Dress code startles students

Norway is a country known for its liberal ways, and school dress codes were phased out years ago. One school in Oslo, however, is attempting to set some standards, after seeing too much underwear and cleavage.

Young men, it seems, are proud of their designer underpants and like wearing so-called "sag" trousers that let the world see them.

Now young men wearing sag trousers at Bjørnsletta School in Oslo face getting some unflattering comments from school officials, like: "Don't you know how to pull up your pants?" Principal Siv Lande has had enough of the revealing dress popular among her young charges.

"We're not being prudish," Lande insisted to newspaper Aften this week. "This is all about preparing students for adult life and their future work lives. People at work need to dress properly.

"If one of our teachers came to work wearing trousers halfway down his backside, I would have reacted as well. I think the students should have the same rules."

That now means that underwear shouldn't be visible, while bare stomachs and low-cut tops for girls are out. Jackets and coats must be hung in closets while students are indoors, and caps aren't to be worn indoors either.

Some students, predictably enough, have reacted negatively to the new dress code they encounted when school started last week. "I think the new clothing rules are stupid," said Bendik Stuevold Eger, one of the many young men who prefer showing off their underpants. He admitted, however, that really low sag trousers "where you can see between their legs" is going too far.

Young women at the school, meanwhile, note that bare stomachs are out of style now. Some rather enjoy showing off their bustlines, however, in low-cut tight-fitting tops. "It's just fashion, and our way of dressing," said 14-year-old Ingvild Peersen. "And there's a difference between school and work."

Tycoon starts serving his time

Kjell Inge Røkke, one of Norway's most successful businessmen and industrialists, is now spending his days in a jail in Vestfold, south of Oslo.

Røkke, convicted of bribery in bypassing standard procedure to obtain a boating license, was sentenced two years ago to 120 days in prison. He appealed but dropped it when an appeals court only agreed to hear parts of his case.

Røkke, age 48, will only spend 30 days in actual custody, however, since 90 days of his jail term were suspended.

He was called in to start his sentence from Friday August 31, but got an offer to start a day early. "He accepted," said his press spokeman, Rolf Nereng.

He's serving his time at Hof prison in Vestfold County, north of Tønsberg. It's known as a low-security "work colony" with conditions far better than in most prisons around the world.

It will nonetheless be quite different from the luxurious homes and condos, yachts and jets to which the head of industrial firm Aker is accustomed. He'll have to choose between assembling furniture, working in the kitchen, doing cleaning work or making wooden crates.

No television, mobile phones or Internet are allowed. The 108 inmates must share four pay phones after 2:30 in the afternoon. Røkke will also need to share a room with another inmate.

Subsistence by family reunification to Norway


Foreign citizens, who wish to move to their spouses or cohabitants in Norway as family migrants, will in general need to be sustained by the person living in Norway.

It is in general the person living in Norway who need to documents that he or she is has an income and is thus able to sustain the applicant. But if the applicant has a concrete offer of employment, the expected income may be counted when calculating whether this requirement has been met. This is only possible if both parties are at least 23 years of age.

The applicant and the person living in Norway need to document an income equivalent of civil service pay grade 1, currently Norwegian Kroner 182.400,- before tax. Subsistence must be ensured for the duration of period for which the application is valid.


Some groups may be exempt from the requirement of subsistence. This may include family situations where the person living in Norway has been granted asylum.
It is possible to be exempted from the subsistence requirement in case of strong humanitarian considerations.

Uganda hatimaye yakikubali Kiswahili kuwa lugha ya taifa

SERIKALI ya Uganda imepitisha Kiswahili kuwa lugha ya taifa ambapo kuanzia sasa itafundishwa kwa lazima kuanzia shule za msingi na sekondari.

Kiingereza ambayo ndiyo ilikuwa rasmi ya nchi hiyo, sasa imefanywa kuwa lugha ya pili na itakuwa ikitumika maofisini kwa sababu maalum.

Uganda imefikia hatua hiyo baada ya Kiswahili kutumika kama lugha kuu ya mawasiliano katika nchi za Kenya, Uganda, Rwanda, Jamhuri ya Kidemokrasia ya Kongo na maeneo ya kusini ya nchi ya Sudani ambazo ndiyo wadau wakubwa wa maendeleo ya nchi hiyo, wakati Tanzania ni lugha ya taifa.

Kutumika kwa Kiswahili katika nchi hiyo kutaboresha mahusiano baina ya nchi hiyo na nyingine za Afrika Mashariki na Kati zinzotumia lugha hiyo na kuchochea maendeleo ya uchumi hasa katika kipindi hiki cha kuanzishwa kwa Shirikisho la Jumuiya ya Afrika Mashariki.

Pamoja na uamuzi huo Uganda inahitaji kuweka mikakati kuikuza lugha hiyo kwa kuongeza idadi ya walimu watakaoifundisha shuleni kwani idadi iliyopo haikidhi mahitaji.

Takwimu zinaonyesha kuwa nchi hiyo ambayo kwa miaka kadhaa imekuwa ikitumia Kiingereza katika mawasiliano, inahitaji zaidi ya miaka 100 kuwaandaa wataalam wa Kiswahili wa kufundisha kwenye shule 13,000 za msingi katika nchi hiyo.

