Jana Jumapili Waswiss wamepiga kura ya maoni na kukataa kwa wingi wa kura zaidi ya asilimia hamsini na saba kujengwa kwa misikiti yenye minara nchini humo. Chama cha wahafidhina wenye siasa kali zenye kupinga wageni nchini humo; Swiss People´s Party (SVP), ndicho kilichosababisha upigaji huo wa kura za maoni. SVP wanasema minara kwenye misikiti ni ishara na dalili za kuenea kwa Uislamu. Wachunguzi wengi wa mambo ya kijamii na kisiasa wanadai kuwa wingi wa kura hizo si za kupinga minara tu kwenye misikiti, bali ni za kupinga mambo yanayofanywa na Waislamu wenye siasa kali za uhafidhina, ambayo yanapingana na demokrasia za nchi za Magharibi. Hizo ni ishara za Waswiss kuhofia Uislamu.

Waziri wa sheria wa Uswiss, Bi. Eveline Widmer-Schlumpf amesema kuwa wanaangalia jinsi gani wingi huo wa kura za maoni utakavyoingizwa kwenye sheria za nchi hiyo.

Kwa sheria za Uswiss, chama chochote kinachoweza kukusanya saini za watu 100 000 tu kinaweza kuitisha kura ya maoni ya nchini nzima. Na hivyo ndivyo SVP ilivyofanya, na kuweza kuitisha kura hiyo ya maoni. Kwa kipindi cha miezi 18, SVP imefanya kampeni ya kuokota hizo saini. Kuna Waislamu 400 000 na misikiti mine tu yenye minara.

Kura hizo za maoni zimeshtua wapenda haki za binadamu duniani, lakini vile vile zimeamsha hamasa kwa vyama vingine vyenye siasa kali za uhafidhina na wasiopenda wageni, kuhimiza kura za maoni za namna hizo kwenye nchi zao. Nchini Ufaransa kumekuwa na kampeni kubwa za kupinga wanawake kuvaa hijabu na mabaibui makazini na mashuleni na walioendesha kampeni wamefanikiwa. Hijabu na mabaibui yamepigwa marufuku makazini na mashuleni. Nchini Ujerumani, kumekuwa na mikingamo ya kupinga kujengwa kwa msikiti mkubwa kuliko yote iliyoko Ulaya Magharibi.

IN WHOSE LANGUAGE?

All developed countries in the world use children’s mother tongue or at least a language which is very familiar to them as the language of instruction. The Finns use Finnish, the Greeks use Greek, the British use English, Norwegians use Norwegian, the Icelanders use Icelandish, the Japanese Japanese, the Koreans Korean. Only one continent uses languages which teachers and students do not command well, languages which in reality are foreign languages. That continent is Africa.

The current strengthening of English as language of instruction in Tanzania is one way of making schooling harder for the masses of Africans and undermining democracy since only a tiny portion of pupils, those whose parents have books and resources, can pay private tutoring and have time and knowledge enough to follow up their children’s homework, will do well in the system. It is a system well designed for what Prof. Dr. Birgit Brock-Utne has elsewhere called “the stupidification” of the African population.

In her talk she will mention results from the LOITASA (Language of Instruction in Tanzania and South Africa) project. She mentions a study of science concepts carried out as part of the LOITASA project in a black township near Cape Town. According to her the study showed clearly how much better children understood the concepts when they were taught in isiXhosa than when they were taught in English.

A similar study from Tanzania found that the mean was higher and the spread of scores was much lower when the class was taught in Kiswahili than when it was taught in English. On this background the new policy (look at the story below from Daily News) from Zanzibar seems to contradict all we know about learning science and maths.

In the LOITASA project they have seen that there are several challenges they have to deal with if they want to make language policy research relevant for those most greatly affected by the policy.

There are misconceptions in this field which are hard to deal with. Often western paradigms are used when researching language policy in Africa. These paradigms, which do not fit the African situation, are used by donor agencies and researchers trained in the west as well.

