumuona. Alikuwa anamtibu kisaikolojia kabla ya kumwachia juzi, alishangaa kuona kijana aliyeachiwa siku mbili tu, amerudi tena kufanya ushirikina,” alisema.

Kwa mujibu wa mashuhuda wa tukio hilo, daktari huyo baada ya kumuona mtoto huyo alisema: “Wewe si ulikuwa wodini, ni miongoni mwa watoto walioletwa kutoka kwa Mama Rwakatare? Sisi tulidhani ni uongo, ile habari ilipotolewa, lakini mimi kwa namna hii, nimeamini na kuogopa. Kwa kweli yule mama hakuwa mwongo, hawa vijana kweli ni wachawi.”

Mvulana huyo alichukuliwa pamoja na kichwa cha mtoto na kupelekwa katika Kituo cha Polisi Selander Bridge ambako alihojiwa na makachero wa kituo hicho na baadaye mkuu wa kituo hicho aliwathibitishia waandishi wa habari kuwa Mussa anakiri kuwa ni mchawi.

Alisema Mussa aliwaambia makachero hao kuwa alidondoka katika harakati za kishirikina usiku wa kuamkia jana.

Baadaye alitolewa mbele ya waandishi wa habarí na walipomuhoji alieleza kuwa, alianguka akiwa njiani kupeleka zawadi kwa shangazi yake.

“Sasa nikawa napeleka zawadi kwa shangazi, lakini watu wamenipora, wamenipiga, nataka nyama yangu, nataka nyama yangu,” alisema kwa taabu huku akionyesha kwamba hana nguvu.

Kauli ya kijana hiyo ilimfanya askari mmoja wa kike wa kituo hicho mwenye cheo cha koplo kuanza kulia machozi, huku akisema tangu alipojiunga na Jeshi la Polisi, hajawahi kukutana na unyama kiasi hicho.

Mkuu wa Upelelezi Kituo cha Polisi Ilala, Charles Mkombo aliwaambia waandishi wa habari kuwa, Aprili 25 mwaka huu, mama wa mtoto aliyeliwa kichwa, Upendo Dunstan, mkazi wa Kimara Baruti na mtoto wake, Salome Yohana, walikwenda kumtembelea shangazi wa mtoto huyo anayeishi Tabata.

Alisema, mama na mtoto huyo walikuwa wageni wa kulala kwa shangazi wa mtoto huyo aliyejulikana kwa jina moja la Furaha, lakini majira ya saa tatu usiku juzi, binti huyo aliyekuwa akicheza kwa kuingia ndani na kutoka, alitoweka ghafla, ndipo juhudi za kumtafuta zilipoanza.

Mkombo alisema kuwa, juhudi hizo ziligonga mwamba hadi jana majira hayo ya asubuhi, wakati jirani yake shangazi wa mtoto huyo, Lucas Lugaya, alipokuwa anakwenda kujisaidia katika choo cha shimo kilicho nje ya nyumba, alipoona kanga na jiwe juu yake, na alipoliondoa alikuta kiwiliwili cha mtoto huyo aliyefariki.

Polisi kwa kushirikiana na familia ya marehemu walikitambua kiwiliwili na kichwa alichokamatwa nacho Mussa, kuwa ni vya mtoto aliyepotea usiku juzi.

Baada ya kiwiliwili kupelekwa Muhimbili na kichwa kuoanishwa, familia na umati wa watu waliokusanyika uliangua kilio baada ya kubaini kuwa alikuwa ni mtoto Salome.

Mchungaji Rwakatare alifika katika Kituo cha Polisi, Selander Bridge, baada ya kupata taarifa za mvulana huyo ambazo zilikuwa zikisambaa kwa kasi na kumtambua Mussa kwamba ndiye aliyeanguka kanisani kwake wakati wakiwa kwenye maombi.

“Mtoto ni yule yule, mimi nimemuona aliyeanguka hapa wakati ule. Na aliponiona aliruka na kusema mama ana moto, sitaki anisogelee. Ninamshukuru Mungu amethibitisha mwenyewe. Wale watoto walianguka kwa ushirikina,” alisema Mchungaji Rwakatare.