Mikakati mingine inayofanywa na nchi hiyo kupata watalaam wa lugha hiyo wa kutosha, ni kulifanya somo la Kiswahili kuwa la lazima katika shule za msingi na sekondari na kuliingiza katika mafunzo ya elimu ya watu wazima.

Norwegian Air flying high, with huge order for new jets


Norway's ambitious and aggressive cut-rate carrier confirmed major expansion plans on Thursday by announcing an order for as many as 84 new Boeing 737 jets. The new aircraft will also help Norwegian Air expand its ever-growing route system.


It was just last week that Norwegian Air announced that it will set up a new hub at a former military airport in southeastern Norway, at Moss between Oslo and Fredrikstad. Direct flights to several European destinations will start in February, and ticket sales are reportedly booming.

Now Norwegian's ambitious chief executive, former fighter jet pilot Bjørn Kjos, has placed what his airline is calling "the largest order in Europe received by Boeing for the company's 737 series thus far in 2007."

The deal, for 42 new Boeing BA.N 737-800 jets and an option for 42 more, is valued at USD 3.1 billion, or around NOK 18 billion. Norwegian also ordered 11 Boeing 737-800 jets earlier this year.

The new aircraft will be delivered from 2009 through 2014, and "will strengthen Norwegian's competitive position in the Norwegian, Nordic and European aviation markets," Kjos said. He added that the new aircraft "will open up new opportunities, enabling us to fly longer distances and thus consider new, interesting routes."

Norwegian, SAS' biggest rival in the Norwegian market, claimed the new aircraft will consume 33 percent less fuel and can carry around 40 more passengers per flight than its existing aircraft.

Praise for Kjos
Analysts widely praised the deal, with one calling it "a fantastic offensive" move. "The aircraft they're buying are bigger, cheaper, better and more environmentally friendly, and they’ll also get a uniform fleet," Per Haagensen, an analyst at Fondsfinans, told business news web site E24.

Hans Erik Jacobsen of First Securities in Oslo called the order for up to 84 new Boeing jets "very positive," because it will allow Norwegian to expand with "good flexibility." The new aircraft will also lower costs and boost Norwegian's competitiveness.

Boeing officials, meanwhile, called Kjos "a tough negotiator" who made a lot of demands, and inidicated that Boeing had to make concessions to win the deal over Airbus.

Kjos told E24 that Airbus was a "serious alternative" until Wednesday, when the Boeing deal was struck. He added that he didn't see any problems arranging financing for the deal.

Akizungumza jijini Dar es Salaam jana, Balozi Retzer, alisema mpaka sasa Takukuru na Mkurugenzi wa Mashitaka wameweza kukamata kile alichokiita ‘samaki wadogo wadogo’ wachache, lakini kuwaacha ‘samaki wakubwa’ wakiendelea kuogelea katika bahari ya rushwa.

“Napendekeza kwenu kwamba ‘samaki wakubwa’ si wachache na labda kuna hata papa kwenye dimbwi hili la rushwa. Napenda kumtia moyo Rais Jakaya Kikwete kurejesha ari na nguvu mpya aliyoionyesha alipoingia madarakani na kukabiliana na rushwa,” alisema Balozi huyo.

Balozi Retzer, alisema hayo jana wakati akiwaaga Watanzania katika hafla iliyofanyika katika Hoteli ya Kilimanjaro Kempinski, Dar es Salaam.

Alisema sasa wakati umefika kwa ‘papa’ wa rushwa kukamatwa na kupelekwa kwenye vyombo vya sheria.

Alisema hata nchini Marekani wanakabiliwa na tatizo la rushwa na alibainisha kuwa, nchi yake imewahi kuwachunguza magavana, maseneta na wabunge, na kwamba wengi wao wamejiuzulu na baadhi wamefungwa jela kutokana na visa vya rushwa.

Alisema dhana ya Takukuru ni nzuri, lakini itaweza kuchunguza rushwa mahali popote inapojitokeza iwapo tu itafanywa kuwa kweli taasisi huru isiyoingiliwa.

Aidha, balozi huyo alivipongeza vyombo vya habari nchini kwa kazi nzuri ya kuchunguza rushwa na akasema kuwa nchini Marekani kuna uhuru wa vyombo vya habari, unaolindwa na katiba yao, kwa kusaidia serikali iendee kuwa mwaminifu.

Katika kukabiliana na rushwa nchini, balozi huyo aliihimiza serikali kuacha kutumia mawakala wanapofanya manunuzi makubwa ya serikali.

“Kuhusu suala hili, ninaongelea juu ya madai yaliyotolewa kwenye vyombo vya habari kuhusu makampuni kama Richmond Development na BAE.

“Kama unanunua bomba la kusafirishia mafuta, ndege au mitambo ya kuzalisha umeme yenye thamani ya dola milioni 150, hauhitaji wakala au kampuni, ambaye kazi yake ni kuwa dalali tu. Unakaribisha rushwa,” alisema Balozi Retzer.

Alisema kila biashara halali, iwe kampuni ya General Electric, Pratt Whitney, Boeing au kampuni yoyote kubwa ya kimataifa inayozalisha bidhaa, itafurahi kuzungumza na serikali moja kwa moja.

