Al-Qaeda suspects

AN investigative journalist with Media Solutions Limited (MSL), publishers of THISDAY and KULIKONI newspapers, has received threats following the newspapers’ recent coverage of reported Al-Qaeda activities in the country. 

’’Highly warning to you THISDAY and KULIKONI. You are dealing with a big boss in the world...’’ says part of a grammatically wrong chilly text message sent to a private mobile phone handset of the journalist (name withheld for security reasons.) 

The Inspector General of Police (IGP), Said Mwema, pledged a thorough police investigation into the matter. 

The sender of the message did not identify himself and the number is temporarily not reachable. 

The text message came immediately after two sister papers started publishing a series of investigative reports about the presence of an alleged Al-Qaeda operative in Tanzania masquerading as a bona fide investor. 

According to the journalist, the message was delivered on his phone on Friday last week at around 9.30am. 

’’I don’t know who sent me that message, but I suspect it is linked to the latest reports we have been publishing about suspected Al-Qaeda activities in the country,’’ said the journalist. 

The threats to the journalist were officially reported at the Central Police Station in Dar es Salaam on September 26, 2008 and recorded under RB number CD/RB/12474/08. 

Police have pledged to investigate the matter. 

IGP Mwema said police were already investigating the reported Al-Qaeda activities in the country and would thoroughly study the threats against the journalist. 

’’Our investigators will look into the threats on the journalist, since they have already been working on the reported terrorist threats,’’ he said. 

According to security sources, a fugitive Al-Qaeda suspect, Fazul Abdallah Mohamed, may be hiding in the country after recently fleeing arrest in neighbouring Kenya. 

Fazul, the suspected mastermind of the 1998 simultaneous bombings of the United States Embassies in Dar es Salaam and Nairobi that killed a total of 224 people, is thought to have entered the country through Tanga after escaping from the Kenyan coastal town of Malindi. 

Last month, the elusive terrorist suspect avoided a security dragnet in Kenya where he had gone to seek medical treatment. 

Fazul, who hails from the Comoros, is understood to be one of the key operatives of the Al-Qaeda network in East Africa and is described as being fluent in Arabic, Kiswahili, English and French. 

Reports of the suspect’s possible whereabouts in Tanzania come as authorities in the country have been probing allegations that another man from the Comoros masquerading as a foreign investor in the country has possible links to Fazul. 

A special inter-governmental committee has already been formed to tackle terrorism and other economic crimes in the country.


New application form



The Norwegian Directorate of Immigration (UDI) is publishing new application forms in English language for you applying for a permit for work, residence, family immigration and studies, or travel documents.

There are no new application forms for asylum, visa or citizenship.

- We are pleased to launch more user-friendly application forms, says Karl Erik Sjøholt, Head of Department of Managed Migration, UDI.  

- The forms are significant for both applicants and case managers, and are an important part of UDI’s work to improve service for users, says Sjøholt. 

The reason for publishing new application forms has been to reduce the number of forms, and to make them easier to use. The language is easy to understand, but has kept the level of precision necessary for the authorities to receive sufficient and correct information for the case processing. 

Information on attachments that needs to be enclosed wit the application, and how the application needs to be completed, is also improved. This has led to the new forms being longer than the previous forms, while applicants need to give the same amount of information as previously.

The application forms are available at UDI’s webpage, and may be completed electronically. The forms still need to be printed and signed by hand before they are submitted at the appropriate location. We encourage everyone to complete the forms carefully so that the case processing may be carried out quickly.

We advise that you can complete the forms using Adobe Reader, but if you want to save information in the forms on your computer you need Adobe Professional. We are therefore working to prepare the forms in word-format as well.

There are also some errors with the functionality in some of the forms, but we are working to improve this aspect.

The application forms will be evaluated in connection with the new Immigration Act in 2010.

Princess has

another daughter



Norway’s Princess Martha Louise gave birth on Monday to her third daughter with husband Ari Behn.

The birth, like the last one, took place at the couple’s home in the suburban valley of Lommedalen, west of Oslo.

The princess and her husband, known for stirring controversy, made headlines when their second daughter Leah was also born at home. The princess later emerged as an advocate of home births, much to the disagreement of some members of the medical community.

The newest member of the royal family has been given the name Emma Tallulah Behn. She is King Harald's and Queen Sonja's fifth grandchild.

Her older sisters are Maud Angelica Behn, born in 2003, and Leah Isadora Behn, born in 2005. None of the girls has a royal title and Princess Martha Louise gave up her "Royal Highness" title when she married a commoner in 2002.

The princess also has no royal allowance anymore, but helps support her family by writing books, working in the entertainment business and, most recently, launching a school in which she helps students get in contact with their angels. The princess has claimed clairvoyant powers.

Akitoa ushirikiano wa kutosha kwa mapaparazi wetu, TID alisema kuwa ndani ya gereza wafungwa hawaongozwi na mfumo wa haki na sheria, hivyo wenye ‘mbavu nene’ wanaweza kuwafanya lolote akina hohehahe.

