Magoli yote mawili yalipatikana kwenye kipindi cha kwanza. yalikuwa ni matokeo ya ushirikianomzuri kati ya Michael Essien na Sulley Muntari. Goli la kwanza lilipatikana dakika ya 26, baada ya Muntari kupiga frikiki safi iliyowapita wachezaji wa Morocco walioweka ukuta kulinda goli lao na kumfikia Essien aliyefunga kirahisi. Goli la pili lilifungwa na Muntari baada ya kupokea pasi murua toka kwa Essien.

-Ex-president’s name pops up again and again as AG-led probe continues to determine the faces behind the scandal

FORMER president Benjamin Mkapa’s name has cropped up repeatedly in the ongoing official investigation into the embezzlement of more than 133bn/- from a key Bank of Tanzania account, THISDAY can reveal today.

As the high-level state probe explores the complex web of collusions and financial relationships amongst the key players in the scam, including senior government officials, it has emerged that the ex-president is being frequently mentioned in connection with the affair.

According to sources close to the investigation, it has been discovered that many of the fraudulent payments made from the BoT’s external arrears (EPA) account were either authorised or directly ordered by State House during Mkapa’s final year in office (2005).

The sources say some of the people questioned so far in the ongoing investigation have fingered the former president as allegedly having a prominent role in the matter.

’’Mkapa’s name keeps popping up again and again in relation with the EPA scandal in one capacity or another,” said one informed source, adding: ’’Indeed, it is becoming hard to imagine how payments amounting to billions of shillings could have been made from the central bank without his personal knowledge.’’

The high-level investigation into companies and individuals involved in the scandal is being led by the Attorney General, Johnson Mwanyika, working in tandem with the Inspector General of Police, Saidi Mwema, and the Prevention and Combating of Corruption Bureau (PCCB) under its director, Edward Hosea.

They are working under instructions from President Jakaya Kikwete, who has also formally fired Dr Daudi Ballali and replaced him with Prof. Benno Ndulu as BoT governor, as a direct result of confirmation of the EPA funds embezzlement through a special audit ordered by the government itself.

The special audit conducted by Ernest & Young covered the period between July 1, 2005 and June 30, 2006.

The sources say that from the investigation results so far, it is beginning to appear that much of the money siphoned of the EPA account during this period was paid out on the pretext that it would be diverted to finance covert national security operations or make secret donations to the ruling Chama Cha Mapinduzi (CCM).

’’Several of the beneficiaries of the EPA funds have told investigators that a large slice of the money went to finance CCM election campaigns during 2005, and that the payments were authorized by Mkapa himself. All this of course needs to be verified,’’ said another source.

The current CCM Secretary General, Yusuf Makamba, has been quoted by a local newspaper as stressing that the ruling party did not benefit in any way from the EPA funds, had ’’absolutely nothing’’ to do with the scandal, and was just being used as a scapegoat.

At the time the illegal EPA payments were made (2005), Philip Mangula served as CCM secretary general, while Mkapa - along with his position as head of state - was also the party’s national chairman and Igunga Member of Parliament Rostam Aziz served as CCM national treasurer.

Finance Minister Zakia Meghji told THISDAY recently that the then BoT governor, Ballali, lied to her about illegal payments amounting to nearly $30.8m (approx. 40bn/-), made from the EPA account to one particular company going by the name of Kagoda Agriculture Limited company.

According to Ms Meghji, Ballali deliberately misled her into defending the fraudulent payments to Kagoda on the pretext that the funds disbursed in 2005/6 were meant for ’sensitive’ issues of national security.

She said after giving her false advice on the matter, Ballali then personally drafted a letter which she signed - stating that the payments to Kagoda had purportedly been authorized by the government. The letter was sent to the then BoT external auditors, Delloite & Touche of South Africa, on September 15, 2006, after they had raised serious audit queries on the payments to Kagoda.

But Ms Meghji said she was obliged to retract that letter just four days later (September 19), after being told she had been duped by the BoT governor.

The Sadeghi family made the highest bid for a house in Fjellhamar, not far from Oslo, but the sellers opted to accept the next-highest bid. A state agency has ruled the Sadeghis were victims of discrimination.

"It's been important for us to prove that we were subjected to racism," Sapideh Sadeghi told newspaper Aftenposten on Friday.