Akizungumzia suala la muafaka kati ya Chama Cha Mapinduzi (CCM) na Chama cha Wananchi (CUF), alisema anaamini vitafanikiwa kumaliza mazungumzo yao na yatapatikana makubaliano yanayoridhisha pande zote mbili.

Alisema wapiga kura wa vyama viwili huko Zanzibar wamegawanyika katikati na imekuwa hivyo kwa muda mrefu sasa. Alisema hali hiyo inaweza kurekebishwa kwa vyama husika kufikia muafaka na maelewano kati yao.

Alitoa mfano wa Rais mstaafu wa Marekani, Bill Clinton, alimchagua seneta mashuhuri wa Chama cha Republican, William Cohen, kuwa Waziri Mwandamizi wa Ulinzi.

Hata hivyo, alisema anaamini juhudi za kupatikana kwa muafaka huo zitafanikiwa hivi karibuni na akawasihi viongozi wa vyama hivyo, wafanye jitihada za kupatikana muafaka ambao utakubaliwa na pande zote mbili.

Akizungumzia maendeleo ya kiuchumi, alisema Serikali ya Marekani iko mbioni kusaini mkataba wa mpango wa Millennium, ili kumsaidia Rais Kikwete kushughulikia vipaumbele vya taifa vitakavyogharamiwa na fedha kutokana na mradi huo.

“Msaada wa Millennium ambao hivi sasa bado unajadiliwa, huenda ukaingiza zaidi ya dola milioni 650 kutekeleza miradi mipya ya barabara, maji na nishati ya umeme katika miaka mitano ijayo.

“Lakini jambo la muhimu vilevile linalohitaji uharaka sana ni tathmini makini na urekebishaji wa sheria na vizuizi vya urasimu ambavyo vinazuia makampuni ya biashara kuanzisha miradi yao nchini Tanzania kwa urahisi na kuifanikisha,” alisema balozi huyo.

Alisema Benki ya Dunia hivi karibuni na Kampuni ya ushauri ya Booz Allen Consulting, ilifanya utafiti na kubaini kuwa Tanzania ilichukua nafasi ya 127 kati ya nchi 175 kwenye kundi la urahisi wa kufanya biashara.

Balozi huyo alisema kama ni vigumu kuanzisha biashara nchini Tanzania, Tanzania itakuwa na biashara chache za kusukuma mbele injini ya uchumi wake.

Aidha, alisema pamoja na mapendekezo yaliyotolewa katika tafiti hizo, majaji walipwe mishahara ya kutosha, ili wasishawishike kutafuta vyanzo vya mapato ambavyo si halali, badala yake waendelee kutoa haki kwa mujibu wa sheria.

Akizungumzia janga la ukimwi, alimpongeza Rais Kikwete kwa juhudi zake za kupambana na ugonjwa huo nchini na kwamba Marekani itaendelea kuisaidia Tanzania kupambana na ugonjwa huo.

Alisema kutokana na hali hiyo, wakati umefika kwa Wizara ya Afya na Ustawi wa Jamii kuanza kutumia teknolojia mpya katika kupima ukimwi.

Alisema serikali ya nchi yake iko tayari kuisaidia Tanzania kutoa mafunzo kwa wapimaji damu 1,000 wa kawadia ambao wataweza kusaidia kuwapima Watanzania wote ili kufahamu hali za afya zao.

Alisema kipimo cha hivi sasa kinachukua hatua 127 na kinahitaji vifaa zaidi na damu zaidi, lakini kipimo kipya kinachukua hatua 10.

Balozi Retzer, alisema Serikali ya Marekani, kupitia mpango wa Rais Bush wa kupambana na malaria umepata mafanikio makubwa Zanzibar na Tanzania Bara na akatoa wito kwa Serikali ya Tanzania na nchi nyingine wahisani kuunga mkono juhudi hizo.

Sambamba na hayo, balozi huyo alizungumzia hatari ya chama chochote cha siasa hususan chama tawala kumiliki makampuni ambayo yanafanya biashara na serikali.

Mama Salma Kikwete achaguliwa kuwa mjumbe mkutano mkuu wa CCM Taifa

Two MPs arrested in major corruption crackdown

THE Prevention and Combating of Corruption Bureau (PCCB) has arrested and detained for questioning two Members of Parliament from the ruling Chama Cha Mapinduzi in Arusha Region, in a major bust on 11 senior party officials and cadres alleged to have dabbled in corruption in the ongoing CCM regional elections.

The PCCB regional commander for Arusha, Ally Mfuru, confirmed to THISDAY that the MPs - Michael Lekule Laizer (Longido-CCM) and Elisa David Mollel (Arumeru West - CCM) - were arrested on Tuesday night and have been held in custody since then for interrogation purposes. This is the latest incident in a major crackdown on corruption within the ruling party’s ranks ordered by President Jakaya Kikwete, who is also the CCM national chairman.

The two CCM legislators were arrested by PCCB officials at the Rotterdam Highway restaurant in Usa River, some 22 kilometres out of Arusha Municipality, allegedly for trying to buy voters in the ruling party regional leadership polls.

Laizer is vying for the post of CCM chairman for Arusha Region, while Mollel is contesting the post of regional chairman of the ruling party’s parents wing WAZAZI.

According to the PCCB, also arrested in the swoop was Arusha regional CCM youth wing chairman Daniel Ole Polokwa, alongside two other prominent CCM cadres in the region, John Ndelilio Pallangyo and Daniel Losioyo.