Kufuatia hali hiyo, TID au Top In Dar alisema kwamba katika kipindi chote alichokaa jela, hakuna hata siku moja aliyotabasamu zaidi ya kushinda na mawazo, kulia na kuugulia maumivu yanayotokana na vipigo kutoka kwa wababe wa jela.

Certificates for sale



Do you want an 'original' national school examination certificate without having to sweat for it in an exam room? It's possible, The Citizen can reveal today. 

The brains behind this racket, which enables people who may have failed their examinations or who never even made it beyond primary school to acquire Ordinary and Advanced Level certificates, are doing lucrative business in Dar es Salaam. The well-established syndicate selling original and fake academic certificates rakes in millions of shillings every month. 

Key to the syndicate are some wayward staff of the National Examination Council of Tanzania (Necta) and brokers, who link them to prospective clients. It takes about a month from the time contact is made to when the client takes delivery of the brand new certificate. However, one of the racketeers said the process could be speeded up if one is willing to part with more money. 

Attempts to obtain comments from the Necta executive secretary, Dr Joyce Ndalichako, and other high-ranking officials in Dar es Salaam failed. They were said to be busy with the Standard Seven national examinations and would only have time to discuss the allegations once the exercise is completed.

The Case for Precaution

in the Use of Cell Phones

ANALYSIS OF RECENT STUDIES

Electromagnetic fields generated by cell phones should be considered a potential human health risk. Sufficient time has not elapsed in order for us to have conclusive data on the biological effects of cell phones and other cordless phones — a technology that is now universal.

Studies in humans do not indicate that cell phones are safe, nor do they yet clearly show that they are dangerous. But, growing evidence indicates that we should reduce exposures, while research continues on this important question.

Manufacturers report that cell and wireless phones emit electromagnetic radiation. Electromagnetic fields are likely to penetrate the brain more deeply for children than for adults. Modeling in the diagram below estimates that young children are more susceptible to electromagnetic fields due to smaller sized brains and softer brain tissue.

1) Electromagnetic fields from cell phones are estimated to penetrate the brain especially in children. (Figure 1.) [12]

2) Living tissue is vulnerable to electromagnetic fields within the frequency bands used by cell phones (from 800 to 2200 MHz) even below the threshold of power imposed by most safety standards ( 1.6 W/Kg for 1g of tissue), notably an increase in the permeability of the blood-brain barrier and an increased synthesis of stress proteins. [3456]

The most recent studies, which include subjects with a history of cell phone usage for a duration of at least 10 years, show a possible association between certain benign tumors (acoustic neuromas) and some brain cancers on the side the device is used. [6789]

However, human epidemiological studies on cell phones conducted to date cannot be conclusive. Due to their recently increased use, we are not yet able to evaluate their long term impact on health. Even where an association between exposure and cancer is well established and the risk very high -- as with tobacco and lung cancer -- under similar study conditions (in other words with people who smoked for less than 10 years) it would be difficult, if not impossible, to identify an increased risk of cancer, as the risk appears mostly 15 to 35 years later. [7]

THE TEN PRECAUTIONS

Given the absence of definitive proof in humans of the carcinogenic effects of electromagnetic fields of cell phones, we cannot speak about the necessity of preventative measures (as for tobacco or asbestos). In anticipation of more definitive data covering prolonged periods of observation, the existing data press us to share important prudent and simple measures of precaution for cell phone users, as have been variously suggested by several national and international reports. [69101112]

These measures are also likely to be important for people who are already suffering from cancer and who must avoid any external influence that may contribute to disease progression.

  1. Do not allow children to use a cell phone except for emergencies. The developing organs of a fetus or child are the most likely to be sensitive to any possible effects of exposure to electromagnetic fields.
  2. While communicating using your cell phone, try to keep the cell phone away from the body as much as possible. The amplitude of the electromagnetic field is one fourth the strength at a distance of two inches and fifty times lower at three feet.
    Whenever possible, use the speaker-phone mode or a wireless Bluetooth headset, which has less than 1/100th of the electromagnetic emission of a normal cell phone. Use of a headset attachment may also reduce exposure.
  3. Avoid using your cell phone in places, like a bus, where you can passively expose others to your phone’s electromagnetic fields.
  4. Avoid carrying your cell phone on your body at all times. Do not keep it near your body at night such as under the pillow or on a bedside table, particularly if pregnant. You can also put it on “flight” or “off-line” mode, which stops electromagnetic emissions.
  5. If you must carry your cell phone on you, it is preferable that the keypad is positioned toward your body and the back is positioned toward the outside of your body. Depending on the thickness of the phone this may provide a minimal reduction of exposure.
  6. Only use your cell phone to establish contact or for conversations lasting a few minutes as the biological effects are directly related to the duration of exposure. For longer conversations, use a land line with a corded phone, not a cordless phone, which uses electromagnetic emitting technology similar to that of cell phones.
  7. Switch sides regularly while communicating on your cell phone to spread out your exposure. Before putting your cell phone to the ear, wait until your correspondent has picked up. This limits the power of the electromagnetic field emitted near your ear and the duration of your exposure.
  8. Avoid using your cell phone when the signal is weak or when moving at high speed, such as in a car or train, as this automatically increases power to a maximum as the phone repeatedly attempts to connect to a new relay antenna.
  9. When possible, communicate via text messaging rather than making a call, limiting the duration of exposure and the proximity to the body.
  10. Choose a device with the lowest SAR possible (SAR = Specific Absorption Rate, which is a measure of the strength of the magnetic field absorbed by the body). SAR ratings of contemporary phones by different manufacturers are available by searching for “sar ratings cell phones” on the internet.