The Sadeghi family now plans to consult an attorney to see what they'll do next. Under Norwegian law, they can claim economic compensation from those who violated a state law against discrimination.

The case marks the first time that a national committee charged with enforcing equality and anti-discrimination measures has determined that a prospective home buyer was discriminated against on the basis of ethnicity.

The Sadeghi family had been notified by real estate brokerage firm Notar that they'd submitted the highest bid for the house in Fjellhamar. The broker, however, called back a short while later and said they wouldn't be able to buy the house anyway, because the seller "didn't want any trouble" and decided to sell to the next-highest bidder.

The Sadeghis had offered NOK 10,000 more for the property, and neither the broker nor the seller would give them a clear reason why their bid was turned down. The Sadeghis filed a formal complaint, and the anti-discrimination commitee (Likestillings- og diskrimineringsnemnda) confirmed their suspicion that they'd been turned down on the basis of their ethnicity.

Committee leader Aslak Syse said the seller couldn't explain how acceptance of the next-highest bid might have been based on anything other than ethnicity.

Match Fixing

Namibia players have claimed they were approached to fix their final group match at the Africa Cup of Nations.

They say they were offered $30,000 per player to throw their game against Guinea in Sekondi on Monday.

Namibia Football Association president John Muinjo said his players spoke to him and he informed the Confederation of African Football (Caf).

The incident follows an alleged approach to Benin coach Reinhard Fabisch before the tournament.

Fabisch said the man claimed to represent a company based in Singapore that was be able to fix football matches across Africa.

Although Namibia have only a slim mathematical chance of progressing at the tournament, Muinjo said that the players did not consider taking the money.

"My players were approached by a man saying he represented a syndicate and offered them money to lose the game," he said.

"The players came to me immediately to tell me and we've informed CAF of what has happened.

"The players were offered up to $30,000 to lose the game.

"They were offered half in advance but told they had to be able during the game to manipulate the score on the instructions of the syndicate."

Muinjo said he had immediately called a meeting with the squad, warning them of the dangers of bribery.

"I'm very proud that my players came to see me straight away.

"I warned them about the impact accepting these sorts of offers could have on their careers.

"They are a team who believe in fair play."

Caf officials say that an investigation into the matter has been started.

Kwa mujibu wa chanzo chetu cha habari cha kuaminika, tukio hilo limetokea hivi karibuni wakati Fide alipokaribishwa kulala katika chumba cha mzungu huyo ambaye alikuwa safarini.

Habari zinasema kuwa mwanamitindo huyo alikwenda Zanzibar akiwa ameongozana na rafiki yake na kufikia kwa dada wa rafiki huyo ambako Fide alipewa chumba cha kulala, naye kwenda kulala sehemu nyingine.

“Chumba ambacho Fide alipewa kulala, kilikuwa kinatumiwa na mzungu huyo ambaye ni mume wa dada wa rafiki wa mwanamitindo huyo ambapo wenyeji hao walikuwa safarini nje ya Zanzibar,” alisema mtoa habari huyo.


Ilidaiwa kuwa katika chumba ambacho mrembo huyo alikaribishwa kulala, kulikuwa na kabati ambalo lilikuwa na dola za Kimarekani 1800 sawa na shilingi za kitanzania 2,156,400 ambazo zilichukuliwa na mrembo huyo.

Aidha, imedaiwa kuwa kulikuwa na shilingi 300,000 tasilimu za Kitanzania ambapo Fide nazo alizichukua usiku huo.

Mtoa habari huyo alisema kuwa mwenyeji wao huyo hakugutuka juu ya upotevu huo wa pesa hadi asubuhi wakati Fide na rafiki yake huyo walipoondoka kurejea jijini Dar es Salaam.

Baada ya kubaini kuibiwa alikwenda katika Kituo kikuu cha Polisi Zanzibari kutoa taarifa na msako ulianza.

Hata hivyo, habari zinasema kuwa shemeji wa mzungu huyo hivi karibuni alitua jijini Dar es Salaam na kwenda katika kituo cha Polisi Oysterbay kumsaka mwanamitindo huyo lakini hawakufanikiwa.

