Milton Mbhele, a South African;

marries four women

at the same time






Milton Mbhele showed up for his wedding in Weenen, near Ladysmith, in a white limousine - with four brides Saturday last week.

The women all wore white gowns, and each received rings and a kiss from the groom at a ceremony attended by hundreds of people.

South African law recognises polygamous marriages, which are common among several tribes including the Zulus and Swazis, but simultaneous weddings are rare.

Mr Mbhele, 44, a municipal manager in Indaka, said the joint celebration saved money by combining the festivities.

He has already been married to Thobile Vilakazi for 12 years and has 11 children.

"I want her to be happy," he said of Ms Vilakazi. "I think getting married to her for the second time would make her happy since I will be taking in three other wives so this will relieve her in some way."

His "middle wives" - as he described them - are Zanele Langa and Happiness Mdlolo, both 24.

The youngest wife, 23-year-old Smangele Cele, said she was looking forward to marrying Mr Mbhele, even though it means she'll have to share him. She said the wives planned to live separately, with their husband rotating between them.

"It is because of the way in which he shows his love for me. He loves me in all ways," she said.

Former prime ministers Salim Ahmed Salim and Joseph Warioba say President Jakaya Kikwete is not getting enough support and proper advice on sensitive national issues from his aides.

Two former prime ministers yesterday accused President Jakaya Kikwete's aides of not assisting him enough in the war on corruption and also in the handling of other sensitive issues, thus endangering national stability.

In an interview with The Citizen in Dar es Salaam, Dr Salim Ahmed Salim, who is also a distinguished career diplomat, said he was convinced that President Kikwete was determined to weed out graft, but was not getting the full support of his top advisors.

Mh. Lukuvi ameitaka sekta husika kuhakikisha wanaweka matuta kabla ya wiki hii kumalizika kinyume na hapo hatua za kisheria zitachukuliwa dhidi yao.

Scary 'ghost' in tot home video



Terrifying ... mystery voice says 'I'm alive' on home movie


A SHOCKED mum was left stunned after she heard the voice of an eerie "ghost" while watching a family home video.

Sarah Mackessy was filming her kids during a day out at The Enchanted Forest nature reserve in Tunbridge Wells, Kent.

The excited mum had taken video of her eight-week-old son Mack while her partner and two other children were playing nearby.

But when the family watched back the video later that evening they were shocked to hear a terrifying voice groan "I'm alive" as the tiny tot stares at the screen.

Mrs Mackessy, from Rochester, Kent, said: "The only people around at the time were my partner and the two children who were about 10ft from me.

"All the other members of the public had gone as it was nearly closing time.

"The ghostly voice sounds as though it is directly next to me and is very loud and clear on the video."

Housewife Mrs Mackessy, 36, and her partner Darren Dand, 38, scoured the internet for a clue as to what the voice was but have come up with nothing.

She said: "I've got no idea what it could have been.

"It was so clear, it sounded like there was something right next to me. But the closest people were my partner and kids, it's a mystery.

"Maybe the forest really is enchanted."

Apple App Store Crosses

Another Threshold

A quick update from the land of Apple: The company announced on Monday another set of remarkable numbers for the app store for the iPhone and iPod Touch. Customers have downloaded more than two billion apps in the last year and a half, up from a billion in April and a billion and a half in July. Apple says there are now 85,000 apps available for the phone, up from 65,000 in July.

The blog Apple Insider further parses the numbers, calculating that an average of 6.3 million apps are downloaded a day, up from 4.1 million earlier in the year. The breadth and depth of Apple’s app store is a big reason why the iPhone continues to maintain its lead against up-and-comers like the Palm Pre and the phones running Google’s Android operating system.

Of course, there is one figure missing from the latest news out of Cupertino: How many of those apps are still being used after they’re downloaded? (We’re curious—what percentage of apps you’ve downloaded do you regularly use?)

“The rate of App Store downloads continues to accelerate with users downloading a staggering two billion apps in just over a year, including more than half a billion apps this quarter alone,” Steve Jobs, Apple’s chief executive, said in a statement. “The App Store has reinvented what you can do with a mobile handheld device, and our users are clearly loving it.”

Government Coalition To

Negotiate New Platform

It is already clear that the three parties face several difficult issues.The Socialist Left Party (SV), which lost 4 of its 15 seats in Parliament, is expected to put up a hard fight to maintain its position in the coalition, despite the set-back.

The party has also stated that it will continue its fight for environmental issues, and its opposition to exploration for oil in the North generally, and in the waters off Lofoten in particular, is well known.

Prime Minister Jens Stoltenberg's Labour Party (AP) on the other hand wants to continue exploration and "fact-finding" before making a decision on drilling. The third coalition party, Agrarians (SP), see the value to more jobs in the rural areas in the North, and are more open to the search for oil.

SP are also advocates of building more and better roads, and also expanding the rail network. SV wants to introduce a rush-hour tax on road traffic into the larger cities to finance better public transport, while SP wants to first improve public transport and then introduce the tax.

The three parties also disagree on education policies and school models.