Others were identified as the Maroroni Village chairman and member of the CCM district executive council, Abraham Zelote Kaaya; Longido Ward chairman Emmanuel Luca Laizer; and Nkoaranga Ward executive officer and member of the CCM regional and national congress, Ndewirwa Soori Mbise.

Also on the list of shame are the Usa River Ward secretary and member of the CCM district and regional congress, Charles Akyoo; the CCM publicity secretary and member of the district and regional congress, Abubakar Abdalla Shekalage; and a driver, Abdi Mushi.

’’At the moment we are questioning all these CCM officials for their suspected involvement in corruption practices,’’ said the PCCB regional commander in a media statement issued here early yesterday.

Mfuru revealed that Ole Polokwa, the regional youth wing chairman, was found with a total of 436,500/- in cash believed to have been meant to bribe voters from within the party membership.

’’We are still questioning them all and appropriate measures will be taken against any of them who is eventually linked with the graft practices,’’ he said in the statement.

The PCCB regional chief urged members of the public to furnish the corruption watchdog body with information regarding corruption in any form, whenever they come across it.

The corruption allegations against the ’dirty eleven’ in Arusha Region is also the latest in a series of scandals that continue to rock the ongoing CCM regional leadership elections being held countrywide.

Similar foul play was recently reported from the designated capital Dodoma, also in the throes of regional CCM leadership polls.

President Kikwete has already publicly warned officials and members of the ruling party that corruption in the regional elections will not be tolerated, issuing an express order to the PCCB to pounce on bribe-givers and takers without exceptions.

Burundi refugee arrested with two SMGs, bullets

POLICE have arrested a Burundian refugee in Rukwa Region and recovered two sub-machine guns (SMGs) with 44 bullets and four cartridges from the asylum seeker believed to have been involved in a string of armed robberies in the country.

Police Force spokesman Esaka Mugasa told a news conference in Dar es Salaam yesterday that the refugee nabbed with the powerful military weapons was identified as Alex Petro, a Hutu by tribe, from the Mishamo refugee camp in Mpanda District, Rukwa Region.

A sub-machine gun (SMG) is a firearm that combines the automatic fire of a normal machine gun with the cartridge workings of a pistol, and is usually between the two in weight and size. SMGs are extremely powerful and mainly used in military warfare.....

Procurement watchdog boss cites corruption loopholes

THE government’s procurement watchdog has described the culture of secrecy prevailing in many of the lucrative state procurement tenders and contracts as one of the major corruption loopholes in the country.

The chief executive officer of the state-run Public Procurement Regulatory Authority (PPRA), Dr Ramadhan Mlinga, acknowledged in Dar es Salaam yesterday that corruption remains one of the key problems facing the public procurement sector.

Dr Mlinga said such corruption was being encouraged by a continuing lack of transparency and timely access to important information with regard to many tender announcements.

Speaking with journalists on the sidelines of a procurement sector stakeholders’ meeting in the city, the PPRA chief also cited the frequent failure of authorities to follow laid-down procedures as another basic factor contributing to corruption within the sector.

’’Corruption is a major problem in public procurement in Tanzania. To solve this problem, much more openness and transparency is required in making public all information about tendering processes,’’
he said.

Dr Mlinga explained that as a rule, all procurement tenders should be widely advertised to enable as many potential applicants as possible to receive the information, and a transparent process should be followed in selecting the successful bidder.

He stressed that one of the main objectives of the PPRA, which was formed under the Public Procurement Act of 2004, is to ensure fair competition in the awarding of public procurement tenders.

The head of the public procurement watchdog also said there is a need to create better awareness among Tanzanians regarding procurement matters, as a way of monitoring and enforcing proper compliance with public procurement legislation, rules and regulations.

Among other things, the PPRA has the mandate to issue standard bidding documents and guidelines to be followed in public procurement.

A participant at the meeting, Private Sector Participation Programme (PSPP) national team leader Athuman Ngwallo, noted that the private sector is also not immune to irregularities in the area of tendering.

According to Ngwallo, some private companies are also unable to win lucrative government tenders because of a lack of knowledge about specific tender guidelines.

Discussing challenges in the procurement field faced by the education sector, participant Rakesh Rajani said a conducive environment needs to be created for ordinary people to be able to speak out and be heard when reporting about corruption.

Rajani, representing the prominent education NGO Hakielimu, said although the problems in public procurement are clear to most observers, there are no encouraging channels for people to voice their concerns and expect any positive actions to be taken as a result.

According the World Bank’s country procurement assessment report for Tanzania issued in 2003, the government has long acknowledged the existence of rampant corruption in the country, and has said it is fighting hard to reduce it.

The report says it is estimated that at the national level, about 20 per cent of government expenditure on procurement is lost through corruption, mainly in the form of kickbacks and bogus investments that eventually have to be written off.

’’Considering that public procurement accounts for about 70 per cent of the entire government expenditure budget, this translates to a loss of $300m (approx. 300bn/- at the time) per year, which is enough to finance the combined annual recurrent budgets of the ministries of health and education,’’ says the report.

’’Clearly, such a loss is economically unsustainable,’’ it points out.