Another challenge to overcome is the common misconception that the best way to learn a foreign language is to have it as a language of instruction. Prof. Dr. Birgit Brock-Utne will deal with these two challenges separately.

ISSA YUSSUF in Zanzibar, 28th November 2009

ZANZIBAR plans to make English language a compulsory medium of instruction in primary schools, the Zanzibar Minister for Education, Mr Haroun Ali Suleiman, said here today.

Other proposed major changes in the Zanzibar education system include a compulsory two-year nursery school.

"This is the implementation of the 2-6-4 education policy endorsed in 2006, whereby nursery school will take 2 years, primary school 6 years, and 4 years for secondary school.

Mr Haroun told reporters at the newly built 'SHA Investment' Secondary School, Mombasa area that beginning 2012, English would be the medium of instruction. It begins with Standard Four.

He said that the implementation of the new system was supported by the British Council, which has promised to run English training programme for teachers.

However, the minister said that the ministry would no longer accommodate certificate students. "We have enough teachers with certificates. There are more than 2000 extra Grade III A teachers," he said.

The director of the SHA investment, Mr Ahmada Yahya Abdulwakil, said that he has been working closely with the Ministry of Education and Vocational Training in construction of the new school, since February 2006.

Mr Ahmada said that his school would accommodate the best performing students including offering scholarships to students with good marks from poor families."More than 2bn/- has been spent in constructing the school. It has a modern library and Information Communication and Technology (ICT) centre," he said.

Tanzanian students warned

against cramming information

when reading

A Doctor of Philosophy (PhD) student at the University of Joensuu of Finland, Department of Computer Science and Statistics, Marcus Duveskog has challenged students to desist from memorizing things and instead, concentrate on building skills.

Dr Duveskog said this yesterday during computer exhibitions where at least 16 kids were presented certificates at Ukombozi Primary School after two very intensive weeks of learning at the school in Iringa Muncipal Council in Iringa Region.

Duveskog who is also a researcher at Tumaini University, Iringa Campus, said that the education system in Tanzania has made most of the students both in primary and secondary schools and even in higher learning institutions to memorize things, something which denies them building on skills creativity.

“Students should not memorize things but should learn to understand things to answer examinations questions,” he emphasized.

Ukombozi Primary School is the first public primary school in Tanzania which has received 100 XO Mini computers with Internet-connection, through One Laptop per Child (OLPC) campaigns. One Laptop per Child is a campaign to provide some of the world’s poorest children rugged, low-cost and energy efficient laptops with Internet connectivity and learning software.

Parents and guardians were amazed during the computer exhibitions, of what the kids achieved, and the headmaster of Ukombozi Primary School, Martin Yesaya, took the chance to market his school as a unique one in Tanzania.

Yesaya admitted that his school has a shortage of teachers to teach English language, thus making
students fail to cope with the world of science and technology as everything is done in English.

Dr Duveskog concurred that most primary and secondary schools in Tanzania are facing an acute shortage of English language teachers, which made it difficult for him to communicate with students and forced him to look for an interpreter during the intensive workshop which was dubbed the ‘Working for my Dreams.’

The workshop was organized by University of Joensuu, Finland in collaboration with Tumaini University-Iringa, Tanzania.

Earlier on, three Tumaini University-Iringa College’s Information Technology (IT) students had won a grant from the One Laptop per Child (OLPC) Association in the United States of America, to deploy laptops to children at Ukombozi Primary School in Iringa.

In March 2009, OLPC Association announced a competition for projects that develop children’s skills with computers. By doing so, the OLPC aimed at bridging the digital divide between children of industrialized countries and those from developing countries.

In the race, 220 applications worldwide plus a team of Tumaini University IT students made it to the 30 selected universities. Tumaini University’s team is one of the few purely African teams to win the grant. However, Uruguay has become the first nation to provide a laptop for every primary school student in the world.