President Bush Demonstrates

U.S. Commitment to Africa

with Trip to Tanzania

To demonstrate the commitment of the United States of America to the African continent, U.S. President George W. Bush will travel to Benin, Ghana, Liberia, Rwanda, and Tanzania during a six-day trip from February 15-21. During his trip, President Bush will highlight his Presidential initiatives, including the President's Emergency Plan for HIV/AIDS Relief (PEPFAR) and President's Malaria Initiative (PMI).

The United States of America is the largest bilateral donor to Tanzania, providing over $648 million in 2008 alone. Since 2003, the United States has provided $818.4 million to combat HIV/AIDS in Tanzania. To combat malaria, the United States has provided $76.5 million. Discussing U.S. assistance to Tanzania, President Bush said, "Our compassion should be manifested in helping people who suffer from disease... We have a strategy that's working. It is to support a strategy that has made a difference in over a million people's lives in a relatively quick period of time."

The U.S. President's historic trip to Tanzania will further strengthen the ties between the people of the United States of America and the people of the United Republic of Tanzania.

JOHN Nolan, yule raia wa Ireland aliyejaribu kuighilibu Serikali ya Tanzania imruhusu aanzishe mashamba ya kamba (prawns) ambayo yangeiharibu kabisa Delta ya Rufiji, alipata kuliambia gazeti moja la Uingereza kwamba kati ya nchi za “ajabu” alizopata kuishi ni Tanzania.

Nolan aliliambia gazeti hilo ya kwamba Tanzania ndiyo nchi pekee duniani ambayo Mzungu anaweza kuingia akiwa na dola tano tu mfukoni na akaondoka miaka mitano baadaye akiwa milionea!

Alitoa mfano wa yeye mwenyewe kwamba aliingia Tanzania akiwa hana kitu, lakini ‘akatengeneza pesa’ akiwa katika chumba chake cha hoteli kutokana na dili walizochonga na viongozi ambao walimwamini kwa kuwa tu ni Mzungu!

Lakini Nolan si mgeni pekee aliyepata kuikejeli Tanzania. Mwaka jana gazeti la Mtanzania lilipata kumnukuu mwekezaji mmoja kutoka China, anayefanya biashara ya kuuza kamba na kambakochi Mashariki ya Mbali, akiikejeli Tanzania kwamba rushwa yake ni “poa”.

Kwa mujibu wa Mchina huyo, ni katika Tanzania tu ambapo unaweza kumwita hakimu nyumbani kwako na kumpa rushwa ya Sh. 100,000 tu, na kisha kumpa maelekezo ya namna ya kutoa hukumu ya kesi ya mamilioni ya pesa inayokuhusu!

Lakini kama utashangaa na kutoziamini kauli hizo za Nolan na za Mchina huyo, utasemaje kuhusu hii ya Rais mstaafu, Benjamin Mkapa kuanzisha kampuni yake ya biashara (ANBEM) yeye na mkewe, mwaka 1999, akiwa bado Ikulu?. Kwa kufanya hivyo, Mkapa akawa Rais wa kwanza katika historia ya Tanzania kufanya biashara akiwa Ikulu. Historia bwana, nani hapendi kuweka historia ya ujasiriamali?

Lakini hakuishia hapo. Mwaka mmoja kabla ya kuondoka madarakani; yaani Desemba 29, 2004, Mkapa huyo huyo akashirikiana na aliyekuwa Waziri wake wa Fedha na baadaye Nishati na Madini, Daniel Yona, kusajili kampuni nyingine binafsi iitwayo Tanpower Resources Company, na akaisimamia kununua asilimia 85 ya uliokuwa mradi wa umma wa makaa ya mawe wa Kiwira mkoani Mbeya.

Lakini pia hakuishia hapo. Akautumia wadhifa wake wa urais kuhakikisha kampuni yake hiyo mpya – wakurugenzi wakiwa ni pamoja na mkewe na mtoto wake, kuingia mkataba wa kuiuzia Tanesco megawati 200 za umeme katika gridi ya taifa.

Raia wema waliohoji iwapo hakuna mgongano wa maslahi kwa Rais kufanya biashara akiwa bado Ikulu; huku akinunua kampuni ya umma (Kiwira) na kuingia mkataba wa kibiashara na kampuni nyingine ya umma (Tanesco), walinyamazishwa haraka kwa kuambiwa Mkapa ni “mjasiriamali”, na kwamba anaonyesha “ujasiriamali” kwa vitendo akiwa Ikulu! Upo hapo?

