US dissatisfied with Norway's proposed anti-terror law

US officials are urging Norway to toughen up a proposed anti-terror law. While some politicians have reacted angrily to what they consider meddling by the Americans, most others are taking the US lobbying in stride.

Newspaper Aftenposten reported over the weekend that the US ambassador to Norway met with Norway's Justice Minister in June, to discuss the Americans' "interest in the Ministry of Justice's proposed terrorism legislation."

The meeting was followed up last month with a letter from US Ambassador Benson Whitney, to which he attached a five-page, admittedly detailed "summary of observations, comments and questions from experts in Washington who have had the chance to examine the proposed legislation."

The summary, Whitney wrote, was also "shared" with Norway's Foreign Ministry.

In it, the American experts make it clear that they don't think Norway's proposed legislation is tough enough. They criticized the Norwegian government's proposal that it won't be illegal to be a member of a terrorist organization. The Norwegians think penalties should only apply if a suspect can be linked to the planning of a specific terrorist act.

The American experts also don't think proposed rules against fund raising for terrorism are strong enough, and they raised many questions about how Norway would react to such events as hostage-taking, terrorist recruiting and threats.

Justice Minister Knut Storberget of the Labour Party says the Americans themselves took the initiative to express their views. Asked what he thought of the US' objections, he said he believes the proposed Norwegian legislation is "very good and balanced." He made it clear no changes would be made because of the American criticism.

Olav Gunnar Ballo, a member of Parliament for the Socialist Left (SV) party, didn't appreciate the Americans' input in the Norwegian legislative process. "I think Americans would have reacted as well, if Norway's ambassador in Washington had written a letter to American authorities and said they shouldn't go so far in their own terror laws," Ballo said.

Storberget, whose Labour Party shares government power with SV, said he had no problems with the US initiative. Representatives from the Center Party, the Conservatives and the Progress Party had no problems, either. Elisabeth Aspaker of the Conservatives said it was "important that we learn from those in other countries, so that the law won't be worthless before it's passed."

Kinga hii pia hufanya kazi kwa wale walioanza kuonesha dalili kama kina Phillip Marmo, Chrisant Mzindakaya n.k Pindi mtu akishapatiwa kinga hii HAWEZI kuipinga serikali!

Norwegian television goes digital.

Norway's new digital television distribution network the so-called "ground net",will open on Saturday. Rogaland is the first region to go digital.

The network, RiksTV, is operated by Norges Televisjon (NTV), which is owned by Telenor, NRK and TV 2.

To be able to receive the digital signals you need a decoder, whch is incerted between the antenna and the TV set.

If you receive your present TV signals from a cable network or satellite, you will not be affected.

The county of Rogaland will receive the digital signals from September 1st.

Oestfold, Oslo, Akershus, Buskerud, Vestfold, Telemark, Hordaland, Moere og Romsdal, Sogn og Fjordane, Hedmark, Oppland og Soer-Troendelag will all be covered by the new network by the end of this year.

In Aust-Agder, Vest-Agder, Nord-Troendelag, Nordland, Troms og Finnmark the network opens in 2008.

The old analogue network will not be closed down until six months after the new network opens in your region, ending with Finnmark in November 2009.

Wadau wengi wa fani ya urembo walisikika wakipiga kelele na kulalamika kwamba 'Mhindi' huyo hastahili kuiwakilisha Tanzania katika mashindano ya Miss World 2007 yanayotarajiwa kufanyika Sanya, China Desemba Mosi mwaka huu.

Mkurugenzi wa Kamati ya Miss Tanzania, Hashimu Lundenga alipoulizwa kuhusu ushindi wa mrembo huyo kupingwa na wadau wengi wa fani ya ulimbwende, alisema ni uamuzi wa majaji na anaona wako sahihi. Jaji Mkuu alikuwa Miss World 2001, Agbani Darego kutoka Nigeria aliyemtangaza mshindi.

Katika kinyang'anyiro hicho, Lilian Abel pia kutoka Kinondoni akishika nafasi ya pili na kuambulia sh. milioni 5.5 na Queen David ambaye ni Miss Temeke 2007 aliambulia nafasi ya tatu na kuzawadiwa sh. milioni 3.5.

Mashindano hayo yalianza kwa burudani iliyopambwa na wanenguaji wa bendi ya African Stars 'Twanga Pepeta Original' kucheza sebene, ikafuata 'shoo' ya warembo kisha kupita jukwaani kwa mavazi ya ufukweni na ubunifu.

Bao pekee liliwekwa kimiani na kiungo mshambuliaji, Abdi Kassim `Babi` jana liliitoa kimasomaso timu ya taifa ya Tanzania, Taifa Stars, katika mchezo wa kimataifa wa kirafiki dhidi ya Yosso wa Uganda, The Cranes, uliofanyika kwenye uwanja mpya na wa kisasa jijini Dar es Salaam.

Bao hilo liliwekwa kimiani na `Babi` katika dakika ya 54 katika mchezo huo wa kuiandaa Stars kupambana na Msumbiji utakaofanyika Jumamosi ijayo jijini Dar es Salaam kusaka tiketi ya kwenda Ghana mwakani kucheza fainali za Mataifa ya Afrika.

Abdi alifunga bao hilo kwa shuti kali akiwa nje ya 18 baada ya kugongeana vizuri na Said Maulid na Haruna Moshi, katika mchezo huo uliokuwa na kila aina ya burudani.