Rwakatare alisema Mussa ni mtoto, lakini amekuwa akitumiwa katika matukio ya kishirikina. Alisema kama watumishi wa Mungu, wameamua kupambana na roho za kishirikina kwani ni nguvu za giza zinatumika.

“Muwape ‘support’ watumishi wa Mungu. Hii kazi inahitaji maombi, tusaidiane ili watu wafunguliwe,” alisema mchungaji huyo anayeendesha huduma za kiroho Mikocheni.

Mussa ametambuliwa kuwa anaishi maeneo ya JET na wazazi wake wanaishi Tabata. Hata hivyo, mwenyewe wakati akihojiwa na polisi pamoja na waandishi wa habari alieleza kuwa anaishi makaburini na chakula chake ni nyama za watu.

ALAMA za nyakati, ishara na matukio yanayoendelea katika siasa za Tanzania yanadhihirisha wazi kuwa Rais wa Jamhuri ya Muungano wa Tanzania, Jakaya Mrisho Kikwete, emechukia na sasa ameamua kucharukia wote wenye kukinzana na maadili, sheria na kanuni za utawala bora.

Vita dhidi ya rushwa, aliyoianzisha siku 10 tu, baada ya kuchaguliwa kuwa Rais wa Jamhuri ya Muungano wa Tanzania, Desemba 30, mwaka 2005, ni wazi sasa imeshika kasi.

Rais Kikwete alikemea vitendo vya rushwa, kuchota mali za umma, kuvuna na kulimbikiza utajiri usio na maelezo, na akaonya: “Tuwe waadilifu… tusilaumiane mbele ya safari," haya ni maneno ya Kikwete Desemba 30, mwaka 2005.

Kila kinachotokea sasa katika siasa za Tanzania hakuna kinachotokea kwa bahati mbaya. Kikwete tangu siku ya kwanza alipopewa fursa ya kuhutubia wananchi kupitia wawakilishi wake bungeni, alisema:

“Jambo hili linakera sana watu kuona mtu ambaye hana chochote, lakini miezi michache tu baada ya kuwa Mbunge au Waziri, Katibu Mkuu au Mkurugenzi, au mkuu wa idara, ana majumba ya fahari, madaladala, teksi bubu nyingi, anaishi maisha ya kifahari yasiyoelezeka,” alisema Kikwete katika hotuba hiyo kali iliyosifiwa kila kona ya duniani.

Pia alibainisha wazi kuwa asingemkingia kifua yeyote katika vita dhidi ya rushwa na upotoshaji wa maadili aliposema: “Maombi yangu kwa Tume ya Maadili ya Viongozi ni kuwa wasione haya kutuuliza jinsi tulivyopata mali tunazosema tunazo. Tusingoje mpaka mtu aje kulalamika. Nitawasaidia kujenga uwezo wa kufanya hivyo. Tuwe waadilifu, tusilaumiane mbele ya safari.”

Joto la kuwajibisha mawaziri na vigogo waliojirimbikiza mali isivyo halali ndani na nje ya nchi, litaendelea kuwachoma wengi. Baada ya Waziri wa Miundombinu, Andrew Chenge, kujiuzulu taarifa zilizolifikia gazeti hili la Rai zinasema kuwa Rais Kikwete ameamuru ufanywe uchunguzi wa akaunti za Watanzania wote ndani na nje ya nchi kujua wanamiliki fedha kiasi gani na wamezipataje.

“Hii ni hatari. Uchunguzi huu ni mpana. Rais ameagiza akaunti zote zichunguzwe huko Marekani, Uingereza, Uswisi na mataifa yote ya Ulaya kuhakikisha tunajua fedha za nchi zinavujia wapi. Nia ya Rais ni kuhakiksiha kila mtu anapata halali yake… anataka fedha hizi ziwe hapa nchini ziendeleze uchumi wa taifa hili. Hana mpango wa kuwanyang’anya wenye fedha zao kihalali, ila zisizofahamika zimepatikanaje, itabidi wahusika wazitolee maelezo,” kilisema chanzo chetu.