Citing major losses occurring in construction and supply contracts, and describing these as major avenues for corruption particularly at the local government level, the report concludes that ’’the need for enhancing the transparency of the procurement system cannot therefore be overemphasized.’’

Jepkosgei lets the brake off and looks for 1:54 in the near future

Osaka, Japan - Moments after Kenyan runners had swept the World Championship medals in the men’s 3000m Steeplechase sending their supporters into a state of ecstasy it was the turn of young Janeth Jepkosgei to ensure the national flag was paraded once more.

Leading from the gun she easily devoured the competition in the women’s 800m final beating her own personal record and national record in a time of 1:56.04 - beating he own world season leading time set in the semi-finals. Three members of the Kenyan contingent sneaked onto the track to hug her and to provide her with the Kenyan flag. All in all it was quite a night for Kenya.

“I was very happy about it,” she said with a smile. “I wasn’t really expecting it. I had to do my best. I am happy this is the first gold medal in the women’s 800m for Kenya.”

“The Steeplechase is a tradition in Kenya and I am happy because I did something in the middle distance for Kenya. I could watch it on the screen and I was ready to fight.”

But on another hot night there was nobody even close to challenge her.

“I knew this was a championships, and I knew everybody was looking for me because after the semis I knew nobody would think to go in front,” she continues, “I knew the Russian was quick in finishing so I had to save something.”

Four hours earlier she had telephoned her father in their home village of Kapsabet to draw further inspiration for what she was about to do. According to her coach and boyfriend, Claudio Berendelli, she is extremely close to her father. He told her not to be afraid and to go and win the gold medal.

Like many Kenyan runners, who earn money through competition, she has been no end of help to her family, purchasing land for her father to farm as well as various farm implements including a tractor. This means her father can support her siblings and mother by farming maize and cattle.

“We are five - three boys and two girls - but none of them run because they are still young,” she explains, “I am the oldest.”

Berenelli explains the children range in age from an infant to a 14 year old. Their mother is a schoolteacher at the local primary school and Jepkosgei proudly reveals that she grew up within five hundred metres from Wilfred Bungei. Kapsabet is also the birthplace of men’s World 800m record holder Wilson Kipketer.

Represented by Federico Rosa she and Berenelli spend five months of the year in the Rosa Associates place in Brescia, Italy and the remainder of the time in Eldoret, Kenya where she has bought a house. Interviewing Jepkosgei is charming. She speaks English well, probably because any spare time is spent reading romance novels, when she is not shopping for clothes that is.

Her performance at the World championships has been staggering and somewhat unexpected by even the Kenyan media some of whom admit she is a bit of a mystery to them despite the fact she has steadily developed over the past four years. Since she had competed sparingly early on there was some question as to whether she had been injured. Berenelli denies this.

“We started training in December,” he explains, “but our goal was just Osaka we did not focus on the early season because of what she did last year (running the Commonwealth Games in March) so that the gold medal in Osaka was something possible and we ran the season with a hand brake on.

And we came here knowing that she was in great shape. Honestly we weren’t expecting to run 1:56 in the semi-final. It came but it was very easy, so we decided to run the same style in the final.”

Next up for Kenya’s latest star is the 800m at the Zurich Weltklasse - IAAF Golden League - meeting on 7 September. Berenelli will ask Federico Rosa to ensure there is a pacemaker to help her achieve a time of 1:54, all the while lamenting the difficulty in finding someone who can take the pace through 600 metres at the required speed.

According to Berenelli she herself ran a 600m time trial solo in preparation for Osaka. Her time - 1:23 more than fast enough to run another personal best 800m. Judging by her preference for front running no doubt she could achieve her goal without any help. One thing is for certain there is plenty of running left in those long legs.

Ole Gunnar Solskjaer (Solskjær) the Manchester United striker has retired. Here we pay tribute to the Norwegian goal machine.

"It is sad both for us and for him that he has decided to quit," his father Oyvind Solskjaer was quoted as saying by Aftenposten.no after the 34-year-old called time following a long run of knee injuries.

"He would have liked to stay on and was hoping for a 100 percent recovery. But something has happened with his knee which made it impossible for him to continue," he added.

Here's five of the baby-faced assassin's best moments:

1. Unsurprisingly, top of the list is the moment when Solsjkaer entered into United folklore with an out struck right boot on a barmy night in Barcelona back in 1999. He already had a reputation for scoring late goals, but this was something else altogether. On as a substitute, and with Teddy Sheringham already having put United back on level terms in injury time, Solskjaer stepped up to turn in his strike partner's flick on and win the Champions League for United. Bayern Munich fans are still recovering.

2. Solskjaer's reputation as a super-sub was unrivalled (even though his record shows he scored more when he actually started games) but nobody quite expected what happened at the City Ground earlier in the same season. The Norwegian came off the bench to net an incredible four times in just ten minutes to complete an 8-1 rout of Nottingham Forest, proving his credentials as one of the most lethal finishers in the game.

3. How many players have scored four goals in a game more than once in their careers? Not many, is the simple answer. But Solksjaer repeated his incredible feat of 1999 a year later, notching another four against Everton at Old Trafford in a 5-1 win. Outstanding.