There is also a difference between the three parties in their approach to the EU, but no change is Norway's EU policy in the coming four years.

SV also wants Norway to withdraw its forces from Afghanistan, while AP and SP want to continue Norway's support of the ISAF forces.

Tayari jamaa huyo ameshaomba atetewe na wakili mmoja supastaa nchini Sweden, Bw. Leif Silbersky.

Gazeti la Express (Sweden) limeandika kuwa; majambazi hayo yamekamatwa na tiketi za ndege za kuelekea kwenye nchi za Asia. Walikuwa waondoke kuelekea kwenye hizo nchi jana. Mmoja kati ya hao sita, alikamatwa kwenye uwanja wa ndege wa Stockholm wa Arlanda.

Wizi huo uliofanywa kwa staili ya kikomandoo, uliwaacha polisi wa Sweden mdomo wazi, kwani hawajawahi kushuhudia ujambazi wa namna hiyo. Inasadikiwa kuwa wengi wa majambazi hayo; walikuwa makomandoo kwenye vikosi maalumu vya kikomandoo kwenye Jamhuri ya Yugoslavia iliyovunjika.

How Web criminals siphon

Billions of Tanzanian Shillings



Investigators from the Financial Intelligence Unit, have revealed that inordinate hours taken by Tanzania Revenue Authority personnel to clear tax payments made through electronic transfers, allowed a syndicate to siphon out billions of shillings remitted by state corporations.

The investigators have confirmed that it took four to six hours for tax payments made through http://www.tra.go.tz/tra/index.php to be authenticated by tax body’s officials from the Information and Technology Department.

Sources close to the investigation into the disappearance of reportedly between $5 and $77 million (Sh6.5 billion and Sh100 billion), after it was paid through the new electronic money transfer system, and also confided to The Citizen that some TRA employees were not well versed with the new system.

Both the minister for Finance and Economic Affairs, Mr Mustafa Mkulo, and the Bank of Tanzania governor, Prof Benno Ndulu, have been separately quoted in the media saying only $5 million has been lost to an international cyber syndicate.

But first media reports revealing the theft, however, quoting sources inside TRA, claimed up to $77 million may have been stolen.

“We have also learnt that other officials were simply lazy or delayed to verify the payments and as a result allowed hackers to steal the funds,” a source close to the team investigating the saga who requested for anonymity said.

The theft took advantage of the newly established Tanzania Interbank Settlement System (TISS).

Our sources also revealed that the investigations have so far established that the same system used to swindle Barclays Bank Tanzania Limited of Sh1.4 billion last November, is the same one that crooks used to hack into the TRA system. But collusion with TRA insiders had not been entirely ruled out.

A source said TRA had not adequately prepared its workers to use the Tanzania Interbank Settlement System which was introduced by BoT recently to hasten cheque clearence in excess of Sh10 million.

“We have established that the Government would be losing a lot of money if this system is not well managed, because in this global world, there are IT technician who are advanced than our own and pounce at any little loophole,”the source said in an exclusive interview last Friday.

The source said after interrogating officials from public entities that have been involved in the scandal, they have reason to believe insiders in the same parastatals played a apart as other companies that used http://www.tra.go.tz/tra/index.php , have not been affected.

The syndicate was suspected to have recruited senior and middle level staff at TRA, various banks, the Tanzania Telecommunication Company Limited (TTCL) and the Tanzania Electric Supply Company (Tanesco), and siphoned off the money between March and August when TISS was introduced.

“Our concern with TRA is for the fraudsters to log onto their system using a special code known to them and which would access billion of shillings through TRA.com,” the source said. Efforts to reach TRA Commissioner General Harry Kitilya for comment were futile.

Finance and Economic Affairs minister Mustafa Mkulo, separately said he would not issue any statement as it could interfere with the ongoing invstigation. “The issue is now under investigation, I would not comment on it until the investigation is completed and findings brought to my table,” he said.

According to the Bank of Tanzania, TISS is advantageous in that it offers same day settlement as opposed to the cheque system which can take up to seven days for cheques to be cleared.

In addition, TISS is supposed to be more secure due to the fact that authentication is done prior to a payment being issued, while cheques are authenticated after the payments have been effected.

According to the central bank, the introduction of TISS has also led to efficiency in the collection of tax by TRA, as all tax payments of a value of Sh5 million ($4,000) and above, are now remitted through TISS.

The arrangement, says the bank, aims at minimising fraud inherent in the cheque system as well as reducing float.

Kijana huyo mkazi wa Chali, Isanga aliyejulikana kwa jina la Maneno Ngo’nda na ambaye ni maarufu kama ‘gonga gonga”, alikamatwa majira ya saa 6:00 usuiku kwenye kijiji hicho baada ya kufumwa akifanya kitedo hicho.

Kamanda wa polisi mkoani hapa, Zelothe Stephen alisema kijana huyo, ambaye aliwahi kukamatwa kwa tuhuma za kuingilia wake za watu kwa njia za kimazingara, anaonekana kuwa na uzoefu wa kazi hiyo.