Uamuzi huu ni mwendelezo wa msisitizo ambao amekuwa akiutoa mara kwa mara Rais Kikwete juu ya dhana ya kutenganisha siasa na biasara. Februari, mwaka huu, akiwa visisani Zanzibar, alisema bayana kuwa siasa si mahala pa kuchumia fedha, bali ni fani ya utumishi wa umma, hivyo akatoa wito wa kutenganisha siasa na biashara.

Matukio matatu ya hivi karibuni; kwa kuanzia na lile la Januari 9, mwaka 2008, Rais Kikwete alipoanza kukunjua kwa ufasaha makucha yake kwa kumfukuza kazi aliyekuwa Gavana wa Benki Kuu (BoT), Dk. Daud Balali, yanaashiria mwelekeo mpya.

Hatua ya kumfukuza kazi Balali na kumteua Prof. Benno Ndulu, siku moja baadaye, aliichukua siku chache baada ya kuwa ameamuru aliyekuwa Balozi wa Tanzania nchini Italia, Profesa Costa Mahalu, afikishwe mahakamani kwa tuhuma za udokozi wa Euro milioni tatu, karibu sh bilioni 4.5.

Mambo hayakuishia hapo. Rais aliruhusu uchunguzi wa Kampuni ya Kufua Umeme kutoka Marekani ya Richmond, ambayo matokeo yake yalisababisha aliyekuwa Waziri Mkuu, Edward Lowassa, kuwajibika kwa makosa ya watendaji waliokuwa chini yake, akaamua kujiuzulu na hatimaye Baraza la Mawaziri likavunjwa.

Kikwete mara tu alipounda upya Baraza la Mawaziri, miezi miwili iliyopita alitamka bayana kuwa yeyote atakayekiuka maadili ya utumishi wa umma, asingesita kumwondoa serikalini na kwamba huo haukuwa mwisho wa kuvunja Baraza iwapo mambo yasingekwenda kama atakavyo.

Kabla vumbi halijatulia, zikaibuka habari za Waziri wa Miundombinu, Andrew Chenge, kutuhumiwa kumilikia wastani wa dola milioni 1, karibu Sh. bilioni 1.2, kwenye akaunti ya kimataifa iliyopo Kisiwa cha Jersey nchini Uingereza.

Chenge mwanzoni alisema hawezi kujiuzulu na akakiita kiasi hicho cha fedha kilichopo kisiwani Jersey kuwa ni vijisenti. Inawezekana alikuwa anapima upepo. Kidole alichotumbukiza kwenye maji, amekuta ni ya moto muno na hayaogeki. Akajiuzulu.

Habari za uhakika Rai ilizozipata kutoka Ikulu, zinaeleza kuwa Rais Kikwete amemlazimisha Chenge kujiuzulu. Bila kujali iwapo fedha hizo kwenye akaunti zinatokana na rushwa ya ununuzi wa rada iliyofanyika mwaka 2002 au vinginevyo, inasemekana hoja iliyotumiwa na Rais kumtaka Chenge ajiuzulu, ni kwamba upepo hauruhusu Chenge kuendelea kutumikia katika wadhifa aliokuwanao.

Afisa aliye karibu na Rais Kikwete, aliliambia Rai wiki hii kama ifuatavyo: “Haya yanayotokea, hayatokei kwa bahati mbaya. Rais amedhamiria kufuta rushwa katika siasa za Tanzania. Ni mwendelezo wa nia yake thabiti ya kutenganisha siasa na biashara.

“Katika mabadiliko yoyote, hakuwezi kukosekana matatizo. Rais anajua wapo watu wenye kutaka kutumia fursa hii kisiasa na wapo watu watakumbwa (necessary casualties by accident)… Rais amelazimisha audited report ya serikali itangazwe hadharani, tunaoma vita dhidi ya rushwa yakiwamo haya ya EPA…

“Rais anataka nchi iwe na mfumo wa Utawala Bora. Operesheni kubwa kama hii, haijawahi kufanyika tangu uhuru. Mambo haya hayatokei kwa bahati mbaya,” alisema Afisa huyo Mwandamizi.