Mchezo huo mbali na kuipima Stars kabla ya kukwaana na Msumbiji, Black Mambas, pia ulikuwa maalum kwa ajili ya kuuzindua uwanja huo mpya wenye uwezo wa kuchukua watazamaji 60,000 waliokaa.

Hata hivyo, washambuliaji wa Stars kama wangekuwa makini wangeweza kuibuka na ushindi wa mabao mengi, lakini licha ya kupata nafasi nyingi walishindwa kufunga mabao kufuatia kutokuwa makini.

A RESPECTED international economic and business think-tank has raised serious concerns about Tanzania’s commitment and willingness to fight and remove high-level internal corruption despite recently passing new anti-graft legislation ostensibly aimed at strengthening this stated resolve.

Both the government as an institution and the state-run Prevention and Combating of Corruption Bureau (PCCB) were singled out for separate scything criticism over what is widely considered a disappointing performance so far in cracking down on grand corruption.

’’There are concerns about the government’s commitment to fighting corruption,’’ says the globally- esteemed, London-based Economist Intelligence Unit (EIU) in its latest country report for Tanzania released this month.

The EIU report continues: ’’Although measures such as the passing of the Prevention of Corruption Act give the impression that the government is taking action on this issue - an image that the president is keen to cultivate - there are doubts about the effectiveness of the legislation and the government’s true willingness to address high-level corruption.’’

And this view was echoed in Dar es Salaam on Wednesday evening by the outgoing US ambassador to Tanzania, Michael Retzer, who once again publicly expressed his reservations at the little progress made in curbing grand corruption in the country.

In farewell remarks to the local media, Retzer noted that ’’the PCCB and the public prosecutor (director of public prosecutions DPP) have so far caught a few small fish - but I would suggest to you that there are more than a few large fish, perhaps even sharks in this pond of corruption.’’

’’I would encourage the president to renew the vigour that he demonstrated as he began his term as president to tackle this corruption,’’ the outgoing envoy added, while also once again calling for the PCCB to be given full autonomy to go about its business.

Said Retzer: ’’I think the concept of the Prevention and Combating of Corruption Bureau is a good one, but only if it is a truly independent agency able to investigate corruption wherever it finds it.’’

Various critics have especially alluded to the apparent failure of the PCCB to investigate and prosecute influential people in government, both past and present, implicated in various serious allegations of corruption.

According to Retzer, the Tanzanian print media has been ’’doing an excellent job of investigating corruption.’’

He said in the US, freedom of the press protected by the country’s constitution had helped keep the government honest. ’’Certainly my country has investigated governors, senators and congressmen. Many have resigned and some have gone to jail,’’ he said, suggesting that Tanzania could take a cue from the US.

Stating that it was time for the ’’sharks of corruption to be caught and brought flopping to the scales of justice’’, the outgoing US ambassador also urged the government to avoid the use of brokers or agents when making large procurements.

He made particular references to the media allegations regarding companies like Richmond Development and BAE (the radar manufacturer), asserting that: ’’When you are purchasing an oil pipeline, an airplane or $150m worth of power generation equipment, you do not need a broker or an agent or a company that merely acts as middleman. It is an invitation to corruption.’’

Retzer reiterated that every legitimate business, be it General Electric, Pratt Whitney, Boeing, or any other major international manufacturer, would be happy to talk with the government directly without having to use middlemen.

He said he also supported concerns raised by those in the local private sector, that ’’there are risks attached when any political party particularly the ruling party owns businesses that do business with the government or need a government licence or concession.’’

’’This is a universal truth,’’ noted Retzer, who himself once served as treasurer of the Republican Party in the US.

He said the hint of a back-door deal or special arrangement with a company owned by a major political party, much less the ruling party, could ultimately hurt not only the party but also the business climate that the party and its leadership may be trying to strengthen.

Retzer’s latest remarks alongside the EIU report come against a background of a recent declaration by PCCB director general Edward Hosea, to the effect that the government’s anti-graft watchdog will not investigate allegations against former president Benjamin Mkapa and his cabinet minister Daniel Yona because doing so would go against public statements made by President Kikwete.

Hosea made the declaration during a talk show on national radio and TV, in response to call-in questions from viewers and listeners who wanted clarification on whether or not the PCCB intended to investigate allegations of dubious dealings by Mr Mkapa and Yona in the privatisation of the Kiwira Coal Mine in 2005.

Lawyers and human rights activists have since blasted the PCCB boss for failing to launch an official probe into the detailed allegations of wrongdoing by the ex-president and minister in the Kiwira mine issue.

Probe blasts ambulance staff

An official investigation into an ambulance team's failure to help an injured Somalian-Norwegian roundly criticizes both the ambulance service and the hospital to which it was attached, Ullevål.

Hospital officials say they're accepting the criticism and apologize profusely that Ali Farah wasn't immediately rushed to their emergency room for treatment of a severe head wound.

Friends ended up taking him to a local emergency clinic, which in turn sent him to hospital. He underwent brain surgery and remains at Ullevål in serious condition with memory lapses.

State health officials investigating his case concluded this week that Ali Farah was treated "with little respect" and "discriminatory behaviour... with racist overtones."

The ambulance personnel's failure to treat him at the scene and take him to hospital was "indefensible," wrote the investigators, who obtained transcripts of conversations between the personnel and the ambulance's central switchboard, which also indicate a lack of respect for the victim and those with him.

Newspaper VG reported Thursday that one of the ambulance drivers at the scene was involved with the neo-Nazi group "Boot Boys" in the 1990s. The report was confirmed by both the group, the driver and health officials, who said they were aware of his background but that he'd been "helped out" of neo-Nazi circles.