Kama hiyo haitoshi kukuthibitishia vioja vya Tanzania, utaielezeaje hii ya Jeetu Patel kufanikiwa kughushi na kuchota Sh. bilioni 90 kutoka Benki Kuu kwa kutumia makampuni manane tofauti aliyoyasajili?

Ilikuja ya kwanza ikachota, ikaja ya pili ikachota, ikaja ya tatu ikachota, na vivyo hivyo mpaka kampuni ya nane! Na bado Watanzania tunatakiwa tuamini kwamba hakuna aliyejua kuwa hati zilizotumiwa na makampuni hayo ni za kughushi, hadi majuzi ripoti ya ukaguzi ya Ernest & Young ilipotua mezani kwa Rais Kikwete!

Lakini kama hilo halikushangazi au kukushtua, hebu tafakari na hili jingine: Watanzania masikini wanapandishiwa umeme kwa asilimia 21 kwa sababu Tanesco iko hoi kifedha. Kwa nini iko hoi? Kwa sababu vigogo serikalini wameiingiza katika mikataba mibovu ya Richmond, IPTL na Songas.

Kwa sababu ya mikataba hiyo mibovu, Tanesco inailipa IPTL Sh. bilioni 3.3 kila mwezi, Songas Sh. bilioni 5.8 na Richmond Sh. bilioni 4.7. Kwa viwango hivvyo vya malipo, unahitaji kuwa na kampuni yenye utajiri wa Microsoft ya Bill Gates, kutotetereka kifedha. Na hivyo Tanesco ilitetereka. Ili isife, ikaamua kuongeza umeme kwa asilimia 21!

Hiyo maana yake ni nini? Hiyo maana yake ni kwamba Watanzania masikini na walalahoi wa nchi hii ndiyo “wanaobebeshwa” zigo hilo la Tanesco la kufidia gharama zilizosababishwa na vigogo serikalini za mikataba ya IPTL, Richmond na Songas. Cha kushangaza zaidi, vigogo hao waliotubebesha zigo hilo kwa kuingia mikataba hiyo mibovu, bado wanadunda mpaka leo serikalini!

Na bado wameona hiyo haitoshi. Sasa Serikali inajiandaa kuwasilisha bungeni muswada wa sheria kuziruhusu kampuni binafsi kufanya biashara ya kuuza umeme nchini. Yaani; Serikali inakuwa mstari wa mbele kulitafutia shirika lake (Tanesco) wapinzani wa kuliua kibiashara, tena inafanya hivyo ikiwa yenyewe tayari imeshalikamua hadi kuwa hoi bin taaban!

Na Tanesco ikifa na biashara hiyo ikashikwa na makampuni binafsi ya nje, (ambayo bila shaka baadhi ya vigogo nchini watakuwa na hisa), nani atayazuia yasipange bei ya pamoja ya kuuzia umeme (cartel) ili yanufaike zaidi kwa kuwakamua zaidi Watanzania? Na bado tunaambiwa kuna vita inayoendelea nchini ya kuwakomboa masikini.

Biashara ya chakula ipo mikononi mwa watu binafsi, nishati nayo sasa inawekwa mikononi mwa watu binafsi, maji nayo yataelekea huko huko …mwishowe sekta zote nyeti zinazohusu usalama wa taifa zitakuwa mikononi mwa watu binafsi hususan wageni. Tusisahau Nyerere alitabiri: “Mtabinafsisha hata Magereza.”

Lakini yawezekanaje mambo yote haya yatokee nchini na umma wa Watanzania ukae kimya tu? Jibu ni kwamba ni kwa sababu Tanzania ni nchi ‘poa’, nchi ya amani. Watanzania ni watu wasiotaka makuu, na ndiyo maana kina Nolan wanaamini kwamba duniani hakuna nchi kama Tanzania. Hayo aliyoyaona Nolan akiwa Tanzania ni Made in Tanzania tu. Huwezi kuyakuta kwingineko duniani!