Uchunguzi wa Rai umebaini kuwa Rais Kikwete aliamua kutoa kibali cha kumchunguza Chenge, bila kusita akitekeleza kauli yake kuwa yeye ndiye Rais na urais wake hauna ubia na mtu yeyote kama ilivyodhaniwa na baadhi ya wakosoaji wake wakati anaingia madarakani.

Chanzo chetu kingine kutoka Taasisi ya Kuzuia na Kupambana na Rushwa (TAKUKUKRU), ambayo inashirikiana na Ofisi ya Uchunguzi wa Ubadhirifu (SFO) ya Uingereza, alisema fedha za Chenge hazihusiani na rushwa ya ununuzi wa rada, lakini alikataa kuingia kwa undani zimetoka wapi.

Mchumi anayeendesha shughuli zake katika jijini London, Dk. Steve Wilcock, ambaye amezungumza na Rai amedai kuwa ingawa yeye ni Mwingereza amekuwa akifuatilia mwenendo wa siasa za Afrika, na amemmwagia sifa Rais Kikwete.

“Nimefuatilia kwa miaka mingi siasa za Afrika, sijapata kuona nchi yoyote ya Kiafrika na hata nyingi zilizoendelea kwamba fedha zinaporwa na zinarejeshwa. Fedha zilizoporwa kupitia Akaunti ya Madeni ya Nje (EPA) kurejeshwa na waliohusika ni maajabu. Kitendo cha watu kurejesha wastani wa sh bilioni 60 za EPA, kinanifanya niamini kuwa Kikwete ana nguvu za ziada, na inawezekana anaogopwa kweli,” alisema Dk. Wilcock.

Afisa anayefanya kazi Wizira ya Sheria na Mambo ya Katiba, alisema Rais Kikwete sasa emeipiga nchi pasi. Alisema hali inavyoendelea yeye ameshuhudia mazungumzo sasa yanabadilika kwa watumishi wa umma kutoka kusifia rushwa na kuanza kuigopa. “Watumishi wa umma sasa wanaogopa rushwa. Tunarejea enzi za Mwalimu (Julius) Nyerere si muda mrefu,” alisema.

Afisa Mwingine kutoka Ikulu, alisema anavyofahamu hali ilivyo, kufikia mwisho wa mwaka huu nchi itakuwa na mifumo ya utendaji itakayorahisisha utawala bora na kurejesha nidhamu ya utumishi iliyokwishapotea.

Kiongozi wa Kambi ya Upinzani bungeni Hamad Rashid Mohamed amesema kama serikali ina nia ya dhati ya kuondokana na ufisadi wa kutisha kwa viongozi wake, orodha ya mali wanazomiliki iwe wazi kwa kuonwa na kila mtu.

“Bado kuna maeneo mengine yanayotakiwa kuangaliwa kwa umakini na zaidi ni fomu ya kujaza mali za viongozi. Wakati umefika sasa fomu hizo kuwa wazi na siyo siri tena mbele ya wananchi. Kwani kinachojazwa ndani ya fomu hizo si kile kinachomilikiwa na kiongozi aliyepo serikalini,” alisema Hamad na kuongeza:

“Kama tunataka kuondokana na ufisadi wa kutisha inabidi fomu hizo zipitiwe kwa manufaa ya wanaongozwa. Kama kiongozi hataki kuweka fomu yake hadharani basi, hakuna kuingia ndani ya uongozi,” alisema.

Hamad alitonesha vidonda vya Watanzania pale alipokumbushia jeuri na kiburi cha viongozi wa serikali kinachoendelea kukua siku hadi siku:

“Wakati wa utawala wa Rais Benjamin Mkapa wananchi walidhalilishwa kwa kuambiwa ni bora wale majani ili ndege ya Rais iweze kununuliwa. Leo katika utawala wa Rais Kikwete wananchi wanaambiwa mabilio ya shilingi ni sawa na vijisenti. Haya ni maneno ya kejeli na dharau kwa Watanzania wanaoishi katika dimbwi la umasikini,” alisema Hamad.