CONCLUSION

The cell phone is a remarkable invention and a breakthrough of great social importance. Our society will no longer do without cell phones. None of the members on the expert committee has stopped or intends to stop using cell telephones. This includes Dr. David Servan-Schreiber, a 16 year survivor of brain cancer. However, we, the users, must all take precautionary measures in view of recent scientific data on the biological effects of cell phone use, especially those who already have cancer.

In addition, manufacturers and service providers must also assume responsibility. It is their responsibility to provide appliances and equipment with the lowest possible risk and to constantly evolve their technology in this direction. They should also encourage consumers to use their devices in a way that is most compatible with preserving their health.

In the early 1980’s, the owners of asbestos mines were reduced to bankruptcy as a result of lawsuits brought by the families of deceased exposed workers. A few years later, a key executive of Johns Manville, the most prominent company, drew lessons from the years of struggle of his industry against medical data and the scientists who were drawing attention to the risks of asbestos. He concluded with regret that greater warnings for the public, the establishment of more effective precautions, and more extensive medical research "could have saved lives, and probably also shareholders, the industry, and the benefits of its product.” [1314]

We call on the cell phone companies to provide independent access to records of use so that appropriate studies can be carried out.

That is what we wish for today's cell phone industry. We do not need to ban this technology, but to adapt it – to harness it – so that it never becomes a major cause of illness.

SECURITY forces in Tanzania are on high alert following reports that fugitive wanted Al Qaeda man Fazul Abdallah Mohamed may be hiding in the country. 

Intelligence reports from well-placed sources say Fazul may have slipped into the country after recently escaping arrest in neighbouring Kenya. 

Fazul, who is believed to have masterminded the 1998 simultaneous bombings of the United States Embassies in Dar es Salaam and Nairobi that killed a total of 224 people, is thought to have entered the country through Tanga after fleeing the Kenyan coastal town of Malindi. 

Last month, the elusive terrorist suspect avoided a security dragnet in Kenya where he had gone to seek medical treatment. 

’’After fleeing Kenya, Fazul is thought to have slipped into Tanga and later Dar es Salaam where he has been hiding,’’ said one of our sources. 

Security forces in Kenya, Tanzania, Uganda and elsewhere across East Africa have been on high alert since the whereabouts of the terror suspect were reported in Kenya last month.

’’His exact whereabouts are currently unknown, but there are reports that he may have slipped into Tanzania on his way to Pakistan,’’ said another source. 

The Director of Criminal Investigation (DCI), Commissioner of Police Robert Manumba, would not rule out the possibility that the top Al Qaeda man could be hiding in the country. 

’’It’s true that we were alerted by our colleagues that the suspect may try to hide in Tanzania after escaping arrest in Kenya. We’re still not certain about his present whereabouts but remain vigilant,’’ said Manumba. 

He added: ’’I can’t rule out the possibility that he has entered into the country. This is a dangerous network ... I might say today he (Fazul) is not in Tanzania, then the next day he suddenly pops up. All I can say for certain is that our security forces are co-operating with our counterparts in the region to ensure this suspect is arrested.’’ 

Manumba urged members of the public to co-operate with the police and volunteer all information they may have on Fazul or any other terrorism suspect. 

Although based in Somalia, Fazul is known to frequent Kenya and other parts of East Africa. 

The suspect has been evasive after police reports indicated he had entered Kenya to seek medical attention for his kidney. 

He first slipped out of a house where he is said to have been on August 2 -- an hour before police arrived and left his two passports and a number of personal effects. 

Police sources say Fazul may have bleached his image to disguise himself. 

Authorities in Tanzania have also been investigating reports that a man from the Comoro Islands masquerading as a foreign investor in the country has possible links to Fazul. 

A special inter-governmental committee has already been formed to tackle terrorism and other economic crimes in the country.

FrP spokesman Jan Arild Ellingsen is of the opinion that this is the best way to reduce the number of convicts waiting to serve their sentence in Norway.

- With our proposal, we are of course primarily thinking of non-Norwegian criminals sentenced in Norway, Ellingsen says to NRK.

State Secretary of the Justice Department, Terje Moland Pedersen (Labour), rejects the proposal outright.

He says the number waiting to serve a sentence is already being reduced through other means, and he strongly dislikes the fact that the proposal is mainly aimed at non-ethnic Norwegians.

Justice Minister Knut Storberget also rejects the proposal, saying both society and the criminals would lose out.
