An immigration administration

for the future

In a few years Norway will have a new and modern immigration administration with the help of the EFFEKT-program. The brochure “An immigration administration for the future” tells you more about our future plans.

- The EFFEKT-program is the immigration administration’s large-scale IT development program. Our challenges are to establish electronic services for all applicants, develop an electronic case handling system and establish electronic co-operation with other institutions and partners, says Stephan Mo, the leader of the EFFEKT-secreteriat.

Goals

·         Reduced time and resources when handling cases.

·         Less logistics with all documents in one common arhcive.

·         Automatic case handling support.

·         Accurate case handling and less errors due to better quality of applications.

·         More equality in the case handling.

·         Better security as a result of one common electronic archive.

·         Better management information.

·         Higher flexibility in the immigration administration.

Achievements

·         An Electronic document archive for outgoing document was introduced in December 2008.

·         Visa online has been introduced in London, Kiev, Moscow, Murmansk, Baku and St. Petersburg. 50 percent of the visa applicants can apply online. The Ministry of Foreign Affairs will introduce the system to the Foreign Service Missions with many visa applicants.

The EFFEKT-program is a collaboration between the Norwegian Directorate of Immigration (UDI), the Police, the Immigration Appeals Board )UNE), the Directorate of Integration and Diversity (IMDi) and the Ministry of Foreign Affairs (UD). The Directorate of Immigration is the program owner. The EFFEKT-program started in the autumn of 2007 and will continue until 2012.