Kampuni ya vifaa vya michezo ya Puma, imetiliana mkataba wa makubaliano na chama cha mpira cha Ghana (Ghana Football Association = GFA). Mkataba huo wa kuidhamini timu ya taifa ya Ghana (The Black Stars) unagharimu Dala Milioni 25 (Paundi Milioni 12.7). Puma watawapa GFA ziada ya mauzo ya vifaa vya Puma na nyongeza ya kila Black Stars itakaposhinda. Pia Puma watajenga kiwanja kipya cha mafunzo kwa timu ya taifa ya Ghana. Mkataba wa kwanza kati ya Puma na GFA unamalizika 2009. Mkataba huu mpya ni mpaka 2012.

Wachezaji wa Black Stars wakimshangilia Junior Agogo baada ya kufunga goli.

Ghana imeifunga Namibia goli moja kwa bila. Licha ya kucheza nyumbani, Ghana (Black Stars) haikucheza mchezo wa kufurahisha sana. Goli pekee la Black Stars lilifungwa na Junior Agogo, dakika ya 41 ya mchezo kipindi cha kwanza. Agogo alifunga kwa kuunganisha pasi safi toka kwa Quincy Owusu - Abeyie.

Daddy's
car in the woods?

Little Johnny watched his daddy's car pass by the school playground and go into the woods. Curious, he followed the car and saw Daddy and Aunt Jane in a passionate embrace.

Little Johnny found this so exciting that he could hardly contain himself as he ran home and started to tell his mother. "Mommy, I was at the playground and

the dinner table that evening, Mommy asked little Johnny to tell his story. Johnny started his story, "I was at the playground and I saw Daddy's car go into the woods with Aunt Jane. I went back to look and he was giving Aunt Jane a big kiss, then he helped her take off her shirt. Then Aunt Jane helped Daddy take his pants off, then Aunt Jane and Daddy started doing the same thing that Mommy and Uncle Bill used to do when Daddy was in the Army."

'Baadhi ya wabunge CCM wanafiki'

MFANYABIASHARA maarufu wa Zanzibar, Bw. Mohammed Raza, amesema unafiki wa baadhi ya wabunge wa CCM katika kuzungumzia mambo yenye maslahi kwa umma, unatoa nafasi kwa wapinzani wanaozungumza ukweli kung'ara katika medani ya kisiasa.

Bw. Raza ambaye pia ni kada wa CCM, amesema kashfa ya ufisadi iliyoikumba Benki Kuu ya Tanzania (BoT), ni mfano mzuri ambao baadhi ya wabunge wa CCM, walitaka kuifunika, lakini wa upinzani, wakaianika.

Alisema hayo jana Dar es Salaam, alipokuwa akizungumza na Majira, kuhusu kashfa ya ufisadi wa mabilioni ya fedha, ulioikumba BoT.

"Wabunge wa CCM wafike mahali pa kuzungumza ukweli kwa mambo yanayohusu maslahi ya umma, waache unafiki unaosababisha wapinzani kung'ara kisiasa kutokana na kuzungumza ukweli na mfano ni huu wa kashfa ya ufisadi ndani ya BoT," alisema Bw. Raza.

Alisema wabunge wa CCM wana wajibu wa kumsaidia Rais Jakaya Kikwete, kwa kumweleza mambo ya ukweli yanayohusu wananchi na Taifa lao kwa jumla.

"Wanapaswa (wabunge) kujua, kwamba uongo wao kwa wananchi, unakigharimu chama chetu kwa kukimbiwa na wanachama wanaotaka kusikia ukweli," alisisitiza.

Katika mazungumzo yake, Bw. Raza alimpongeza Rais Kikwete kwa kuchukua hatua za ujasiri katika kushughulikia ufisadi ulioikumba BoT.


"Rais Kikwete amefanya kitendo cha ujasiri mkubwa mno katika kushughulikia kashfa hii ya ufisadi ndani ya BoT, kwa hakika ameirejeshea Tanzania heshima yake," alinena Bw. Raza.

Alisema kwa hatua hiyo, Rais Kikwete ameonesha jinsi Serikali yake inavyosikia vilio vya raia wake hasa katika mambo ya msingi.

Mfanyabiashara huyo alisema hata hivyo, kashfa hiyo, isielekezwe kwa Dkt. Daud Balali peke yake, kwa sababu inahusisha watu wengi.

