FORMER Finance Minister Zakia Meghji and the ministry’s Permanent Secretary, Gray Mgonja, told auditors from Ernst & Young last year how senior Bank of Tanzania officials betrayed their trust in them by mismanaging huge amounts of public funds from the external payment arrears (EPA) account.