Kamanda Zelothe alisema kuwa mtuhumiwa alikamatwa na wananchi waliomkuta akimlawiti mwanaume mwenye umri wa miaka 30 (jina limehifadhiwa) wa kijijini hapo.

Zelothe alisema tukio hilo lilitokea wakati mtu huyo alipokuwa amelala na mkewe na kwamba mtuhumiwa alimtoa kitandani na kumshusha chini na kumfanyia kitendo hicho.

Kwa mujibu wa Zelothe baada ya mke wa mtu huyo kuamka na kumkosa mumewe kitandani aliwasha taa na kumkuta mtuhumiwa akiendelea na kitendo hicho ndipo alipopiga kelele kuomba msaada.

Akihojiwa kuhusu tukio hilo mtuhumiwa alisema kuwa alifanya hivyo baada ya kuona amewamaliza wanawake wote wa kijiji hicho.

Alisema anawaingilia kimazingira ya kishirikina bila kujitambua na kufanya nao tendo la ndoa bila wao kujua kitu ambacho alikiri kuwa amekuwa akikifanya mara kwa mara na hivyo wanawake wa hapo kijijini wote aliokuwa akiwapenda alishafanya nao mapenzi.

"Nimewamaliza wanawake wote hapa kijijini, sasa naona kuwa imefika zamu ya wanaume na kwamba huyu niliyekamatwa nae alikuwa ndio mwanaume wa kwanza kufanya tendo hili," alisema Gongagonga.

Kamanda huyo alisema katika kesi ya awali mtuhumiwa aliachiwa huru kutokana na kukosekana kwa ushahidi wa kuthibitisha kuwa alimuingilia bila ridhaa mwanamke mmoja kijijini hapo kwa kutumia njia ya kishirikina.

Kiongozi wa mwisho wa mamwinyi wa jadi yaani kabla ya usultani kutuwa Zanzibar, alikuwa ni imam alietokea kwa kizazi chake Philipines na kuchanga damu na watu wa kustawi hapo.

Polisi wa Kiswidi walifika kwenye eneo la tukio la ujmbazi huo, lakini walishindwa kuwazuia majambazi hayo kutoroka.


Majambazi wanne leo asubuhi saa 08.15 wameiba mamilioni ya Kroner za Kiswidi toka kwenye ghala la kuwekea hela kwenye kitongoji cha Västberga, nje kidogo ya Stockholm. Msemaji wa Polisi makao makuu Björn Engström amesema.

Majambazi hayo yalitua kwenye paa la ghala hilo na kuingia na kuchukua hela kwa nguvu. Hakuna mtu aliyejeruhiwa kwa tukio hilo. Polisi walifika dakika chache na helikopta yao, kabla ya majambazi hawajaruka. Helikopta ya polisi ilishindwa kuruka kwa sababu ilitua sehemu ambayo ilitegwa mabomu na majambazi hayo. Helikopta iliyotumika kwenye ujambazi huo, ilikutwa imetelekezwa kwenye ziwa moja nje ya Stockholm.

Wizara ya Maliasili na Utalii, inapenda kuujulisha umma kuwa nyayo zingine za Binadamu wa Kale (Zamadamu) zimeonekana katika mwamba ulioko katika Kempu ya Engare Sero iliyoko karibu na Ziwa Natron Mkoani Arusha.

Nyayo hizo ambazo zinakadiriwa kuwa na umri wa miaka 120,000 ziligunduliwa mwaka 2006 na mfanyakazi wa Kempu ya Engare Sero, Gerald, na mpwa wa mmiliki wa Kempu hiyo, Juliana Von Mutirs, waliokuwa katika matembezi ya jioni katika kempu hiyo.

Wawili hao, mara baada ya kuziona nyayo hizo walimtaarifu mmiliki wa kempu hiyo Bw. Tim Leach ambaye aliwasiliana na mtaalamu wa akiologia kutoka Chuo Kikuu cha Pennsylvania Marekani, Dkt. Jopo hilo la wataalam 7 wakiwemo watanzania wawili, Dkt. Godwin Mollel na Godfrey Ollemoita wanaendelea na utafiti kuhusu nyayo hizo za Engare Sero ambazo zinaonyesha dhahiri unyayo na alama za vidole vyake. Hadi sasa jumla ya nyayo 57 zimeshafukuliwa katika eneo hilo.

Kwa kuwa nyayo hizo zina umri wa miaka 120,000, huu ni uthibitisho kuwa hizo ndizo nyayo kongwe kuliko zote zilizowahi kugunduliwa za binadamu anayefanana na kizazi hiki ajulikanaye kama Homo Sapiens.

Mwezi Agosti 2009, Katibu Mkuu wa Wizara ya Maliasili na Utalii, Dkt. Ladislaus Komba na Mkurugenzi wa Mambo ya Kale, Bw. Donatius Kamamba, walitembelea eneo la Ziwa Natron kujionea nyayo hizo, na sasa Wizara inaandaa utaratibu wa kuzihifadhi nyayo hizo za Binadamu wa Kale.
