Web meeting on study permits
Read the answers from our web-meeting on May 26th when case handlers from the Norwegian Directorate of Immigration (UDI) answered questions about the rules and procedures applicable to study permits.
As a general rule, to qualify for a study permit you must have a place at a college or university, although certain other courses of study may also qualify for a permit.
Send in your question or follow the questions submitted by other people and our answers to them.
I am an asylum seeker in Norway without residence in Norway. But I would like to study in Norway. Can I apply for a study with new Easier rules for skilled workers? I can document my identity, have studied at university, I can support myself and have a place to live.
Answer:
If you don't have a final answer to your application, you can study while you wait for an answer. But you are not guaranteed to complete your studies if you get a rejection to your application.

Can my brother get a student permit if he starts at a Norwegian course to learn Norwegian?
Answer: If he is accepted to studies at a university college or a university that requires him to learn Norwegian, he can get a permit to go to a Norwegian course at a university college or a university as a preparation to his further studies. Apart from that, student permits are normally not granted to people who will only learn Norwegian.
It takes between 6 and 9 months before the renewed permit is released, during this period the student cannot travel anywhere even to attend the funeral of his mother back home. Don't you think that, it is a type of "home sentence"? Is it done purposely?
Students are not asylum or job seekers; they are here with a specific objective to be attained in a specific period of time. They need peace of mind in order to learn effectively and efficiently. Long processing time of their cases including family reunification and renewal, is one of the things which causes displeasure to them. Is there any way of prioritizing their cases, so as to reduce the tension and stress among them?
Answer: We are working constantly to shorten case processing times, and we understand that this may cause worries while waiting for an answer. We have the opportunity to give priority to a case if there are special reasons for doing so. It is possible to send in a request for priority stating the reasons why this priority should be given. But unfortunately we are not able to give priority in all cases.
I have been accepted as a master student at UMB in Ås. Before June 1st I need to apply for a student permit, but now I am on a visit in Norway. I would like to know where I can submit my application.
Sidce you have been accepted as a master student, we suppose you already have a bachelor degree (which is equivalent to being a skilled worker). In that case you can submit your application in Norway, at the local police office.
I am a skilled worker and specialist. I have applied for a work permit as a skilled worker and specialist earlier, but received a rejection from the UDI because I have a final rejection from the UNE. Can I as an asylum seeker apply for a residence permit for up to two years to take additional education, get work experience or another study? What other possibilities are there?
Answer: You can not get a student permit if you are in Norway to apply for asylum. Asylum seekers who have received a final rejection for their applications and wish to apply for a different type of permit needs to travel to their home country and submit their applications there.
Can a skilled worker get a student permit to learn Norwegian in a municipality (kommunal språkstasjon')?
Answer: A skilled worker can get a permit to study Norwegian for up to a year, also at a 'kommunal språkstasjon' in your municipality.
I can see the that a skilled worker can get residence for a year to study Norwegian. I can also see that it is possible to get up to two years residence for additional education to get past education recognized in Norway. My question is: can a skilled worker abroad that is lacking something to get their education recognized in Norway first get a permit to study Norwegian and then apply to get residence for additional education?
Answer: Yes, you can get a permit for additional education and Norwegian tuition, if this is necessary to get your education recognized in Norway. In this case, you need to provide a plan with your application over which courses that are required to get your education recognized in Norway. If you for instance are going to work as a health worker, you need to apply for an authorization from The Norwegian Registration Authority for Health Personnel (SAFH). You will then get an overview over which courses you need to complete.

My question is if there are general criteria for student permits? Does the UDI assess applications for student permit separately since they have a deadline, and are they assessed before visa applications? Thanks.
Answer: Different departments in the UDI assess applications for student permits and visa. Applications for student permits are given priority in the summer. If you submit and applications for a student permit before June 1st, it will be processed before start of semester in August, as long as it is completed correctly and the requirements are fulfilled.

I read that foreign students who have recently graduated in Norway can be granted a permit for up to six months to apply for work as a skilled worker. I come from a developing world on a quota student scholarship here in Norway. I will be completing my studies in august this year. My question is that can I apply for the six month permit to seek for any job.