Kwa upande wake, Mbunge wa Jimbo la Same Mashariki CCM, Anne Kilango Malecela alisema angemshangaa Chenge kama angeendelea kung’ang’ania madarakani bila kujiuzulu.

“Unajua hili suala linafanyiwa uchunguzi kwa karibu na vyombo vya nje ya nchi. Sasa kama angeendelea kuwa madarakani bila kusoma alama za nyakati, hakika vyombo vinavyofuatilia suala hili vingeishangaa Serikali ya CCM kwa kuona kiongozi anayetuhumiwa kwa kashfa kama yake anaendelea kubakia madarakani,” alisema Killango na kuongeza:

“Siku zote nimekuwa nikijiuliza. Tanzania si nchi masikini, lakini Watanzania ndiyo masikini. Mpaka hapo ukiangalia kwa makini kama ambavyo nimekuwa nikisema siku zote na nitaendelea kusema kwamba rasilimali zetu zimekuwa zikihamishiwa nje ya nchi.

“Haiwezekani na utajiri tulionao leo tuendelee kuwategemea wafadhili kwa kiwango kikubwa katika bajeti yetu ya serikali. Angalia Kenya wameweza kujizatiti na kutegemea wafadhili kwa kiwango kidogo. Hapa lazima kuwe na kitu,” alisema Killango.

Alisema kwamba karibu ya mambo yote yanayoendelea kufumka na hata viongozi kufunuliwa uozo wao mengi yanatokana na uongozi wa Serikali ya Awamu ya Tatu. Alisema katika hali ya kawaida huwezi kumlaumu Rais Kikwete.

“Katika hili ninaamini kama Chenge asingejiuzulu, basi Rais Kikwete angemuondoa madarakani kwani tayari na yeye jambo hili lilikuwa limemkera. Kwa hiyo Chenge amesoma alama za nyakati,” alisema Killango.

Lakini kwa upande wake aliyewahi kuwa Kkiongozi Mwandamizi katika Kamati ya Maadili ya CCM, Paul Sozigwa, alitoa kauli yenye kumpoza Chenge kidogo aliposema:

“Unajua bwana kama kila mtu anakunyoshe vidole wewe peke yako akidai ni mchafu na unanuka utakuwa ni wa aajabu kama hutajitoa ili uweze kujisafisha. Hii ni kazi ya umma ukiendelea kung’ang’ania mwisho wake ndiyo inakuwa balaa hata kama ningekuwa mimi nimetuhumiwa ningeachia ngazi mapema.

“Alichokifanya Chenge, ni sahihi kabisa. Na kama Chenge ni mkosaji kama ilivyo kwa watu wengine basi apelekwe kwenye vyombo vya sheria badala ya kuendelea kumsakama mpaka mtu anakonda,” alisema Sozigwa.

Waziri wa Nchi ofisi ya Waziri Mkuu, Sera, Uratibu na Bunge, Philip Marmo, amesema Sheria ya Kupambana na Rushwa iliyoanza kufanyiwa kazi mwaka jana imeanza kuonyesha mafanikio mazuri.

Akizungumza na Rai, Marmo alisema kutungwa kwa sheria hiyo kumeweza kuhalalisha vyombo mbalimbali vya kimataifa vinavyojishughulisha na uchunguzi wa rushwa kuwa na nguvu inayovuka mipaka ya nchi husika.

"Umeona mashirika ya nje yanayojishulisha na uchunguzi wa rushwa yanafanya uchunguzi hata ndani ya nchi. Suala ni kuangalia mazingira ya uchunguzi yawe mazuri vipi," alisema Marmo.

Hata hivyo, Rai ilipowasiliana na Chenge kwa njia ya simu wiki hii, alisema:

“Bwana, mimi siku hizi bila kukumbana uso kwa uso na nyinyi (waandishi wa habari) sizungumzi kabisa. Ukiweza nifuate nipo Dodoma bungeni (akakata simu),” alisema Chenge.