4. Not a single moment as such, but Solskjaer's unwavering sense of loyalty to United throughout his career should be saluted. Solskjaer's birth certificate claims he was born in Kristiansund, Norway, but you would be forgiven for thinking he is as Mancunian as the late, great Tony Wilson. At the peak of his powers, Solskjaer had received attractive offers from a number of other clubs where he was promised more regular football, but every time he was linked with a move Solskjaer insisted he was happy at Old Trafford, even if he found himself on the bench more often than not. He simply got his head down and carried on playing when he got the chance. A rarity in the modern game - a true professional.

5. If the 34-year-old had not already won the hearts of United fans by 2005, his decision to speak out against the impending takeover of their club by the Glazer family sealed the deal. That the takeover has largely been a success (ticket price hikes aside) is irrelevant, it was Solskjaer's willingness to stand shoulder-to-shoulder with normal fans that endeared him so much to the public. He became the patron of Shareholders United and was even reported to have said he would turn out for anti-Glazer off-shoot club FC United. What a hero.

A DAR ES SALAAM law firm has been raided by unknown people who stole various confidential files and documents regarding the planned and much-hyped, $2.6bn (approx. 3.3 trillion/-) project to build an oil refinery in Dar es Salaam and pipeline all the way to Kigoma, THISDAY can reveal today.

Police sources say the burglary on Tuesday last week, at the offices of Sheikh’s Chambers Advocates company located in the Twiga House building along Samora Avenue in the heart of the city’s central business district, appeared to have been ’’well-financed, coordinated, and executed by trained professionals.’’

The police sources told THISDAY that the perpetrators of the burglary appeared less interested in any other documents or objects of value inside the office, apart from those related to the oil refinery project being developed by a consortium of four international companies led by M/S Noor Oil and Industrial Technology Limited (NOIT) of Qatar.

Investigators said they were amazed by the apparently sophisticated and professionally-executed nature of the raid in a well-guarded building that also houses at least two leading local banks and the Dar es Salaam Stock Exchange trading floor.

’This was obviously a well-conceived and high-tech plot. Whoever was behind this knew exactly what they were doing - it was definitely not the work of amateurs,’’ said one Central Police Station source.

Although it remains unclear why the burglary took place and who currently has possession of the stolen documents, police officials said yesterday a formal investigation has been launched into the criminal incident.

According to one police source: ’’One big possibility is that someone who badly needs what’s in those files and documents, hired or ordered well-trained professionals to carry out the burglary.’’

Lawyers at Sheikh’s Chambers Advocates declined to comment on the incident on what they described as professional grounds, and referred all our queries to the police.

Remarked the law firm’s managing partner Ms Hamida Sheikh: ’’I am a lawyer, and that is privileged work. So I’m afraid I cannot comment anything about this incident. Please talk to the police?they have all the details.’’

According to THISDAY’s findings, the theft was reported at the Central Police station and registered as CD/RB/10325/07 and investigation register CD/IR/3205/07.

Since it also houses the Twiga Bancorp Bank and Tanzania Investment Bank (TIB), Twiga House is regarded as one of the city’s most heavily-protected buildings, with armed policemen, grilled doors and windows, security alarms and surveillance cameras in abundance.

According to investigators, it is therefore also a mystery how the unknown burglars managed to get around all these security measures, and successfully break into and exit the law firm’s offices on the mezzanine floor of the building without being detected.

The international consortium is understood to be planning a major project to build and operate a 200,000 barrels-a-day crude oil refinery at Kigamboni area in the city, and also build and operate a 1,200-kilometre petroleum products pipeline cutting across the country from Dar es Salaam to Kigoma.

Apart from M/S Noor Oil and Industrial Technology Limited (NOIT) of Qatar as the lead investor company, other consortium partners are Stroytransgas Public Corporation and Zakneftegaz-Prometery, both of Russia, and RONEG TAG of Germany.

The formal project agreement between the consortium and the Tanzanian government was signed in Dodoma on April 20 this year, with Planning and Economic Empowerment Minister Dr Juma Ngasongwa and Permanent Secretary Charles Mutalemwa signing on behalf of the government.

According to a statement from Dr Ngasongwa at the time of the signing, the project is set to go on record as ’’the largest single investment to take place in our country since independence.’’

At one point a rival investor company, the Dar es Salaam-based Africommerce International Limited (AIL), vowed to seek legal redress over the government’s decision to give the project to the foreign consortium at what they (AIL) said was their expense.

AIL officials said that acting on the basis of an earlier government ’promise’ that they would eventually be awarded the project tender, the company had gone ahead and invested close to $3m (approx. 3.9bn/-) on feasibility studies and marketing campaigns for the same project since the 1990s.

Lawyers blast PCCB position on Mkapa

THE head of the government’s anti-corruption watchdog, Edward Hosea, has come under sharp criticism for apparently refusing to investigate allegations of wrongdoing against former president Benjamin Mkapa and senior minister Daniel Yona over the controversial privatisation of the Kiwira Coal Mine in Mbeya Region.

Lawyers and human rights activists have blasted the Prevention and Combating of Corruption Bureau (PCCB) for failing to launch an official probe into allegations of dubious wheeling and dealing by the former president and minister, ostensibly because of their big-name status and previous powerful positions in government.

’’By declaring that they shall not investigate the former president come what may, the PCCB has demonstrated a sheer lack of seriousness and commitment to fight grand corruption in Tanzania,’’ said prominent local lawyer Tundu Lissu in a weekend interview with THISDAY.

