Recently we wrote a story about the organizations that receive public funding from the municipality of Oslo. The public funds is allocated to Organizations that can prove they have paid up members. In our investigations however, API has discovered that there is a lot of cheating by using false information to get the funding.

Some organizations without paid up members file requests for funding and embark on making fake lists that is later certified by some unkeen auditors without basis in truth at all

API has acquired the Municipality document that shows the organizations that received the funding given to them according to the number of paid up members.

The document shows the names of organizations, that received money in 2008 and/ or 2009 and it also shows how many members the organization used as the basis to get the money. For each paid up member , the municipality pays the organization kr 130 and for youth organizations they are given kr 240 per paid up member. How can the municipality avoid paying for duplicate names on the lists or how does one control the genuity of the lists when it is clear that some of the names from some organizons are fake?

Some organizations have leaders with malicious intentions who go beyond what is expeced of them by registering as many non-existent members as possible in order to get the money. Some of them go as far as doing things criminal in nature, like making false lists using the telephone directory to get names to register and thereafter they make them fully paid up members by paying from their own pockets because they know they will make money by having the name on the list. The next step is to get an auditor who is not keen to ask questions and have him or her certify the membership list which is then delivered to the municipality that will in turn release the funds.

This behaviour has to be stopped, so that only genuine organizations may get the money they deserve.