Pia aliishauri Serikali kushughulikia matatizo ya kiuchumi, ili kuwawezesha wananchi kuishi maisha yanayoridhisha.

"Hali ya maisha ya wananchi walio wengi ni mbaya kwa kweli na hilo linatokea wakati wachache wanaishi maisha ya kifahari sana," alisema.

Kuhusu ghasia zilizoikumba Kenya, Bw. Raza alisema wakati umefika kwa Rais Mwai Kibaki, kujiuzulu ili kuirejesha nchi hiyo katika amani na utulivu.

"Kibaki anajua kuwa mshindi katika uchaguzi wa Kenya ni Raila Odinga na chama chake cha ODM, iweje yeye sasa anataka kung'ang'ania kiti kile wakati hakushinda," alisema.

Alisema litakuwa jambo la burasa kama Rais Kibaki kwa kuzingatia umri wake, ataamua kumpisha Bw. Odinga kuongoza Kenya, hatua ambayo alisema itamaliza mvutano na mauaji ya watu wasiokuwa na hatia.

UCHAMBUZI wa taarifa ya ukaguzi wa Benki Kuu Tanzania (BoT) kuhusu upotevu wa fedha za Akaunti ya Malipo ya Kigeni (EPA) umeanza.

As from February 1, the Hordaland police district will decentralise the processing of immigration cases in the Bergen municipality. In order to improve the services to the public, all the police stations will now receive and process immigration applications.

Ballali still in Boston,

says Dar envoy to US

THE Tanzanian embassy in the United States has asserted that former Bank of Tanzania governor Dr Daudi Ballali is still in the US city of Boston undergoing medical treatment, as an element of mystery continues to surround the ex-governor’s actual current whereabouts.

The Tanzanian ambassador to Washington DC, Ombeni Sefue, confirmed to THISDAY yesterday that Ballali was up to last week still being treated at a hospital in Boston, Massachusetts.

Speaking in a telephone interview from Zanzibar where he is attending a high-level meeting of the country’s diplomatic officers, Sefue said: ’’By the time I left Washington last week to come here, Ballali was in Boston, undergoing medical treatment. I believe he is still there, since he is quite sick.’’

Speculation in the country has become rife about where exactly Ballali may currently be, following his unceremonious January 8 dismissal from the BoT governorship in absentia by President Jakaya Kikwete, in the wake of official confirmation of massive funds embezzlement from a key central bank account.

He is understood to have left the country for the US way back in September last year, reportedly to undergo medical treatment for an unspecified ailment. This was before the BoT special audit that eventually confirmed the systematic looting once and for all had even started.

Only two days ago (Sunday), prominent opposition legislator Dr Wilbrod Slaa added fuel to the speculation windmill by publicly declaring that the disgraced former BoT boss has already left the US and sought refuge in the small European island nation of Malta.

According to Dr Slaa, who is also secretary general of the opposition CHADEMA party and is himself credited with unearthing the latest BoT looting scandal, Ballali departed from the States on Wednesday last week aboard a private jet.

This followed an announcement by the US embassy in Dar es Salaam that Ballali’s visa allowing him to be in the US had been revoked following his sacking.

There have also been reports that the disgraced ex-BoT supremo may be planning a dramatic voluntary return to Tanzania to ’clear his name,’ as it were.

But when asked yesterday about all these reports, Ambassador Sefue said he was quite sure Ballali was still in the US receiving medical attention.

On the ex-governor’s current immigration status in the US after revocation of his visa, the ambassador said: ’’I am not sure what exactly has happened. However, after his removal from office (BoT), it was only normal for his visa status to be subsequently altered.’’

Noting that Ballali had been using a Tanzanian diplomatic passport by virtue of his position as BoT governor, Sefue explained that his (Ballali) sacking meant that he was no longer eligible to continue holding the diplomatic passport.

He said Ballali was now free to reapply for another US visa using a normal passport.

When asked by THISDAY if the visa revocation by the US Government was part of any plans to deport Ballali back to the country, ambassador Sefue stated: ’’I don’t know of any arrangement to deport or extradite Ballali from the United States. Besides, he is a sick man, so I don’t think there is anyone who can deport him while he is still undergoing medical treatment.’’

According to insiders, the 64-year-old Ballali has been suffering from liver complications and a sinus infection.