Lissu described the controversial stand taken by the PCCB boss, to wit that investigating the former leader would be in defiance of public statements made by incumbent President Jakaya Kikwete, as being a misguided approach.

’’President Kikwete did say that former presidents should be left in peace, but he also stressed that his government would not hesitate to investigate any serious allegations of wrongdoing,’’ noted Lissu.

He further pointed out that since Mr Kikwete’s remarks made about two months ago, there have been new revelations that ’’Mr Mkapa and his cabinet ministers may have actually been involved in much bigger things.’’

Said Lissu: ’’There is evidence that Mkapa may have abused public office for his own personal, financial gain. These are very serious allegations that cannot just be swept under the carpet, under the pretext that President Kikwete has ordered PCCB not to investigate his predecessor.’’

He added: ’’If PCCB is serious about fighting corruption at all levels of government, it could and should investigate Mkapa. And if proven guilty, then all his ill-gotten wealth should be recovered by the government.’’

Lissu said if PCCB failed to investigate clear allegations of corruption, ’’it will lose its legitimacy, credibility and most importantly public confidence.’’

Another seasoned lawyer and politician, Mabere Marando, commented in a separate interview that the country’s laws placed the PCCB boss in an awkward position because in the final analysis, he is answerable to the president.

’’Technically Hosea was right when he said he couldn’t go against the president’s directives. This problem highlights the need to remove the PCCB from the control of State House and make it answerable to either parliament or the judiciary, to make it more independent,’’ said Marando.

Under existing law, the PCCB director general is appointed by the president, to whom he or she is directly answerable.

Himself being a former high-ranking civil servant who is familiar with the workings of the government, Marando said he personally believed incumbent President Kikwete and the PCCB boss had ’’very good knowledge’’ about the allegations against Mr Mkapa.

The outgoing US Ambassador to Tanzania, Michael Retzer, recently urged the government to ensure more independence for the PCCB by making it free of control or possible interference by the president of the day.

Retzer also called on the PCCB to ’’intensify its efforts to investigate, prosecute and jail any person regardless of name, title or position’’, adding that ’’we firmly believe that people are innocent until proven guilty, but anyone suspected of corrupt activities should be investigated.’’

’’Allegations of inappropriate behaviour should not be dismissed due to one’s current or previous position,’’ the US envoy said in remarks addressed to PCCB director general Hosea.

Retzer said that while the new Prevention and Combating of Corruption Act of 2007 was a step towards the right direction for Tanzania, it could have gone a little further and given the PCCB ’’complete independence from all government oversight, including that of the president.’’

’’Although there are now more crimes that can be prosecuted, we will only begin to see this agency (PCCB) at its best when it feels that it answers to no one other than the legal system and the Tanzanian people,’’ he said.

At a State House news conference last June, President Kikwete was asked to clarify if his government planned to investigate his predecessor following media reports at the time that Mr Mkapa and former first lady Anna Mkapa formed a private company - ANBEM Limited ? in 1999 while still in office, and conducted private business dealings from within the Ikulu walls until retirement in 2005.

And in the past few weeks, new evidence has surfaced suggesting that Mr Mkapa and ex-minister Yona may have broken several laws, including the Public Leadership Code of Ethics Act of 1995 and Prevention and Combating of Corruption Act of 2007, in their conduct over the Kiwira Coal Mine privatisation saga.

According to the ethics legislation, a public leader shall be considered to have breached the Act if he or she acquires any significant financial advantage, or assists another person to acquire such gain, by ’’improperly using or benefiting from information which is obtained in the course of his/her official duties and which is not generally available to the public.’’

Furthermore, the anti-corruption legislation states that ’’Any person who intentionally abuses his position in the performance or failure to perform an act, in violation of law in the discharge of his functions or use of position for the purpose of obtaining an undue advantage for himself or for another person or entity, commits an offence...’’

THE government’s anti-corruption watchdog has said it cannot investigate any allegations of wrongdoing against former president Benjamin Mkapa because that would be going against public statements made by incumbent President Jakaya Kikwete.

According to Prevention and Combating of Corruption Bureau (PCCB) Director-General Edward Hosea, the president has already made a declaration on the matter and he (Hosea) is not prepared to defy his boss.

’’The president (Kikwete) has authority over me. Therefore, whatever statements he makes constitute an order to me,’’ Hosea said on Thursday evening during a live talk show programme aired by the state-run television network TvT and radio stations, Radio Tanzania (RTD) and Sauti ya Zanzibar (Voice of Zanzibar).

The PCCB chief was responding to a question from a caller who asked him to explain if the bureau was contemplating any investigation into reports of alleged transgressions in the privatisation and takeover of the Kiwira Coal Mine in Mbeya Region, in which former president Mkapa and his energy and minerals minister Daniel Yona were both involved.

It has been established that by virtue of their positions in government at the time, Mr Mkapa and Yona jointly supervised the Kiwira ’fast-track’ privatisation process and oversaw the sale of majority shares in the mine to a recently-formed private company in which both of them had extensive, shareholding interests.

The company, Tanpower Resources Limited, was registered in December 2004 and by mid-2005 (hardly six months later) had already succeeded in acquiring 70 per cent shares in the Kiwira Coal Mine. This was later increased to 85 per cent shares, with the remaining, token 15 per cent retained by the government of the day.

In Thursday’s episode of the weekly Tuambie’ programme, aired live by all three state electronic media organs, Hosea endeavoured to explain how the new Prevention and Combating of Corruption Act of 2007 is supposed to give PCCB more powers to tackle grand corruption in the country.

He cited abuse of position by public leaders as one of the many offences being targeted under the new anti-graft legislation.

Section 33 of the legislation states that: ’’Any person who intentionally abuses his position in the performance or failure to perform an act, in violation of law in the discharge of his functions or use of position for the purpose of obtaining an undue advantage for himself or for another person or entity, commits an offence...’’

According to this law, convicted offenders shall be liable to ’’a fine of not less than 1m/- but not more than 2m/-, or to imprisonment for a term of not less than three years but not more than five years, or to both the fine and the jail sentence.’’

Questions from callers started flowing in after Hosea’s introductory remarks.

Apparently not satisfied with Hosea’s initial response to the Mkapa question, another caller asked the PCCB boss to be a little more specific and state clearly whether or not the anti-graft body would initiate formal investigations into the ex-president’s actions with regard to Kiwira.

Hosea reiterated that he simply could not ’’go against what I consider to be instructions from the president (Kikwete)’’, but at the same time used the occasion to ’advise’ anybody with evidence against the ex-president to present it to PCCB.

He was apparently referring to statements made by President Kikwete at a State House news conference in June this year, in which he said his government had no intention of investigating his predecessor because retired presidents deserved to be left in peace, but added that his government would not hesitate to investigate any ’’serious allegations of wrongdoing.’’

Asked by yet another caller why PCCB has so far failed to record any major achievements in the fight against grand corruption in the country, Hosea responded that previously the hands of the anti-graft watchdog were tied by legal loopholes.

But he added that the new anti-corruption legislation was designed to give PCCB more clout to go after the culprits of such grand corruption, which he compared to ’sharks’ as opposed to petty corruption offenders whom he described as mere ’sardines.’

’’Sardines are easy to catch because you can easily see them anywhere...it’s the sharks that are most difficult to catch,’’ Hosea said.

President Kikwete’s statement last June was in response to revelations that Mr Mkapa and former first lady Anna Mkapa had formed a private company in 1999 while still at State House, and conducted private business dealings from within the Ikulu walls until retirement in 2005.

Just a couple of months after Mr Mkapa’s remarks, new evidence has surfaced suggesting that Mr Mkapa and ex-minister Yona may have broken several laws, including the Public Leadership Code of Ethics Act of 1995, in their conduct over the Kiwira Coal Mine privatisation saga.

According to the ethics legislation, a public leader shall be considered to have breached the Act if he or she acquires any significant financial advantage, or assists another person to acquire such gain, by ’’improperly using or benefiting from information which is obtained in the course of his/her official duties and which is not generally available to the public.’’

INVITATION FOR APPLICATIONS FOR NETWORKING AND RESEARCH FUNDS IN THE TANZANIA – UK SCIENCE SCHEME GRANTS

The Tanzania Academy of Sciences (TAAS) is no-for profit organization registered in accordance with the Non – Governmental Organizations Act, 2002 with Registration No. 00NGO/0796 on 13th April, 2005. The Academy was established on Tuesday, 24th February 2004.
The functions of the academy include:
  1. To promote new knowledge creation and/or innovation;
  2. Support high quality scientific research and its applications by availing competitive research grants and promotion of research projects;
  3. Promote dissemination and exchange of scientific knowledge through learned journals, meetings, conferences, seminars and lectures;
  4. Promoting public awareness of science through meetings, media and public lectures;
  5. Promoting science education through the national science education policy and standards, quality of science curriculum and science teachers;
  6. Interfacing with industries and other production sectors through involvement of scientists in industrial research as well as joint working groups (dedicated teams), with research units in production sectors;
  7. Facilitate linkages with scientific communities abroad through exchange programmes and fellowships for training and research;
The Tanzania Academy of Sciences in collaboration with the Royal Society has established a Science Networking Grant and a Project Grant Scheme enabling Tanzanian and United Kingdom scientists to initiate collaborations and conduct sustainable research and development. The Science Networking Scheme provides grants up to ₤ 10,000, whereas the Project Grant Scheme, designed as a three-year, renewable collaborative award is up to ₤50,000 per annum.

The Networking Grant offers the opportunity for scientists in Tanzania and UK to establish links and support delegations to visit university departments and national research centers in Tanzania and UK .

The Project Grant provides support for mobility, research expenses, and moderate amounts for equipment. Apart from defined research projects, the application may include training elements, practical workshops, and seminars addressing specific skill gaps of scientists in Tanzania , directly involved in the research project.
The eligible fields include: Agriculture, Biodiversity (including medicinal plants and green chemistry), Water and Sanitation, Basic Human Health Research (including medicinal chemistry), Biotechnology, and Energy (including Biofuel).

Eligibility Requirements: Applicants must demonstrate excellence in their field; must be from academia and not industry or private or commercial organizations; they must be in early or mid career stage; and must have already identified a host who would be willing to participate in this scheme. It is the responsibility of the applicant and host to choose the independent referees.

CLOSING DATE AND RESULT DATE

Closing Date: 31 OCTOBER, 2007. Results are normally available after two months.
